Director of Local High-Speed Rail Business Support Management (Exempt) CEO/President

REPORTS TO:

PURPOSE OF POSITION: To lead the Economic Development Corporation serving Fresno Countys Local High-Speed Rail Business Support Services Program (Program) for the purpose of ensuring the needs of all businesses within the City of Fresno and County of Fresno impacted by the California High-Speed Rail Authoritys alignment are properly met. By connecting impacted local businesses with local resources, as well as facilitating relationships between local businesses and the Authority and its contractors, the Program Director will help keep local business local. This work ultimately will retain and create job opportunities for the residents of the City of Fresno and County of Fresno, strengthening the tax base and establishing diversity in the economic foundation.

DUTIES & RESPONSIBILITIES:

Responsible for overall Program implementation and management; and Represent the Program at meetings with partners and impacted businesses; and Supervise Program Coordinators; and Oversee liaison services between more than 600 local businesses and the California High-Speed Rail Authority and its contractors to help simplify the relocation process for local businesses; and Develop and oversee Local Business Resource Referral Team to connect impacted businesses with private and governmental entities committed to responding to the needs of the business within 72 hours of contact; and

Ensure displaced businesses are relocated within the City of Fresno and County of Fresno; and Highlight local areas of opportunity for business growth and expansion; and Prepare and manage annual Program budget; and Build database of all activity regarding high-speed rail relocation via case management system; and Manage Program quality assurance, ensuring highest service for businesses; and Oversee Program resources and outreach materials; and Collaborate with EDC Corporate Locations Department to develop real-time City of Fresno and County of Fresno real estate inventory and to create broker team to assist with site selection process; and Work with EDC Retention and Expansion team ensure businesses capture all available tax incentives; and Create Program handbook for replication and training throughout California; and Other roles and responsibilities assigned to ensure the success of the Program.
