Traffic Measurements for SDCCH per Cell 1. CCALLS -- Number of SDCCH seizure attempts.

The allocation attempt counter is incremented at every attempt to allocate an SDCCH in a resource type in the cell, regardless of whether the allocation succeeded or failed. Allocation attempts are made at signaling connection setup, at handover and at assignment. 2. CCONGS --- SDCCH Congestion counter. The SDCCH congestion counter is incremented when an allocation attempt in a resource type fails due to no idle channels. 3. CNDROP --- Number of dropped SDCCH connections. For every cell there is a counter for the number of abnormally terminated connections (CNDROP). The counter is incremented- When the BSC sends CLEAR REQUEST message When CLEAR COMMAND is received if the cause code differs from the cause codes 'Call control' and 'Handover successful'. The counter is not incremented if CLEAR REQUEST has been sent previously. 4. CMSESTAB --- Successful MS channel establishment on SDCCHs. The MS connection establishments on the SDCCH counters are incremented when a signaling link between the MS and MSC is established, that is an SCCP CONNECTION CONFIRMED message is received from the MSC, a HANDOVER COMPLETE or a HANDOVER PERFORMED message sent to the MSC. 5. CTCONGS --- SDCCH Congestion time counter in seconds. When the last available channel is allocated, the congestion time counters are incremented each second until a channel becomes idle. 6. CESTIMMASS --- Number of SDCCH establishment failure due to timeout after sending Immediate Assignment, timer T3101 expired. (This counter introduced in BSC R12.) This also means that the counter shall not be stepped at SDCCH Congestion, but purely for T3101 expiry. T3101 is started when Immediate Assignment Command is sent to the MS and stopped when Establish Indicator is received from MS. Problems with T3101 expiry are mainly due to Radio Related issues (signal strength, interferrence, Timing Advance), either MS can not hear imm assignment on the Downlink, or the Network (BSC) can not receive the Establish Indicator on the Uplink. User bahviour may also affect it to some limited extent, for example MS going out of coverage.

TCONGS --- TCH Congestion counter. The TCONGS congestion counter is incremented when an allocation attempt in a resource type fails due to no idle channels. 3. TNDROP --- Number of dropped TCH connections. For every cell there is a counter for the number of abnormally terminated calls (TNDROP). The counter is incremented when a call drops due to Excessive TA Low Signal Strength Bad Quality Sudden Loss of Connection 4. TMSESTAB --- Successful MS channel establishment on TCH. The MS connection establishments on the TCH counters are incremented when an idle TCH is allocated for the call. 5. TTCONGS --- TCH Congestion time counter in seconds. When the last available channel is allocated, the congestion time counters are incremented each second until a channel becomes idle. When CCALLS is less than TCALLS? CCALLS can be less than TCALLS when there is heavy TCH Congestion in the site. The counters CNRELCONG and CNDROP values are high for the cells with the problem. The counter CNRELCONG is The Released Connections on SDCCH due to Radio Resource Congestion counters. This is incremented when a connection on SDCCH is released due to

radio resource congestion that is when there is congestion on TCH or congestion on transcoder resources. Similarly the counter CNDROP is stepped up every time the CNRELCONG is stepped up. Also the counters TFCONGSHO (Congestion on Handover) and TFCONGSAS (Congestion on immediate assignment) are also high for the cells with the problem. This shows that there is a clear congestion on TCH in these cells, where the counter TCALLS gets incremented but the CCALLS counter does not increase. The no of TCH required is more than the no of TCH available.
