O combate permanente criminalidade fundamental no s para a manuteno da ordem e para a melhoria da qualidade de vida da populao, como tambm para que todas as outras polticas pblicas possam ser bem-sucedidas. Essa nova realidade uma conquista de toda a sociedade, que confia e acredita que possvel fazer do Rio um estado ainda melhor. Em 2010, o Rio foi o primeiro estado sul-americano que recebeu o reconhecimento de uma agncia de risco, a Standard & Poors, com o mesmo grau de investimento (Investment Grade) dado Petrobras e Vale do Rio Doce, o que atesta a sua solidez fiscal. O Rio passou do penltimo para o primeiro lugar no recebimento de recursos do governo federal entre as 27 unidades da Federao.

Este cenrio promissor permitiu a conquista de uma intensa agenda internacional de eventos esportivos. Os Jogos Mundiais Militares de 2011, a Rio + 20 em 2012 (Conferncia das Naes Unidas sobre Desenvolvimento Sustentvel), a Copa das Confederaes de 2013, a Copa de 2014 e os Jogos Olmpicos de 2016 deixaro um importante legado para a populao do estado. Rio de Janeiro experiences a unique moment in its history. The directions of growth were resumed and the partnership between the state, federal and local governments taken as a goal from the first day of the Governor Srgio Cabrals administration has enabled the implementation of new projects and investments, in addition to providing more transparency and efficiency to the public management. Rio climbed from second last to first place in the ranking of 27 Brazilian states receiving funds from the federal government. This promising scenario was conducive to an intense international agenda of sporting events. The 2011 Military World Games, the 2012 Rio + 20 United Nations Conference on Sustainable Development, the 2013 Confederations Cup, the 2014 World Cup and the 2016 Olympic Games will leave an important legacy to Rios population. The socioeconomic development in Rio is in evidence, with a cycle of new public policies and investments that ensure the sustainability of this historic moment. It is a path of no return, which is making Rio an even better place to live and invest.

A pacificao uma conquista efetiva da sociedade e que veio para ficar. As Unidades de Polcia Pacificadora, as UPPs, beneficiam no s os moradores das comunidades que viviam sob o domnio de criminosos, mas tambm os dos bairros vizinhos. O comrcio nessas regies voltou a crescer e o mercado imobilirio reaqueceu. O Rio j conta com 16 UPPs. At 2014, devem ser instaladas mais 24 unidades em pontos estratgicos da cidade. A reconquista desses territrios um passo fundamental e decisivo na poltica de segurana pblica traada pelo atual governo para o Rio de Janeiro. Mas o trabalho para garantir, de uma vez por todas, o direito de ir e vir dos cidados apenas comeou. Ele de mdio e de longo prazo e tem como principal objetivo recuperar 30 anos de abandono das comunidades carentes. Nenhuma poltica pblica eficaz sem ordem e segurana. Pela primeira vez, as foras policiais tm metas especficas de reduo da criminalidade e recebem bonificao de acordo com os seus resultados. As aes de segurana, implementadas com inteligncia e planejamento, vm derrubando os ndices de violncia e confirmando o sucesso da atuao estratgica do poder pblico. Como resultado concreto disso, a UPP considerada um projeto modelo, exportado para outros estados e conhecido por outros pases.

O Rio tem hoje o mais importante calendrio de grandes eventos internacionais. A realizao dos Jogos Mundiais Militares de 2011, da Rio + 20 em 2012 (Conferncia das Naes Unidas sobre Desenvolvimento Sustentvel), da Copa das Confederaes de 2013, da Copa de 2014 e dos Jogos Olmpicos de 2016 deixar um legado social, de infraestrutura, de educao, de sade e de segurana para todo o estado. Para isso, importantes investimentos vm sendo feitos. So aes como o Arco Metropolitano rota que ter 145 quilmetros e vai ligar o municpio de Itabora ao Porto de Itagua, passando pela Baixada Fluminense; as obras de infraestrutura do Programa de Acelerao do Crescimento (PAC) nas comunidades; a compra de novos trens suburbanos e os investimentos no metr beneficiando, inclusive, o acesso ao Maracan, sede de uma das chaves da Copa e palco da grande final. Esses grandes eventos apresentam excelentes oportunidades de negcios. Um pblico de 2,7 milhes de pessoas esperado. Para estimular o setor de turismo no estado, o ICMS foi reduzido de 4 para 2% para bares e restaurantes. Com isso, mais pessoas entram no mercado formal, o que resulta em aumento da arrecadao. O Ministrio do Turismo prev um investimento de cerca de R$ 11 bilhes na construo de novos hotis, visando s necessidades da Copa do Mundo e dos Jogos Olmpicos.

To encourage the tourism sector in the state, the Tax on Goods and Services (ICMS) was reduced from 4% to 2% for bars and restaurants. This will attract a higher number of properly registered workers, resulting in increased revenues. The Tourism Ministry plans to invest about R$ 11 billion in new hotels for the World Cup and the Olympic Games.

Em 2010, apesar da crise econmica mundial, o estado bateu o recorde em abertura de empresas no Rio: foram 41.025 contra 29.321 em 2007. So investimentos em explorao e produo de Petrleo (R$ 109 bi); Petroqumica (R$ 11,6 bi); Siderurgia (R$ 3,2 bi);

Indstria Naval (R$ 13 bi); Indstria da Transformao (R$ 29,5 bi); Logstica (R$ 11,8 bi); Energia (R$ 16,7 bi); e Desenvolvimento Urbano (R$ 4 bi). Em 2007, essa expectativa totalizava R$ 85 bilhes. Levando-se em conta os investimentos necessrios para cumprir a agenda esportiva, a expectativa de R$ 42 bilhes apenas em infraestrutura urbana, destacando R$ 11,9 bilhes em transporte pblico e R$ 700 milhes em equipamentos esportivos. A imagem do Brasil cada vez melhor no mundo. o que revela uma pesquisa realizada pelo Programa de Atitudes em Poltica Internacional da Universidade de Maryland (EUA), encomendada pelo Servio Mundial da BBC, de Londres, feita em 27 pases, entre dezembro de

2010 e fevereiro de 2011, com 28.619 pessoas, que opinaram sobre a influncia de 16 pases e da Unio Europeia. E, no embalo desta popularidade crescente do pas, o Rio de Janeiro o estado brasileiro que mais contribui para a viso positiva das naes em relao ao Brasil. A consulta mostra que as opinies positivas sobre a influncia do Brasil no mundo, que eram de 40%, aumentaram em mdia 9% nas naes pesquisadas, enquanto as negativas caram trs pontos percentuais e agora esto em 20%. Inserido com destaque neste cenrio, o Rio de Janeiro consolida a posio de porta de entrada dos turistas internacionais. Contriburam para isso a recuperao econmica do estado com a instalao e/ou ampliao de grandes

empresas e os investimentos pblicos e privados em larga escala aplicados em infraestrutura e urbanizao. A poltica de pacificao empreendida pelo governo do Rio desde 2007 foi decisiva para esta dinamizao econmica. Ao mesmo tempo em que reativou a economia, a retomada de territrios antes dominados por grupos criminosos espalhou no Rio uma sensao de segurana h muito tempo perdida. Depois de ser escolhido em novembro de 2009 o melhor destino gay do mundo pelo Logo, um canal da MTV destinado ao pblico homossexual, o Rio ganhou da revista inglesa Wallpaper, no final do ano passado, o ttulo de melhor cidade do mundo em 2011, frente de Chicago, Johannesburgo, Oslo e Hong Kong, as outras finalistas. While reviving the economy, regaining the territories previously ruled by criminal gangs in Rio spread a sense of security that had been lost in the past. In November 2009, MTV channel Logo, geared towards the homosexual community, elected Rio as the best gay destination in the world. Durante dcadas, o estado sofreu pela degradao e abandono da rede estadual de ensino. Professores insatisfeitos, sem reajuste h 12 anos, escolas destrudas, alunos desestimulados. No perodo do atual governo, a realidade mudou. Por meio de concurso pblico, foram contratados mais 30 mil professores. As escolas ganharam sistema de som e passam por processo de climatizao. Desde 2007, aumentos salariais anuais foram concedidos aos professores, que receberam um notebook com acesso banda larga internet como estmulo para continuarem se aperfeioando. Ao todo, 50 mil equipamentos foram entregues aos docentes. Os alunos que mais se destacaram em Matemtica e Portugus tambm foram premiados com um notebook. Para melhorar ainda mais a educao no estado, um Plano de Metas foi implementado, a partir de 2011, com prazos e resultados especficos a serem cumpridos, alm de bonificao por mrito. Na rea de Sade, as Unidades de Pronto Atendimento 24 horas, as UPAs, preencheram a grande lacuna que havia entre a emergncia do hospital, que estava sempre lotada, e o posto de sade, com horrio de funcionamento limitado. Hoje, o estado conta com 41 UPAs, onde j foram realizados mais de 7 milhes de atendimentos e distribudos 51 milhes de medicamentos. E 99% dos casos so resolvidos nas prprias unidades, o que desafoga a emergncia hospitalar.

For decades, Rio has sustained high levels of degradation and neglect at state schools. Unhappy teachers whose last pay rise had been 12 years before, destroyed schools, students discouraged. Over the current administration, this reality has changed. The government hired over 30,000 teachers through competitive civil-service examinations. The schools are now equipped with sound systems and are about to be furnished with air conditioning units. Since 2007, annual pay rises have been awarded to teachers, who were also given notebooks with broadband Internet access as an incentive for professional development. Altogether, 50,000 notebooks were delivered to these teachers. Students who got the highest grades in mathematics and Portuguese Language were also rewarded with a notebook. To further improve education in Rio, a Target Plan was implemented in 2011, with specific deliverables and deadlines to be met, in addition to merit bonuses. In Health, 24x7 Emergency Care Units, the UPAs, have filled the large gap that existed between the hospitals emergency room, which were always crowded, and health centers, with limited opening hours. Today, Rio has 41 UPAs, which have assisted over 7 million people and distributed 51 million drugs. Some 99% of the cases are solved at these emergency care units, cutting down on the number of patients assisted at state hospitals.
