Making them simple, rationalized futuristic, effective without compromising on the planning parameters, public health and convenience and public good viz., - Rework the rules so that they do not unfairly impact small plots and other sites/areas - Change the rules relating to setbacks, height, plot size & abutting road width criteria and tighten the envelope with these 4 elements, so that mass can be effectively controlled unlike with F.A.R. and coverage parameters. MAKING ENFORCEMENT STRICT & EFFECTIVE ( simplified Occupancy certificate procedure, mortgage clause, licensing of technical personnel, functional agencies responsibilities, financial agencies responsibilities, registration departments responsibilities, Building Tribunal, Building Ombudsman, etc.)

High rise Buildings-Rules Setbacks made on par with National Building Code. No restriction on height.. Introduction of differential City level Infrastructure Impact fee above 5 floors ranging from Rs 25 to 300 per sft for residential; Rs 50 to 500psft for commercial; Rs 10 to 200 for others

Occupancy certificate (OC) is compulsory for >300Sqm Plot areas and >6m height buildings.

If OC Is not taken Levy penalty by functional agencies dealing with electricity, Water supply, Drainage &sewerage
Levy of tax as a penalty 2 times the property tax. Mortgage clause of 10%of built space shall be executed by way of Registration in favor of Local bodies. Financial Institutions shall extend the loan facilities for approved extent only. Provision for Minor deviations i.e. up to 10% violations with compounding fees of Rs500/Sq.m
