TERMS OF REFERENCE Steering Committee: Agriculture Labour-Sharing Pilot Project Northeast Avalon Regional Economic Development Board (NEA REDB)

I. Purpose To provide direction and advice on the background research and best practices necessary to guide the development of a pilot labour-sharing project To guide the implementation of a pilot project where select agriculture businesses will collectively share recruited labourers for the duration of the pilot project To ensure that all objectives of the pilot project are fulfilled as dictated by the timeline To approve the findings, recommendations and action plan II. Membership The Steering Committee may consist of representatives from the following government, industry, and community stakeholders: Agriculture Industry: o Cattlemans Association of Newfoundland and Labrador o Chicken Farmers of Newfoundland and Labrador o Dairy Farmers of Newfoundland and Labrador o Egg Producers of Newfoundland and Labrador o Newfoundland and Labrador Farm Womens Association o Newfoundland and Labrador Federation of Agriculture (NLFA) o Newfoundland and Labrador Horticulture Producers Council o Newfoundland and Labrador Young Farmers Forum/Board o Pork Producers of Newfoundland and Labrador o Sheep Producers of Newfoundland and Labrador Community Economic Development Agencies: o Newfoundland and Labrador Federation of Cooperatives (NLFC) o Rseau de dveloppement conomique et d'employabilit Terre-Neuve-etLabrador (RDE TNL) Education: o College of the North Atlantic, Centre for Agrifood Development (CAD) Government of Newfoundland & Labrador: o Department of Human Resources, Labour, and Employment (HRLE) o Department of Innovation, Trade, and Rural Development (INTRD) o Department of Natural Resources

Government of Canada: o Atlantic Canada Opportunities Agency (ACOA) NEA REDB Board Member, Executive Director and/or other staff Other groups may be identified and added at the discretion of the committee. III. Leadership The Chair of the Committee must come from the NEA REDB Board of Directors, who will report back to the Board of Directors of NEA REDB. IV. Limits of Authority Committee shall make recommendations to the Board of Directors of NEA REDB Letters, news releases, articles, etc. regarding the labour-sharing pilot project must be approved by the NEA REDB Executive Director or Steering Committee Committee cannot apply for funding, commit funds, or make any official statements on behalf of NEA REDB V. Duration This is a twelve-month commitment, with the project due to be completed by May 30th, 2012. VI. Duties and Responsibilities Guiding the completion of Phase One of the Labour-Sharing Pilot Project, which will involve an environmental scan of related research and industry reports, and site visits to regions where agriculture businesses share labourers Reviewing and approving methodology, findings, and resulting action plan for Phase Two of the Project, which will involve coordinating a short-term labour-sharing pilot with local farms Following completion of Phase Two and depending on results from Projects Final Report, advise NEA REDB in determining next steps for potential Phase Three which could involve implementing a permanent agriculture labour-sharing cooperative in the region Make recommendations to the NEA REDB Board of Directors VII. Operational Procedures The Steering Committee will: Provide vision and direction to NEA REDB staff involved in this Project Provide information on related initiatives occurring both in and outside of the region Provide input into materials, e.g. surveys, round table questions, Projects final report Recommend next steps to NEA REDB following Project completion Steering Committee Meetings: The Committee will meet approximately once each month, for a minimum of five meetings during the Projects duration Meeting times will be decided upon by the Committee, with members being reminded a minimum of two weeks prior to scheduled meeting date

A quorum will consist of 50% + 1 of Committee members A staff member of NEA REBD will attend all Committee meetings VII. Communications Notice of meetings, notes, and agenda will be sent to Committee by NEA REDB staff All meeting materials and the final report will be provided to Committee members by NEA REDB staff Labour-Sharing Pilot Projects Steering Committee updates will be a standing item on the NEA REDB Board of Directors meeting agenda Committee members are expected to utilize their network of contacts to distribute Committee information, including Project findings
