STEWARDSHIP
Careful and responsible management of the well-being of the population, the very essence of good government. Stewardship of the health system is the responsibility of government usually through the MOH. This does not of course, mean that the government needs to fund and provide all health interventions. It need, however, to set the direction for both public and private sectors and ensure that the health system contributes to the socially desired intrinsic goals. How well or poorly a government executes its stewardship role can influence all aspects of health system performance. Six domains or sub-functions of stewardship have been tentatively identified:

RESPONSIVENESS
1. Dignity
The safeguarding of human rights such as liberty to free movement even for individual who have leprosy, tuberculosis or are HIV+ Treatment with respect by health care staff The right to ask questions and provide information during consultations and treatment Privacy during examinationand treatment

2. Autonomy
The right of an individual to information on his/her disease and alternative treatment options (this facilitates informed choice) The right to be consulted about treatment Informed concent in the contex of testing and treatment The right of patients of sound mind to refuse treatment

3. Confidentiality
Conducting consultations with the patients in a manner that protects their privacy Safeguarding the confidentiality of information provide by the patient, and information relating to an individuals illness, except in cases where such information needs to be given to a health care provider, or where explicit consent has been gained

4. Prompt Attention
Patient should be entitled to rapid care in emergencies, and Patient should be entitled to care within reasonable time periods even in the case of nonemergency health care problems or surgery so waiting list should be not cover long periods Patients seeking care at health care units should not face long waiting times for consultations and treatment.

RESPONSIVENESS

6. Access to Social Support networks during care


Regular visits by relatives and friends Provision of food and other consumables by relatives and friends, if not provide by the hospital Religious practices that do not prove a hindrance to hospital activities or hurt the sensibilities of other individuals
