The trial court erred in finding that Mr. Armstrong’s rights under the Eighth Amendment of the United States Constitution, and Article I, Section 9 of the Constitution of Virginia, were not violated when he was ordered interdicted under Virginia Code § 4.1-333. 2. The trial court erred in finding that the interdiction statutes were constitutional and did not violate Mr. Armstrong’s constitutional rights under the Equal Protection Clause of the Fourteenth Amendment of the United States Constitution. 3.
