The short visa and residence permit procedure for non-degree seeking students of Maastricht University
Although visa and residence permit procedures in the Netherlands are tiresome and expensive, you have to get through them to enter the country legally and prevent you from suffering the sometimes severe consequences of being an illegal alien. Therefore, Maastricht University (UM) has come to an agreement with Dutch Immigration to ease the process and limit the bureaucracy to a minimum. Please read this information carefully and meet the requirements exactly in order to benefit from it.
If this is not correct and you do have a nationality of a country in this list (even in case of dual citizenship), please send a scanned copy of the appropriate passport to visa@maastrichtuniversity.nl. You may only need a residence permit, in which case you need a different information set. There is even a chance that you do not need anything at all. Also, if you already have a residence permit for The Netherlands for a stay of more than 3 months, please send a scanned copy of the front and back side to visa@maastrichtuniversity.nl. Your residence permit may have to be changed. Finally, if you are not going to live in The Netherlands (but e.g. in Belgium or Germany), please inform us at visa@maastrichtuniversity.nl on the country and city where you are going to live. You may need to submit proof of your residence in that other country. In every other case you do need a visa and a residence permit and you will have to apply for it through the UM Visa Office.

The documents you have to submit are: 1. Acceptable proof of sufficient financial means (3.1) 2. A proof of payment of the legal fees (3.2) 3. A copy of your passport (3.3) 4. A completed and signed consent form (3.4) 5. A completed Appendix Photocard (3.5) 6. A completed Regular Residence Permit Application (3.6) 7. A NUFFIC certificate in case of Chinese citizenship (3.7) Each document and its requirements will be explained below. 3.1. Acceptable proof of sufficient financial means As you are a prospective student for an exchange or a preparatory program, your will be registered for the period as mentioned in the accompanying e-mail. During this period you are required to have 820 per month at your disposal, which is 28 per day (please refer to enclosure 9 for a cost breakdown of this amount). So for a registration of 5 months you will have to prove 4100, for 5,5 months it is 4510 etc. You have the following options to prove this and each of them will be explained below. Option A. Deposit the required amount of money into the UM Visa Office bank account Required document: 1. Proof of transfer showing the amount transferred. Immigration regulations require the transfer to show the students full name and date of birth as a reference, regardless whose account the deposit is transferred from. More information on the deposit will follow in chapter 4 on payments. Option B. Proof of a scholarship Required document: 1. A copy of proof of award of the scholarship. The document must: - state the date of issue - state your name, first name initials and date of birth - state the period of the scholarship (from until ); this should at least cover the registration period as mentioned in the accompanying email - state the entire amount or the monthly allowance of the scholarship and its currency - state the name and address data of the scholarship awarding institute - specifically state the word scholarship , and not e.g. sponsorship or financial support nor the words average , approximately , at least , estimated or expected , as these expressions are too vague Please note that a scholarship can only be awarded by a governmental or an educational institute. Financial support by a company falls under option E or F. Option C. Proof of sufficient personal resources Please note that in case of multiple accounts, a separate document is required for each account. Required documents: 1a. An original bank statement. The document must: - be recent (not older than 3 months prior to your first day of registration) - state the date of issue - state your name and first name initials - state the account number - state the account balance and its currency - state the contact data of the bank, including country and telephone number - state that the balance is at free disposal. (please refer to enclosure 1 for an example of a bank statement). OR 1b. A copy of a statement of account, stating your name as account holder. The document must meet the same requirements as the bank statement, except for the statement on free disposal. Instead, it must give a detailed overview of all your receipts and expenditures over a period of at least one month.

Option D. Proof of financial support by a person residing abroad (e.g. parent or other relative) Required documents: 1. An original financial statement (enclosure 2), completed by the sponsor. Please make sure that: - the personal data are put in the correct section (first the data of the financial supporter, then the data of the student) - the period between start and end date encloses the registration period as mentioned in the accompanying email - the balance on the bank account covers the required amount for the period from start to end date AND 2. A clear and legible copy of the financial supporter s passport or identity card, showing all identifying data and signature AND 3a. An original bank statement. The document must: - be recent (not older than 3 months prior to your first day of registration) - state the date of issue - state the sponsor s name and first name initials - state the account number - state the account balance and its currency - state the contact data of the bank, including country and telephone number - state that the balance is at free disposal. (please refer to enclosure 1 for an example of a bank statement) OR 3b. A copy of a statement of account, stating the sponsor s name as account holder. The statement of account must meet the same requirements as the bank statement and give a detailed overview of the sponsor s receipts and expenditures over at least one month. If the sponsor s bank balance does not cover the required amount for the entire registration period as mentioned in the accompanying email, but there is a monthly income that covers the monthly required amount of 820, then you additionally need to submit: 4. A recent copy of the sponsor s employment contract. The document must: - state the employer s name and address data - state the sponsor's name and data of birth - state the type of employment (temporary/casual/permanent) - state the period of employment if it is not permanent AND 5. Copies of the sponsor s salary specifications of the last 3 months. The specifications must: - state the employer s name and address data - state the sponsor's name and data of birth - state the period the salary applies to - state the net (after tax) salary and its currency Option E. Proof of financial support by a company that has its seat in The Netherlands Required documents: 1. An original financial statement of the company (enclosure 3) AND 2. An original statement of guarantee, completed by the company (enclosure 4; form in Dutch called M-47A).

Option F. Proof of financial support by a company that has its seat abroad Required documents: 1. An original financial statement of the company (enclosure 3). Please make sure that: - the personal data are put in the correct section (first the data of the company, then the data of the student) - the balance on the bank account covers all monthly amounts during the period between start and end date - the period between start and end date must enclose the full registration period AND 2. An original bank statement. The document must: - be recent (not older than 3 months prior to your first day of registration) - state the date of issue - state the company s name - state the account number - state the account balance and its currency - state the contact data of the bank, including the country and telephone number - state that the balance is at free disposal. (please refer to enclosure 1 for an example of a bank statement) Option G. Proof of financial support by a person on payroll in The Netherlands Required documents: 1. An original statement of guarantee, completed by the financial supporter (enclosure 5; form in Dutch called M-47) AND 2. An original extract from the Municipal Records Database (GBA, City Hall) of the city where the financial supporter is registered, stating his/her family composition. AND 3. A recent copy of the financial supporter s employment contract. The document must: - state the name and address data of the employer s company - state the financial supporter s name and date of birth - state the type of employment (temporary/casual/permanent) - state the period of employment if it is not permanent AND 4. An original, recent employer s certificate/testimonial on the financial supporter. The document must: - state the name and address data of the employer s company - state the name, first name initials and date of birth of the financial supporter - state the type of employment (temporary/casual/permanent) - state the period of employment if it is not permanent - state the date of issue (the certificate/testimonial may not be older than 3 months) AND 5. Copies of the financial supporter s salary specifications of the last 3 months. The specifications must: - state the name and address data of the employer - state the financial supporter s name and date of birth - state the period the salary applies to - state the net (after tax) salary and its currency

3.2. A proof of payment of the legal fees Required document: 1. Proof of transfer showing the amount transferred. The transfer should show your full name and date of birth as a reference, regardless whose account the legal fees are transferred from. Legal fees are 300 for the visa and 300 for the subsequent residence permit and they are non-refundable. The legal fees of in total 600 are automatically collected from the Visa bank account of UM by Dutch Immigration. Therefore they have to be transferred to our account in advance. Please send us a proof of transfer showing the amount transferred. Immigration regulations require the transfer to show the students full name and date of birth as a reference, regardless whose account the legal fees are transferred from. For possible exceptions, please refer to chapter 4 ( What payments do you have to make ). 3.3. A copy of your valid passport Required document: 1. A copy of all data bearing pages of your passport. This must be a clear and legible copy of your national passport, including all pages containing personal and validity data (dates of issue and expiration), signatures, stamps and visas. National identity cards are not acceptable, as they often miss required details. The document should be valid until at least 3 months after your registration period at UM. In case you have visited the Netherlands in the past 3 years, all pages of your passport should be submitted. In that case, please make sure that the page with the customs exit stamp is clearly legible. Please also make sure that the passport is signed by you. 3.4. A completed and signed consent form Required document: 1. A completed en signed consent form (enclosure 6) Although you cannot apply for a study visa yourself, the Dutch Privacy Act still stipulates that you have to consent to UM applying for it on your behalf by completing this form. Concerning the question on the place where you wish to pick up your visa: You will have to pick up the visa at a Dutch embassy or consulate in your country of origin. However, if the Dutch embassy or consulate does not issue visas or if that country does not have an embassy or consulate at all, you are allowed to pick it up in a neighbouring country that does have an embassy or consulate that issues visas. Please consult http://www.mfa.nl/en to find the most suitable embassy or consulate. Please check whether is says Issue of passports: Yes . If it says Issue of passports: No , then they do not issue visas and you will have to refer to the indicated Main mission . If it does not say anything or when you are in doubt, please contact the embassy or consulate directly to find out whether they issue visas. Alternatively, when you are residing in another country than your country of origin, you are allowed to pick up the visa at any visa-issuing embassy or consulate in that country provided that: - you can prove that you have legal residence in that country at the time you pick up the visa at the embassy, AND - this legal residence is not based on a tourist visa AND - the address you put on the consent form is in that same country. 3.5. A completed Appendix Photocard Required document: 1. A completed appendix photocard, containing your clear signature and an acceptable passport photograph (enclosure 7) This is probably the most difficult requirement in the pilot project, because of the passport photograph requirements. Please fill out your full name according to your passport, your date of birth and your nationality at the top of the form. Please use a black pen and write clearly and in capital letters. The V-number and the UM-reference should be left blank. Put your signature in the left bottom box. Use a black pen and stay within the lines of the box. Firmly glue your passport photograph in colour on the right bottom box. Please make sure that the photograph exactly meets the requirements of the Photomatrix guidelines 2007. When in doubt, please consult the local Dutch embassy on a suitable photographer, either by telephone or through their website, which you can find at www.mfa.nl/en. Finally, when sending a digital scan of the photocard for verification, please scan it in full colour and with a resolution of 200 DPI (dots per inch) or more.

3.6. A completed form Regular Residence Permit Application Required document: 1. A completed form Regular Residence Permit Application (enclosure 8) In the first section, please fill out your full name according to your passport, the city where you are and the date as DD-MM-YYYY. Then put your signature. V-number and file number are not yet known, so leave those open. The number of appendices has already been pre-filled. In the second section you only have to check the box and in the third section the appropriate box has already been pre-checked. In the fourth section, please check the appropriate box. Please note that if you check the lower box, your visa will almost certainly be refused. In the fifth and last section, please check box 1 and 4. Only when you already have a long-term residence permit of an EU-country, you may check box 3. Box 2 does not apply. 3.7. A NUFFIC certificate in case of Chinese citizenship Required document: 1. An original NUFFIC certificate. This requirement only applies to Chinese nationals. In brief, the certificate states that your knowledge of English is sufficient and that your previous education is genuine. Students should apply through the online database and questions can be asked through the contact form on the NUFFIC website (http://www.nuffic.nl/international-students/how-to-prepare/visas-and-permits/longstay-visa/nuffic-certificate-for-chinese-students-1) or on telephone number +31 70 4 260 260. The final certificate will be sent to directly to the UM Visa Office. Passport holders from Taiwan, Macau or Hong Kong are exempted from this requirement.

Om een verblijfsvergunning te verkrijgen, moet u (of de persoon die u vertegenwoordigt) bereid zijn een onderzoek naar en - indien nodig - behandeling van tuberculose (TBC) te ondergaan. Wanneer u samen met uw aanvraag de ingevulde intentieverklaring TBC-onderzoek bij de IND indient (en u ook aan alle overige voorwaarden voldoet), verleent de IND u zo snel als mogelijk een verblijfsvergunning. U krijgt deze vergunning onder de nadrukkelijke voorwaarde dat u ook daadwerkelijk binnen drie maanden een TBC-onderzoek ondergaat. Mocht na afgifte van een verblijfsvergunning blijken dat u - ondanks ondertekening van de intentieverklaring - niet binnen de termijn van drie maanden een TBC-onderzoek heeft ondergaan, zal dit tot intrekking van de verleende vergunning kunnen leiden. Lever de ingevulde en ondertekende Intentieverklaring mee met uw aanvraag voordat u een afspraak maakt bij de Gemeen-schappelijke Gezondheidsdienst (GGD). Door het ondertekenen van deze verklaring verklaart u bereid te zijn een onderzoek naar en zo nodig behandeling van Tuberculose te ondergaan. Bij deze afspraak moet u het verwijzingsformulier zo volledig mogelijk ingevuld (deel A) meenemen. In order to obtain a residence permit, you (or the person whom you represent) must be prepared to undergo a tuberculosis examination and, if necessary, treatment for tuberculosis. If you submit this Declaration of Intent for a Tuberculosis Examination to the Immigration and Naturalisation Service (IND) together with your application (and if you also meet all other conditions), the Immigration and Naturalisation Service (IND) will grant you a residence permit as soon as possible. You will be granted this permit on the specific condition that you actually undergo a tuberculosis examination within three months. Failure on your part despite your signing of this Declaration of Intent to undergo a tuberculosis examination within the three-month period following the issuance of a residence permit may result in cancellation of the granted permit. Submit the completed and signed Declaration of Intent together with your application before you make an appointment with the Municipal Health Service (GGD). By signing this declaration, you declare that you are prepared to undergo a tuberculosis examination and, if necessary, treatment for tuberculosis. You must bring the Tuberculosis Examination Referral Form, completed as much as possible (Section A), to the appointment with the Municipal Health Service (GGD). The examination requirement also does not apply to holders of a valid residence permit for an EEA Member State, an EU Member State or Switzerland, or if you hold an EG residence permit for long-term residents issued by another EU Member State or if you are a family member of a long-term resident and you have already been admitted to another EU Member State as a family member of such long-term resident.
I hereby declare that I am prepared to cooperate in the tuberculosis examination and, if necessary, to undergo treatment for tuberculosis. I do not need a tuberculosis examination as I am a national of one of the following countries: Australia, Canada, Israel, Japan, Monaco, New Zealand, Surinam, Switzerland, United States of America or a country of the EU/EEA. I do not need a tuberculosis examination as I am in possession of a valid residence permit as a (family member of a) long-term resident for an EU/EEA country or Switzerland. I am aware of my obligation to undergo a tuberculosis examination within three months after the date on which the application for a residence permit was filed. Failure on my part to comply with this requirement will have consequences for my right to stay in the Netherlands.
