Honorable Ward:

You have applied the letter of the law to dismiss my petition for
Post-Conviction Relief. In your heart you believe you have made
the proper ruling. In truth your ruling has unconstitutionally
applied the letter of the law, rather than the spirit of the law.

Charles de Secondat Baron of Montesquieu has written a treatise

entitled, The Spirit of Laws. His treatise has prescribed the
Separation of Powers. Delegates of the 1776 Philadelphia
Convention have ratified Articles I, II and III of our USC to limit the
exclusive powers of each government branch. The latter has
served as our rule of law.

The Legislative, Executive and Judiciary Branches have

unconstitutionally ordered me to serve three (3) supervised
probation sentences pursuant to Indictment 92-09915.

1. June 2, 1994 – June 2, 2000 Tennessee Department of

Probation 6-years
2. Jan 2, 1995 – Jan 2, 2005 Tennessee Bureau of Investigation
10-years
3. June 2, 2000 – June 2, 2010 City of Memphis Police
Department 10-years

Spirit of Laws has been indoctrinated as the Separation of Powers.

The latter serves as preemptory authority to overrule the letter of
the law in Statute of Limitation cases.
I have lawfully registered my public Ministry of Economic
Development (MED) with Charles W. Brown Director Clearinghouse
Tennessee State Planning Office (See p. 1896-1901 My Paper Trail
Journal (http://mypapertrail2.underwriterweb.com/).

I have taken liberty to upload a copy of Dr. M. R. Dehaan’s tract

entitled, The Gospel according to Paul.

was very well educated. Gamaliel has furnished Saul private
tutoring in law school.

(Acts22: 3) I am verily a man which am a Jew, born in Tarsus, a

city in Cilicia, yet brought up in this city at the feet of Gamaliel,
and taught according to the perfect manner of the law of the
fathers, and was zealous toward God, as ye all are this day.

Saul of Tarsus was a zealot. He had imprisoned men and women

(Acts 8:3). He was blinded by a vision of Christ (Acts9:8). Ananias
laid hands to return his sight (12). God has given Saul new
inspiration to preach the Gospel of Jesus Christ (Acts16:10).
According to Apostle Paul no man is justified by works of the law
(Gal 2:16).

(Rom7: 6) But now we are delivered from the law, that being dead
wherein we were held; that we should serve in newness of spirit,
and not in the oldness of the letter.

Shelby County Criminal Court Judges may lack proper

understanding concerning the biblical origin of our Judiciary. The
Ten Commandments has served as the root of rendering
judgments. I have performed biblical research of Moses and
Reuel.

Moses had married the daughter of a Midian priest Reuel (Ex2:18).

Reuel has persuaded Moses to hearken unto his voice rather than
the voice of our Lord (Ex18:19, 22, and 24). Moses appointed
Judges to serve as Israel’s rulers (25, 26).
The Midianites were descendents of Abraham’s 4th son through his
concubine wife Keturah (Gen25:1-2).The Midianites were slave
merchants. They had sold Joseph as a slave for twenty pieces of
silver to serve Pontiphar of Egypt (Gen37:28, 36). God has sent
Gideon to deliver Israel from the enslavement of the Midianites
(Judg7:2, 7).
Moses has placed a vail over his face. Moses had grown ashamed
of his works of the law. He had realized that Reuel was priest of a
Midian slave trade. Reuel had deceived him to appoint Judges as
rulers over God’s people. In his shame he had hoped that Israel
would not look to the law as an end which God has abolished
(2Cor3:13).
The doctrine of Reuel continues to blind the mind of Israel even
today. The New Testament of Jesus Christ has brought an end to
the bondage of slavery and done away with the shame that Moses
has suffered through works of the law (2Cor3:14).
Reuel is the priest of slave traders who have gone out to deceive
nations (Rev18:23). Antichrists have come into the world
(1John2:18, 22). They have sworn an oath to defend our liberty
(2Pet2:19). They are zealots disguised and corrupted (1Pet2:16).
We must remember that wherever the spirit of our Lord there is
liberty (2 Cor3:17).
Haman is a type of Reuel. He had offered King Ahasuerus ten
thousand pieces of silver to give him authority to pass a law to
destroy all Jews (Esth3:9, 10). Haman was the son of
Hammedatha Agagite (Jewish enemy). The King took his ring off
Haman and gave it to Mordecai (Esth8:2). Purim has become a
Jewish Holiday (Esth9:24, 31).

As ministers of the New Testament we must instruct each District

Attorney to uphold The Spirit of Laws. To enforce the letter of the
law is to enforce the evil doctrine of Reuel. Section 33 Tennessee
State Constitution (TSC) prompts the illusion to abolish slavery. In
reality, Section 33 is a color of law that has legalized slavery in
Tennessee.
January 9, 1989 (See p. 1896 MPT) Gentry Crowell, former
Secretary State of Tennessee, has date stamped my corporate
charter. I have chartered the National Bureau of Criminal Justice
Research, Inc (NBCJR) as a nonprofit organization.

I have hoped to serve Shelby County Criminal Court as an expert

criminologist witness. My testimony seeks to offer biblical
evidence that slavery doesn’t deter crime. Instead, slavery kills
our human spirit (2Cor3:6) an offense in God’s Kingdom.

Jesus Christ has ordained his Golden Rule to inspire each human
soul to love God (Matt22:37, Mark12:30) and to love our neighbor
(Matt22:39, Mark12:31).

Shelby County prosecutors have defiled Jesus’ Golden Rule. They

have abused the letter of the law to incite fear and hatred among
neighbors. Mothers and fathers have been imprisoned. Personnel
managers stalk us with Criminal Background Checks. Children
have joined gangs as surrogate parents. Gang violence haunts our
society.

Our Judiciary mission is to mend families and preserve peace in

neighborhoods. Neighborhoods are made safe when families
and/or neighbors love one another. To incite fear and/or hatred
among neighbors, conflicts with the mission of our Judiciary.
I have raised one of the best families in Shelby County. Each of
my four children is an impeccable citizen (See p. 892-950).
District Attorney Edgar Peterson has made me out as an indecent
father. On the contrary, I am a Christian father of decent
character.

When any person is in lawful pursuit to save human lives from

pain and suffering then it constitutes an obstruction of justice to
impede his or her rescue operation. I have unimpeachable proof
(See p.1899-1901) to corroborate my rescue operation.

I was in lawful pursuit of an emergency to promulgate my 1990

Nationwide Alert when Shelby County Sheriff Deputies arrested
me. My lawful pursuit may have spared the lives of horrific school
massacres that occurred during the decade of the 1990’s.

While I was in lawful pursuit to save human lives, District Attorney

Edgar Peterson acted as a zealot to destroy my life. Who do you
think God will find greater favor?

In God’s eyes he favors me for trying all in my power to serve God

and my country. I am a Veteran. Shelby County Criminal Court has
failed to uphold my Bill of Rights to due process. Judge Joseph B.
Dailey and Judge H.T. Lockard have violated my 14th Amendment
Right. Each has treated me as if I were Dred Scott (i.e.
property/slave).

Neither Judge Dailey nor Lockard in docket 92-09915 has granted

my 1st Amendment Right to petition our government for a redress
of grievances. I have sought to bring counter criminal suit against
Shelby County and/or State of Tennessee. Judge Fred Axley in
docket 05 03092 has failed to order DA Tom Hoover to answer my
motions.

Color of law is a legal term that has derived its biblical origin from
the Book of Esther. It takes into account that lobbyists may have
offered financial incentives to influence State Lawmakers to enact
laws to threaten members of our Electorate.
The Tennessee Sex Offender Registry (TSOR) is a color of law
legislation. I am bringing it to the attention of Shelby County
Criminal Court. §T. C. A. 39-17-309 is an ipso facto to make the
TSOR null and void. The law has breached the Separation of
Powers. Our Legislative Branch has exceeded its scope of legal
empowerment.
The Founding Fathers have incorporated a Check in Balance
System in our US Constitution (USC). The Executive and Judiciary
Branches have been imputed with a legal obligation to exercise
oversight authority to limit Legislative powers.
My case affects thousands of convicted felons in the State of
Tennessee and/or Shelby County. An entire class may suffer if Your
Honor neglects to reopen my case.
God has anointed my life with a special gift to save human lives
from pain and suffering. I beseech Your Honor to reconsider your
prior ruling to dismiss my case.
I will submit my motion to re-open my petition for Post-Conviction
Relief. I trust The Gospel according to Paul has inspired your
conscience to The Spirit of Laws.
In closing I hope that you do not hesitate to refer my name to
President Elect Barack Obama. The chief butler hesitated for two
long years (Gen41:1) to refer the name of Joseph to Pharaoh (9).
Pharaoh placed his ring on Joseph’s hand and arrayed him with
vestures of fine linen and gold necklace (42). American youth
have gone amuck killing one another. God has inspired me
through the Holy Spirit with a vision of my HNO. It may engender
a new change in our Judiciary process. God may likewise inspire
President Obama to place his ring on my finger and array me with
vestures of fine linen and gold necklace to charter America to
return to the course of our Preamble.

I am a lawfully registered Public Minister and Docent of our US

Constitution. The Cabinet Staff may lack my anointing of the Holy
Spirit. President Elect Obama may receive advice that is offensive
to our Golden Rule. Our Lord and Savior Jesus Christ may hold you
accountable for acting as an unfaithful chief butler God’s
Kingdom.

In God’s Kingdom each Judge that has been elected to sit on the
bench holds the office of chief butler. Each Judge serves our Lord
and Savior Jesus Christ. Amen!
