SUBJECT: Request to Increase the Budget Amount and Amend the Contract for Moore Iacofano
Goltsman, Inc. (MIG) to Complete Additional Tasks Related to the General Plan
Update

STATEMENT OF THE ISSUE:

Staff is requesting an amendment to the scope of work and budget for Moore Iacofano Goltsman
(MIG), Inc., to increase the budget and contract amount by $50,000 to support additional General
Plan meetings and study sessions recommended by the Council, the General Plan Advisory
Committee, the Planning Commission, and the Richmond community.

RECOMMENDED ACTION:

APPRO E an amendment to the contract with Moore Iacofano Goltsman, Inc. (MIG) to increase
the contract amount by $50,000 (from $1,855,508 to $1,980,495), to support the cost of additional
General Plan meetings and study sessions as directed by the City Council during its budget
discussions.

FINANCIAL IMPACT OF RECOMMENDATION:

The budget amendment will increase the contract with MIG by $50,000 (from $1,855,508 to
$1,980,495, see Attachment 4), and is consistent with the budget direction given by the City
Council during its meeting of June 17, 2008. Attachment 1 represents tasks added to the General
Plan and the remaining tasks and budgeted amounts.

PRIOR COMMITTEE RE IEW:

On June 20, 2008, the City of Richmond Finance Standing Committee recommended City Council
approval of an increase in the General Plan budget by $50,000 to cover additional costs for
completing the General Plan update.

BAC GROUND:

On December 6, 2005 the Richmond City Council selected Moore Iacofano Goltsman Inc. (MIG), to
undertake the update of the General Plan for an amount not to exceed $1,558,393.

On May 1, 2007, the City Council approved an amendment to increase the General Plan budgeted
amount to $1,855,508 and allocated $297,115, to cover additional community meetings. It is
important to note that community and special interest groups requested additional workshops to
provide more input.

On December 1, 2006, the California Endowment - through Policy Link, awarded the City of
Richmond a $255,000 grant to develop a Health Policy Element for the General Plan. This element
is the first of its kind in the State of California and includes policies for improving public health
through improved land planning and wellness throughout Richmond.

MIG also worked with the cities of Richmond and El Cerrito, and the West Contra Costa
Transportation Advisory Committee (WCCTAC) to secure a $575,071 grant for a specific plan to
revitalize a portion of San Pablo Avenue, shared by the two cities. For its allocation of $125,000,
the City of Richmond will receive a complete Specific Plan for the district. Both cities continue to
work together as the project nears completion.

Most recently, MIG submitted a grant application to the Bay Area Air Quality Management District
(BAAQMD), on behalf of the City to cover the cost of creating an Energy and Climate Change
Element for the General Plan. In December 2007, BAAQMD awarded $74,987 to the City for this
effort. Together, these activities have added $454,987 to the General Plan process.

On February 6, 2007 the City Council approved an Ordinance adding a Comprehensive Planning
Fee to the Master Fee Schedule to cover the costs of comprehensive planning activities, including
the maintenance of the General Plan and the Zoning Ordinance. The Comprehensive Planning
Fee is expected to generate revenue for the Planning and Building Services Department to recover
costs associated with preparing and revising the current and future General Plans.

Table 1, on the following page represents the original amount budgeted for the General Plan in
2005 and funding secured for adding additional elements i.e., the Health and Climate elements, a
San Pablo Avenue Specific Plan, and a modification to the contract with Moore Iacofano Goltsman,
Inc. (MIG) in May 2007.

Since the inception of the General Plan Update, MIG has been instrumental in seeking and
securing additional funds related to the General Plan Update. The following list provides additional
grants awarded to the City with the assistance of MIG.

funds have not accrued during that period, the reimbursement period shall extend until the fund is fully reimbursed.

DISCUSSION:

Since the project began, MIG and Planning Department staff have received numerous requests
from the General Plan Advisory Committee (GPAC), City Boards and Commissions and members
of the Richmond community to schedule additional meetings. MIGŽs scope of work and budget
must be amended to engage the community in meetings pertaining to the Climate Element and
Health Element. These elements were added after the General Plan's commencement in
December 2005.

Attachment 1, submitted by MIG, outlines the proposed modification of the project scope and
budget. This Attachment lists new tasks, and provides a task-by-task cost breakdown. As
represented, MIG has estimated additional costs totaling $50,000 to support proposed workshops,
and meetings required for additional dialogue pertaining to the General Plan. The proposed
modifications reflect the direction given by the City Council, the Planning Commission and the
General Plan Advisory Committee to add additional workshops to insure community and board
participation during the General Plan process.
