ELL Department Overview

Under the Chapter 71A Law of the Commonwealth of
Massachusetts, as amended by vote in November
2002, students will learn English in a Sheltered English
Immersion (SEI) setting.
Students must be tested for English proficiency at the
ELL Assessment Center at Medford High School. As-
sessment results, age, and previous schooling will
determine where students are placed in the school
system.
Student progress is determined by many factors.
These factors include: performance on the ACCESS
and MCAS tests, locally administered diagnostic lan-
guage assessments, other district determined
measures, WIDA performance levels, academic
grades, classwork, and teacher observation.

The English Language Learners Department is com-
mitted to providing all second language learners with
the opportunity to acquire the necessary skills to en-
sure access to the general education curriculum.
Medford Public Schools educators are trained accord-
ing to the regulations established by the Massachu-
setts Department of Education.

ELL Elementary School Program
Our ELL elementary program has two components, an
ELL English Language Development (ELD) Pullout Pro-
gram, and a Newcomers Program. All educators of ELL
students in these programs are certified ESL teachers.
Newcomers Program
The Newcomers Program is housed at the Roberts Ele-
mentary School. This program is designed for ELL stu-
dents who have recently arrived in the country, or ELL
students who are still struggling to learn the academic
language required for mainstream classes. All subjects
are taught by the ESL teacher in a sheltered manner.
We have Newcomers classes for first grade, combined
second and third grades, and combined fourth and fifth
grades. The Roberts also has an ELL ELD pullout pro-
gram for the ELL students whose English language skills
are at a higher level. These students are able to partici-
pate in a mainstream class for subjects other than Lan-
guage Arts.
ELL English Language Development (ELD)
Pull-Out Program
Each elementary school in the city has an ELL ELD Pull-
Out Program. This program is designed for ELL students
with adequate academic vocabulary and skills to partici-
pate in mainstream classes for all subjects but ELL ELD.
The ELL students receive the appropriate amount of pull-
out ELL ELD as determined by their English proficiency
level.
ELL Middle School Course Descriptions
ELL LA Level 1
This course is for students who have recently arrived in
the United States, or ELL students who are still strug-
gling to learn the academic language required for main-
stream classes. Students will learn social and academic
English, and will acquire some understanding of Ameri-
can culture. There will be a focus on vocabulary, gram-
mar, receptive language, oral communication, beginning
reading and writing, and study skills.
ELL LA Level 2
This course is for students who are progressing in their
knowledge of English but still need scaffolded, sheltered
instruction for understanding, reading, speaking and
writing. The curriculum is a continuation of Level 1, with
increasingly complex demands.

ELL LA Level 3
This course is for students who understand most aca-
demic assignments, academic explanations and con-
versation spoken at a native pace. Further work in
grammar, idiomatic expressions, vocabulary acquisi-
tion, reading comprehension and writing skills is need-
ed. Level 3 students are generally mainstreamed for
Science, Social Studies, and Math. These students
may need ELL Support class.
ELL Content Area Courses
ELL Core Academic classes are offered in Social Stud-
ies, Math and Science. There are two levels for each
course, one for Newcomers, and the other for students
more proficient in academic English. These classes are
taught by ESL certified teachers. Teaching techniques
appropriate for ELL students are incorporated, and the
classes generally follow the equivalent mainstream
curriculum.
ELL Support Classes
ELL Support classes are designed for ELL LA 3 and
FLEP (Former Limited English Proficient) students in
need of academic support as they transition into main-
stream classes. These classes are organized by grade
level, and are taught by ESL certified teachers. Stu-
dents work on their mainstream coursework; the teach-
er clarifies assignments, and helps with comprehen-
sion, projects, and writing.

ELL High School Course Descriptions
ELL LA 1Beginners
This course is for students who have recently arrived in
the United States, or ELL students who are still strug-
gling to learn the academic language required for main-
stream classes. Students will learn social and academic
English, and will acquire some understanding of Ameri-
can culture. There will be a focus on vocabulary, gram-
mar, receptive language, oral communication, begin-
ning reading and writing, and study skills.
ELL LA 2Low Intermediate
This course is for students who are progressing in their
knowledge of English but still have difficulty with speak-
ing, understanding, reading and writing. Classes meet
two periods per day.
ELL LA 3High Intermediate
This course is for students who understand most
conversational and academic English spoken at a
native pace. Further work in grammar, vocabulary
acquisition, reading comprehension, and writing skills
is needed. Classes meet two periods per day.
ELL LA 4Advanced
This course is for students who approximate native
level academic English skills. Advanced level stu-
dents will study similar topics to a mainstream Eng-
lish class, but with teaching practices that accommo-
date the needs of ELL students specifically. Listen-
ing, speaking, reading and writing skills are empha-
sized. This is the final course in the ELL sequence.
Classes meet one period per day.
ELL Content Area Courses
ELL Core academic classes are offered in Social
Studies, Math and Science. These classes are tar-
geted for students who have emerging academic
language fluency in English. They are taught using
sheltered and scaffolded techniques appropriate for
ELL students, including visual and language sup-
ports. The curriculum mirrors the curriculum of the
equivalent mainstream classes. All classes meet one
period per day.
ELL SEI (Sheltered English Instruction) core aca-
demic classes will be offered in Social Studies, Math
and Science. These classes are targeted for students
who have expanding academic language fluency in
English, but still need sheltered and scaffolded in-
struction appropriate for ELL students. Mainstream
students will also be in these classes. The class with
be paced accordingly.
ELL Support Classes
Support mini classes will be offered in Language
Arts, Math, Science, Social Studies and Assessment
and College Preparation. The main focus of these
courses is to provide support to formerly limited profi-
cient students who have recently transitioned into
mainstream classes. Some current ELL students
may also be enrolled in these courses if appropriate.
