QS performs in development and construction industry.


QS services advice on development and feasibility decisions, cost consultancy, procurement advice, project and contractual management. QS task preparation Bill of Quantities, valuation of work progress to ascertain payments to contractor and controlling cost. QS concerned with contracts for works of construction & practical working knowledge of the law.

Board of Quantity Surveyors Malaysia (BQSM) was set up under the Quantity Surveyors Act 1967, generally to regulate professional conduct of the QS profession. Function of Board: a) To register Quantity Surveyor To register firms & bodies corporate practicing as consulting Quantity Surveyors

To order cancellation, removal or reinstatement of registered QS or firms from the registration

To fix the scales of fees for professional quantity services provided

To hear and determine disputes relating to professional conduct or ethics of QS

To determine and regulate the professional conduct & ethics of the QS profession

To attend no matters necessary for the carrying out the provisions of the Act

As required by Statute all practice QS must be registered with the Board of Quantity Surveyor, Malaysia. Sole Proprietorship, partnership or body corporate practicing as QS must obtain approval from the Board, which will then issue a permit to practice.
To be entitled to be registered as a registered QS a person must: Possess a qualification recognised by the Board Be a provisionally registered QS Have obtained such practical experience prescribed by the Board Have passed a test of professional competence conducted or sanctioned by the Board

Objective 1. To regulate the QS profession in Malaysia 2. To safeguard the interest of the public seeking QS services against unethical practices & professional misconduct 3. To enhance public accountability & quality of QS services 4. To safeguard the interest & rights of registered QS accorded by the RQS Act

ISM is the professional body representing the suryeving profession in Malaysia and consists of 4 main sectors:

It plays a role in promoting & regulating the professional conduct of the members.

Function 1. To keep & maintain a register of QS 2. To approve or reject applications for registration 3. Order cancellation, remove or reinstatement 4. To fix for time to time with the approval of MOW, scale of fees 5. To hear & determine disputes relating to professional conduct or ethic of QS or to appoint a committee/arbitrator to hear disputes 6. To determine & regulate professional conduct & ethics of QS profession

Function 1. Conduct professional exam (foundation, first part, intermediate, final exam & direct exam) 2. Accredit QS degree from approved university 3. Be a housekeeper for professional conduct & discipline (admonish a member, reprimand, suspension or expulsion) 4. QS divisional committee deals with matters connected to syllabus for exams, accreditation, application for membership, professional conduct & fee etc.
