The Sekhukhune District Municipality successfully hosted a council meeting that adopted IDP/Budget for 2012-2013 incorporating the State of the District Address at Nthame Primary School, GaMadiseng near Burgersfort on Tuesday. The event was attended by more than a thousand people, amongst them all Mayors from the five local municipalities in Sekhukhune District Municipality, Speakers and Chief Whips, all councillors, traditional leaders, representatives of the mining sector, non-governmental organisations, business sector, faith-based organisations, representatives of the vulnerable groups, and members of the public from across the district. The Executive Mayor of Sekhukhune District Municipality, Cllr Mogobo David Magabe said our gathering today was mainly to present to our constituencies what we call citizens report. You will remember that following the 18th May local government elections, our newly elected council did not pause to celebrate but rather went straight to the execution of the business of service delivery for the people. Part of the programmes included engagements with communities through mass based meetings, councillors monthly meetings, meetings with traditional leaders, Mayoral Outreaches, stake-holder consultations meetings, IDP/Budget consultations, and so forth. And in the final analysis the law stipulate that council should incorporate all the views and ideas from all this sectors and formulate an Intergrated Development Plan that incorporated budget and adopt it. Mayor Magabe announced a record budget for Sekhukhune District Municipality, which has increased from R881 million for 2011-2012 to R1200 million for the financial year 2012-2013. Of the total budget of more than R1200 million, R 841 Million is set aside for capital infrastructure projects and R545 Million is for operational purposes. This means that for the department of Infrastructure and Water Service, which is a department that is the face of service delivery within the municipality, responsible for rolling out service delivery projects on water, sanitation, roads etc, there is more money. The department is allocated R 809 398 million, which is a 47% increase from the previous years allocation. This significant increase is attributed to our expansion in infrastructural projects especially bulk water projects explained the Executive Mayor. Some of the key pronouncements included:

As Sekhukhune District Municipality we acknowledge and appreciate progress being made following our decision to move towards bulk water infrastructure as opposed to water reticulation projects based on bore-holes since we have realized that we have a problem of capacity in terms of underground water sources. We are however aware that more still need to be done in order to improve the quality of life of the 1,2 million people of Sekhukhune regarding water and sanitation provisioning, and we want to stress that we are on the right track. We are increasing the number of our water tankers to make sure that we respond rapidly to areas of drastical need concluded the Executive Mayor, Cllr Mogobo David Magabe. The council meeting was adjourned at !7:00pm following the delivery of the State of the District Address and the Adoption of IDP/ Budget for 2012-2013.

90 % complete but, trouble again


Another strike at De Hoop Dam
The Department of Water Affairs has called on workers engaged in an un-protected strike at its De Hoop Dam construction to return to work immediately. Just before going to press on Thursday, the department said it is keen to resolve the dispute speedily to ensure that work at the De Hoop Dam construction site resumes and that further delays will negatively impact on the completion of the dam and ultimately the delivery of water to the communities and mines. Some workers are taking part in an illegal strike citing unhappiness over benefits related to their work contracts. The department is seeking an interdict to stop the aggrieved workers from intimidating other workers and departmental officials, blocking access to the dam site and causing malicious damage to property on site. The senior management of the department is aware of the situation and has sent a high level team, lead by the Acting Deputy Director-General for Corporate Services, to the construction site to negotiate an end to the illegal protest action. The strike action started on Monday 28 May. The department says it will invoke the principle of no-work no pay for those workers taking part in the unprotected strike. Employees have therefore been instructed to return to work and to use the established channels to discuss their grievances in order to find an amicable solution. The department says that workers are unhappy about the benefits as agreed upon in terms of the Collective Agreement regulating the conditions of service for staff employed on contract in terms of section 76 of the National Water Act.

Greater Tubatse Municipality Mayor, Nkosi Josias Mahlake (photograph), says with big developments there will always be court cases, and other problems, it is just how it is, but we are talking with developers and will try and sort problems out amicably, development should not be stopped. Mayor Mahlake, pictured in front of the cupboard in his office where all the the municipalitys accolades are displayed, confirmed to Platinum Gazette that the building plans of the Burgersfort regional Mall has not yet been approved by the Council. In the national media articles were published about possible court cases between the developer and the GTM recently about the same building plans, but according to the Mayor, nothing of the sort materialised yet. As if it is not enough a land claim is still pending on the land where the

development is taking place, but the Land Claims Court dismissed a claim by the claimants to halt development towards the end of last year. This means that the claim still stands and that claimants will benefit from the development should the claim succeed. The courts view was also that development should not be stopped. Another court case between the developer and a rival developer is also still pending on which the Sekhukhune District Executive Mayor, Mogobo David Magabe, commented it seems that at the bottom line they are fighting over tenants, on that one we as government must be neutral. It is also true that certain things went wrong during the previous administration (before the local government elections last year), but we are busy to put it right. Development should not be stopped.

Childrens Rights promoted


The Limpopo Province annual child protection week commemorations were officially opened by the honorable MEC Dr Norman Mabasa in Tubatse - Sekhukhune District on Tuesday under the theme working together to protect children . As a public defender mandated to protect and defend the rights of vulnerable groups; Legal Aid South Africa has pledged to continuously strengthen its effort to protect childrens rights thus ensuring a safe and secure environment for our young generation. The introduction of the Child Justice Act, Legal Aid SA took steps to ensure that children are legally represented at the Preliminary Court stage. Their main priority and first approach is to try and remove the child from the normal criminal justice system, by recommending that they be put into a diversion programme or undergo restorative justice. Legal Aid South Africa has joined numerous government departments and state agencies (Office of the Premier, Dept. of Safety and Security Liaison, Office of the Family Advocate, SAPS and the Department of Justice) in the activities of the Child Protection Week campaign which is led by the Department of Social Development with the aim to increase the awareness of childrens rights amongst communities. With the establishment of childrens units in some of the Justice Centre, their primary focus is exclusively on p r o v i d i n g representation to children in both criminal and civil matters. The units are headed by specialist child law practitioners who have had advanced training in child law. Delivering a message of support Ms.Jacqueline Maimela Justice Centre Executive in Modimolle, stressed that Legal Aid South Africa plays a leading role in the promotion of diversion and restorative justice, as an alternative to the formal criminal justice process, for children in conflict with the law. As we commemorate Child Protection Week, we would like to remind all stakeholders in the justice system of their obligation to ensure effective legal advocacy in matters involving children. This requires a collaborative approach to further explore interventions and methods to improve child justice systems she said. The Call Centre operating hours are from 07:00 to 19:00 on weekdays, excluding public holidays. Women and children are usually the most affected groups in civil conflicts such as divorce and land disputes - hence civil legal matters have become a huge priority for Legal Aid SA due to our human rights focus. With the increasing vulnerability of our children and the poor, it became inevitable that Legal Aid SA does something proactively to address these issues.

Milestone in security industry reached


A milestone was reached in Steelpoort when owners of three local security companies gathered and participated in a transfer of skills. Steelpoort based Thorburn Security Solutions invited supervisory and managerial level employees from Makole and Phethedi (M&P) Security and Grab Security, respectively from Driekop and Burgersfort to attend a Leadership Workshop on Saturday 28 May 2012 at their offices. Thorburn Security Solutions designed three modules focused on managerial and supervisory levels, which they offered to also present to employees from opposing but developing security companies in the Eastern Limb in the next few weeks. A group of ten employees attended the first module, Leadership Skills and the Leaders Approach to Quality. Thorburn Managing Director Dolf Scheepers presented it. Owners of Grab and M&P Security expressed their gratitude towards Thorburn for stretching a helping hand in the development of their staff in leadership positions. Leboeng SAPS takes action Leboeng SAPS takes a girl child to work
On Saturday 26/05/2012 Leboeng SAPS Youth Against Crime forum organised the ladies top four soccer tournament at Phiring sector. The four ladies soccer clubs that participated are Killers FC, Conty FC, Phiring Stars and Mashilo FC. Conty FC of Kgautswane sector won the tournament by scoring 1-0 against Killers FC from Leboeng sector. The tournament was aimed at removing the young people of Phiring out of taverns and the streets. For the love of the game the young people did not disappoint and came in numbers to support their peers who were doing sports. The tournament was a success as the message reached the targets. The action spoke more than people can say the SAPS spokesman said. The Youth Against Crime delivered a message to their peers that alcohol abuse is one of the causes of violence. The tournament took place during Child Protection Week. At the tournament UBS drama, comedy and Leboeng gospel artist Cain Makofane entertained the crowd after the game as the SAPS delivered the massage STOP CHILD ABUSE . Cain Makofane gave the winning team (Conty FC) a football. His message to them was that God is a God of young people too. Constable Sibatana addressed the crowd after the game on behalf of the station. He stressed that the youth must participate in sport and refrain from abusing drugs and alcohol. The learners from local high schools that participated included Maokeng High School, Ntabane High School, Baroka High School and Tshabelang Dinoko High School. They started with the morning parade. Const. MA Sibatana led them into the offices and explained to them how the SAPS operates. . They spend the whole day at the SAPS in Leboeng, learning more about the work of a policeman or woman.

Can the local athletes win the


On Sunday 3 June the annual Comrades Marathon will take place. This race is one of the greatest long distance races in the world. The first one took place on 24 May 1921 with only 34 runners. In modern years thousands of runners enter this gruelling event. Local athletes have shown that they are contenders not to be taken lightly with Fanie Matjipa coming in second last year. We asked readers if they think the locals have what it takes to do well in this years race. Some also gave messages of encouragement.

Mr Peter Masethe said: I think we still have a very long way to go before we will have a win. The Zimbabweans are taking this very seriously. They make it a profession. Our guys work at the mines and then just run after or before work. Maybe Fanie could win. I wish we had more Fanies. The mining industry is the only place around here taking running seriously. On Sunday Ill be sitting at home, watching. Let the best athlete win.

Fanie Matjipa (photo left) from Steelpoort last year came second in the Comrades Marathon. He is determined to this year take the title. Below left: Peter Molapo was the second local athlete across the finish in 2011. He came in at number 75. He may just surprise everyone this year. Below: Leboka Noto is in peak condition. He recently won the Longtom Marathon and is definitely a local to keep an eye on.

Mr Papi Makgate and Tshepo Seerane said: Definitely we are gonna take it. Good luck to Fanie. We hope he gets the number 1. We also support the Modikwa guys. We hope they will surprise us. We are gonna support them. They must know we are there for them. Well watch on TV.

Tubatse Chrome Lab receives SANAS accreditation


Tubatse Chrome Lab has been awarded ISO17025 accreditation by SANAS. The Lab is proud to be the first smelter in Samancor to achieve this status. SANAS (South African National Accreditation System) accreditation gives formal and independent recognition that the Laboratory is competent to carry out specific tasks and conforms to relevant international/ national standards. Laboratory accreditation provides formal recognition to competent laboratories, thus providing a ready means for customers to identify and select reliable testing, measurement and calibration services. To maintain this recognition, laboratories are re-evaluated regularly by the accreditation body to ensure their continued compliance with requirements, and to check that their standard of operation is being maintained. Laboratory accreditation is highly regarded both nationally and internationally as a reliable indicator of technical competence. Many customers prefer suppliers which can provide analysis from an accredited laboratory. To celebrate this tremendous achievement, a handover celebration was done on Friday the 25th of May. Crime in Tubatse
* On 27 May a 31-year old man was arreste for violating a protection order. A 32-year old woman was allegedly assaulted and sweared at by the man on 26 May. The incident happened at Mashamothane. The man appeared in the Praktiseer Magistrates Court on 28 May. He was not granted bail. The case will be in court again on 4 June 2012. * During the weekend of 25 - 27 May the Tubatse SAPS arrested four men for driving under the influence of alcohol. They were arrested in Riba Cross. The men Isaiah Mokheswane (29), Robert Michael Vister (46), Hudson Masinga (38) and Justin Sibanda (44) appeared in the Praktiseer Magistrates Court on 28 May and were sentenced to three months imprisonment or a fine of R1500 each. On 24 May 2012 Motodi VEP and the Tubatse Police, CPF and Department of Social Development held a crime awareness campaign at Dikotope Secondary School in Ga Motodi village. Helping emerging farmers


On Wednesday a workshop to help empower emerging farmers took place at the old municipal building in Burgersfort. The Sekhukhune Development Agency partnered with Landbank, Crebus and GTM to create a structure that will be able to assist emerging farmers both with financial and technical resources.

Tubatse SAPS takes on Malipsdrift

OK Grocer vs Freedom Fighters


The OK Grocer Football team played against Freedom Fighters FC at Dark City last week Saturday. The game ended 0-0 and in the penalty shoot-out that followed Freedom Fighters scored 5 compared to the Ok Grocer teams 4 goals. The OK Grocer team will play on 9 June against Dresden FC. The Tubatse SAPS took on a team from Malipsdrift SAPS. They played the game on Wednesday at CN Phatudi College in Praktiseer. Get the result of the game on page 12 of this weeks newspaper. Tubatse SAPS played in yellow and blue.

B.O.L.S. Hengelklub kuier saam


Die B.O.L.S. (Burgersfort, Ohrigstad, Lydenburg en Steelpoort) Hengelklub het verlede week Saterdag by die Watervalsrivier Geloftefeesterrein vergader. Gerhard Bessenger en Dawie Kotze van Bess Lures het n praatjie gelewer en Peter en Ronel Zonneveld saam met Werner Wessels het n uitstalling van Angling en Outdoor gehou. Tussen al die praatjies deur is heerlik gekuier en n skaappotjie gemaak. Lede van B.O.L.S. by die uitstallings verlede Saterdag. Regs: Potjiekos in wording.

Samancor Marathon Club runners ready for Comrades
The annual Comrades Marathon will take place on Sunday 3 June. The race will stretch over 89km from Pietermaritzburg to Durban. Thousands of runners have entered and will try to complete the race within the cut-off time. The Samancor Marathon club have entered the following runners:1.Tshepo Maribane 2. Eric Mabelane 3. Johannes Mogowane 4. Lazarus Mogowane5. Jeffrey Mbuyane 6. Simon Maroga 7. Rocky Matentji 8. Frans Maesela 9. B Magabane 10.Jan Maphake 11.Phillip Maloka 12.Victor Raliphada 13.Hendrick Magale 14. Comrades Marathon Statistics:


In 2012 15 176 men have entered the race. 14 106 of them are from South Africa. 187 male athletes are from Africa and 883 of the men are from the rest of the world. 4348 women have entered the race. 4007 of them are South Africans. 56 are from somewhere in Africa and 285 are from the rest of the world. A total of 19524 athletes will compete on Sunday. In 2009 the athletes consumed 200 000 sachets of water, 660 000 sachets of Energade, 62 000 sachets of Mega Load, 800kg of bananas, 7840kg of oranges, 110 000 sachets of Mageu Number 1, 1200kg of assorted biscuits and 2 tons of potatoes.

SAPS keeping fit


The Tubatse SAPS played a friendly game of soccer against Malipsdrift (between Atok and Mafefe). The final score was in favour of Malipsdrift who came out tops with 5-4 against the locals. See more photographs on page 11.
