The two most common sign retroreflectometers are the Delta Retro S ign and the RoadVista 920. The Retro Sign is a point device. The 920 is an angul ar device. Although the Retro Sign is a fine instrument, I would recommend the 9 20 because there is no need to take two measurements on certain types of prismat ic sign sheeting.. The 920 is made in America by a company that is located in Sa n Diego. Both instruments are priced about the same. Both instruments include GP S, bar code readers and data management software that allows readings to be down loaded to a computer. Some research has been done on a mobile unit, however the results from the proto

type devices were less than stellar. There are other methods to assess the retro reflective performance of traffic signs. One of the most effective methods is si mply to drive and inspect the signs as they are typically seen by drivers under headlight viewing conditions. There are more involved methods, however all in al l this is probably the most effective. Agencies should inspect their traffic sig ns once a year by this method. This inspection should be done at the end of summ er or very early fall. In addition an agency should have a sign maintenance prog ram in place that ensure that their signs are cared for in a manner which is con sistent with needed day and nighttime performance. Signs should include date sta mps as to when they were installed as a minimum. This will help determine when a sign should be replaced. Ideally the label should be a bar code if the agency w ill be using some sort of automated feature inventory system. All thr ee of the considerations affect the final quality of the marking, making it impe rative that the engineer account for them all. Several different materials may m ake up the surface of a roadway, depending on the state. Pavement marking materials, while similar in function, can have dramatically dif ferent performance depending on the material used and its applied thickness and configuration. The best materials to use depend on the pavement surface, the env ironment in which the markings will be placed, and the desired life of those mar kings. The volume of traffic, condition of the pavement, and the surrounding environmen t determine the basic lifespan of the markings used. This is assuming that the m arkings are applied at a reasonable thickness with a corresponding reasonable gl ass bead or reflective element application rate. Durable markings include thermo plastics, epoxies, and other two-component materials like MMA and preformed tape s. Other types of markings materials, such as standard-use waterborne traffic pa int, will deteriorate at rates faster than these types of materials. The most important environmental factors for traffic engineers to consider are w eather conditions and climate. Thermoplastics and tapes often deteriorate quickl y under adverse weather conditions. Temperature and humidity at the time of appl ication will affect the bonding and curing processes. Also, pavement must be dev oid of all moisture before the application of any marker. The presence of any wa ter severely deteriorates bonding capabilities. Areas with snowfall require more durable markers to withstand abrasions from the snowplow and salting. Those wit h intense sun year-round must choose markers that resist cracking and fading und er ultraviolet exposure.
