2(a) Only Registered contractors/construction firms with U.P. Jal Nigam in Class A category for Sewage waste water and industrial waste treatment or Turn key projects Sewerage shall be eligible to participate in tendering. The contractors who is not registered in U.P. Jal Nigam but has expertise in particular works may also obtain Tender Document provided that he gets himself registered in U.P. Jal Nigam in respective category before the date of opening of financial Bid. 2) Joint ventures/consortium are permitted to participate in Tendering. It is essential for the lead partner of a joint Venture/Consortium to be registered in category A as above in U.P. Jal Nigam. The equity of lead partner shall be 51%.

3. In case the Pre qualification documents are desired by post, same can be obtained by writing to the Project Manger, Construction unit, U.P. Jal Nigam, Bijnor, who will dispatch the documents by speed post/registered mail on remittance of Rs. 300.00+Service Tax (if applicable) as postal charge, But under no circumstances the department shall not be held responsible for the late delivery or loss of the documents so mailed. NIT can also be seen on U.P. Jal Nigam web site www.upjn.org.
4. A per bid meeting to provide clarifications, if any, required by the interesting parties will be held at 11.00 am on 21.11.2011 in the Office of the Chief Engineer (Moradabad Zone), U.P. Jal Nigam, Moradabad, U.P. in which prospective applicants may request clarification of the projects requirements & the criteria for qualification. Attendance to this meeting is not mandatory. But the bidders are recommended to attend the meeting. Intending applicants may confirm their participation by fax to Project Manager Construction Unit, U.P. Jal Nigam, Bijnor, U.P. at least 2 days before the meeting. The queries requiring clarifications shall preferably be received in writing by the Project Manager three days prior to the date fixed for the clarification meeting. All such clarifications shall be recorded and shall be part of the this Pre qualification bid document which shall be signed as token of acceptance by the authorized representative of the prospective applicant and shall be submitted by the applicant along- with their Pre qualification document as Annexure.

5. Documents for Pre-qualification bid accompanied with requisite earnest money must be received in sealed envelopes on the date mentioned above in any of the offices mention in para-1 above latest by 03.00 pm.
Pre-qualification bid for the package shall be opened at 3.30 pm on 26.11.2011 in the office of the District Magistrate, Bijnor or officer authorized by him in the presence of intending bidder or their authorized representatives. The technical & financial bid of bidder declared per-qualified/eligible, shall be received at a date to be notified to such bidders later on.

6. The U.P. Jal Nigam reserves the right to accept or reject any bid without assigning any reason thereof and the decision shall be final & binding. 7. The quantum of work can vary to any extent.
8. The tenderers are advised to inspect the site of work before quoting the rates.

9. If a holiday is declared on any of the above dates, then the stipulated action will be taken on the next working day at the same time and venue. 10. Remaining terms and conditions shall be those as contained in tender document. 4

11. Earnest Money shall be pledged in the name of Project Manager, Construction Unit, U.P. Jal Nigam, Bijnor in the shape of F.D.R./ C.D.R. of Nationalized Bank.Conditional or tenders without or invalid earnest money will be summarily rejected. 12. The bidder should have technical experience as under: Experience of having successfully completed works during the last 10 years ending last day of the month previous to the one in which applications are invited. A. Three similar completed works costing not less than the amount equal to Rs. 1044.00 lacs and include cost of S.T.P. of 5.00 mld capacity. Or B. Two similar completed works costing not less than the amount equal to Rs 1305.00 lacs and include cost of S.T.P. of 7.2 mld capacity. Or 3. One similar completed works costing not less than the amount equal to 2088.00 lacs and include cost of S.T.P. of 12.00 mld capacity. 13. Turn OverAverage Annual turnover should be at least 20% of the estimated cost of work or Rs. 7.5 crores, which ever is more during the last 3 years ending 31st March of the previous financial year. 14. SolvencyThe Contractor should have the solvency of the amount equal to 20 % of the Estimated Cost of works or Rs. 10 crores, whichever is more. 15. The performance report of the contractor to be obtained by him from the authorized representative of his client in the sealed cover and to be enclosed with pre-qualification document. Before taking the final decision on the matter, the authority competent for Pre-qualification may inspect the works of those applicants who otherwise pre qualify or confidentially obtain reports from their clients. SECTION-1
GENERAL INFORMATION

1. The Superintending Engineer, VIII Circle U.P. Jal Nigam, Moradabad is inviting pre-qualification bid for Survey, soil testing, design, supply, construction, installation, erection, commissioning, testing and four months trial run and handing over of completed works to Nagar Palika Parishad Bijnor of STP, MPS, rising main, electric sub station ,pumping plants, generator , building works,boundry wall and gate, effluent pipe and related works on TURN KEY BASIS under Bijnor Sewerage Scheme.
2. The bidder must be registered under class A either in Sewage waste water and industrial waste treatment or Turnkey Projects(Sewerage). The contractor who is not registered in U.P. Jal Nigam but has sufficient experience in this field ,may also obtain the bid document provided that he gets himself registered in U.P. Jal Nigam in respective category before the opening of the financial bid.

The bidder must have successfully designed, constructed and commissioned similar type of Civil & E/M works which include laying and execution of rising main, effluent pipe, Sewage Pumping Stations & Sewage Treatment Plants building works and other related works during the last 10 years. (ending last day of the month previous to the in which applications are invited) He must have successfully constructed, completed, tested and commissioned the sewerage works including Sewage Pumping Stations, Rising mains, Sewage Treatment Plants and all appurtenant works. The bidding company should meet the following eligibility criteria.

1) Three similar completed works ofnot less than Rs.1044.00 lacs and include cost of STP of 5.00 mld capacity. OR 1) Two similar completed works costing not less than Rs. 1305.00 lacs and include cost of STP of 7.2 mld capacity. OR (1) One similar completed work costing not less than Rs. 2088.00 lacs and includes cost of STP of12.00mld capacity.
04 The completion time for the project including commissioning shall be 18 months from the date of award of the project. This contract period is inclusive of 4 months for commissioning and trial run. At the end of this period the STP should run as per stipulated performance and discharge standards for another 12 months. This period will be for operation and monitoring of the project for the sustained performance as per performance guarantee of the works. After completion of 12 months operation & maintenance as performance guarantee/ defect liability period, Contractor shall hand over the works so executed and commissioned, to the Nagar Palika Parishad Bijnor..
05 The application for the issuance of the pre-qualification document must accompany a non -refundable Rs. 20000/- (Rupees Twenty thousand only) + VAT (as applicable) as cost of the document and its processing fee in the form of Bank Draft in favour of the Project Manager, construction Unit, U.P. Jal Nigam, Bijnor payable at Bijnor. The sale of the pre-qualification document shall start from 14-11-2011 to 17-11-2011. The prequalification bid documents may be obtained / submitted from / at following offices of U.P. Jal Nigam, during the period for sale of pre-qualification bid, in office hours only.

on all working days between 10.30 hours to 17.00 hours on or before 17.11.2011 .

The pre-qualification shall cover the bidders financial condition and logistics as stipulated, experience in Works, Major Equipment procurement, industrial installations and availability of experienced and sufficient technical staff. The pre-qualification document duly completed will be delivered to the address given above on or before 25.11.2011 at 15.00 hrs. and the same will be opened on 26.11.2011. at 15.30 hrs in the Office of District Magistrate, Bijnor, in the presence of the bidders or their representative present at that time. The documents that are received late shall be liable for rejection and shall be returned back without opening. The documents received in time and found incomplete without the relevant information shall be rejected.

6. Joint Venture Bids submitted by a joint venture of maximum three partners (including lead partner) shall comply with the following requirements: (1) the bid, and in case of a successful bid, the Form of Agreement, shall be signed so as to be legally binding on all joint venture partners;
(2) one of the partners shall be nominated as being in charge shall be called as Lead Partners, and this authorisation shall be evidenced by submitting a registered power of attorney signed by legally authorised signatories of all the joint venture partners;
(3) A certified copy by the Company Secretary or the Legal Manager of the respective partner, holding the Power of Attorney, shall be attached as evidence of authentication.

(4) The lead partner of the joint venture shall be only one who shall be authorised to receive instructions for and on behalf of the joint venture, fully responsible for the total execution of the contract including all contractual obligations and receipt of payment due in accordance with provisions of the contract. (5) All partners of the joint venture shall be liable jointly and severally for the execution of the Contract in accordance with

the Contract terms.

6) A copy of the original agreement confirming the intent of the partners so entered into by the joint venture partner shall be submitted along with the bid. (7) Following are the minimum qualification requirements:
(1) The equity & experience of the lead partner should not be less than 51%.

(2) The joint venture must satisfy collectively the criteria of paragraphs B of section V of this document, for which purpose the relevant figures for each of the partners shall be added together to arrive at the joint venture's total capacity. Lead member must satisfy the requirements as given in Qualification and Eligibility criteria.
8) The formation of a joint venture after prequalification, and any change in a prequalified joint venture, will be subject to the written approval of the Employer prior to the deadline for submission of bids. Such approval may be denied if (i) partners withdraw from a joint venture and the remaining partners do not meet the qualifying requirements; (ii) the new partners to a joint venture are not qualified, individually or as another joint venture; or (iii) in the opinion of the Employer, a substantial reduction in competition may result.

SECTION II
PROJECT BACKGROUND 1.
INTRODUCTION 11 Bijnor Town is the head quarter of Bijnor District. It is situated between 78.08degree East longitude and 29.22 degree North latitude at a distance of 150 KM from Delhi. The Rail head for Bijnor town is station Bijnor town on DelhiDehradun branch railway line of Northern railway. Bijnor town is an important town for large scale sugar manufacturing units. Agriculture is the main profession of the people in the district. As such industrial activites in the town are very limited. There are 2 engineering college in the town. Population of The town at present is about 100000.
12 Entrie Town is sloping from North west to South west direction ie from junction of Najibabad road and chakkar road to the junction of Kadarapur road and chakkar road

.The Town slope towards Chakkar road in almost all the directions and the Chakkar road slopes towards Kadarapur village .The Town is in the planes of The Gangatic basin ,the sub strata contains clay sand etc with occasional gravel and boulders. The first strata sub soil water level is about 16m deep. The average rainfall,is 999.4 mm and The temparature variation is from 6 c to 46 c.
13 Water supply system in Bijnor town has been reorganised under U.I.D.S.S.M.T Programme . After the reorganisation, all the area within Municipal Limit are covered with piped water supply system . Area beyond the Municipal Limit, such

as Avas Vikas Coloney etc dont have piped water supply . population in these areas have their own submercible pumps etc.

14 Project Goals There is no sewerage system in the town at present. Under the circumstances, immediate attention has been given to construct and develop a systematic and adequate capacity sewerage system. Its proper disposal is very necessary for public health point of view. To over- come the environmental problem due to insanitary and hygienic conditions,Bijnor Sewerage Scheme has been prepared for a population of year 2040. 15 Project Area The sewerage system comprising of Trunk branches & main sewers has been proposed for the area lying in the present municipal limit only. Only a part of Chakkar road has been proposed to be utilized for laying of trunk sewers. The entire town is sloping from North-west to South-West direction-i.e. from junction of Najibabad road and Chakkar road to the junction of Kadarpur road and Chakkar road. The town slopes towards Chakkar road in almost all the directions and then the Chakkar road slops towards Kadarpur Village situated in South-West direction of the town. The entire proposed sewerage system is sloping towards the Kadarpur Village area where

Sewage treatment plant has been proposed. The level difference between head and tail of the sewerage system is about 9m and system has been designed in such a way to avoid any intermediate pumping station. The entire flow of the existing developed area has been proposed to be brought to Main pumping station prior to the proposed sewage treatment plant .
