Overview of China ATM System


Chinas ATM system is running by Air Traffic Management Bureau of Civil Aviation Administration of China Nearly 20000 employee including 5000 controllers

Total Area: 10,810,000 km2 11 FIRs including HK& TAIPEI 18 upper control areas 28 medium/low level control areas 31 APPs

Traffic Volume and Flows


Traffic volume in 20105.5 million and over 90% is demotic traffic The proportion of international traffic will increase Very congested in eastern China Nearly 40% of traffic distribute in Bohai Bay, PRD and YRD. Traffic in Southwest China is expected to grow rapidly in future China is involved in most of the major traffic flows of APAC region

ATM Infrastructure
The eastern area and developed western area of China has covered by modernized CNS infrastructure.

Matured AIS system provides aviation users with timely, accurate and complete aeronautical information and service products.

Rapid Growing Demand


In the past decade, the air transportation volume in China maintained a growth of 15%. Today, China aviation transportation volume ranks No. 2 and kept a excellent record of safety. By 2030,the volume of passengers is expected to exceed 1billion

Challenges
As the traffic growth rapidly, delay in congested areas is getting serious. Insufficient ground infrastructure in highland and mountain areas of western China. Insufficient airspace and inflexible utilization. CDM mechanism need to be strengthened. Nation-wide ATFM system is to be setup.

CAAC Long-Term Strategy


In 2010, CAAC had proposed a long term strategy to guide the development of aviation industry from now to 2030. A SAFE, EFFICIENT and ENVIRONMENT-FRIENDLY air transportation system has been set as the goal of strategy. The China New Generation ATM System is part of the strategy.

ATM Long Term Objectives


SAFETY: Accident rate less than 0.1 per million flight hours.

CAPACITY: Accommodate 4 times of current demands and punctuality up to 85%.


EFFICIENCY: Route non-linear coefficient down to 1.05.

SATISFACTION: Improve service to increase the satisfaction of airspace user as the demands growth rapidly.

Performance Based Operation


Performance Based Navigation and Separation ATM service provider will provide different service to different level of aircraft performance. PBO provides measures to improve ATM by taking advantages of operation capability of aircrafts. ATM service provider can use Required Performance as a measure to maximums the utilization of ATM assets and increase capacity to accommodate demands. Users can make the tradeoffs between investments and level of service desired to best meet their needs.

Trajectory Based Operation


TBO is a brand new concept TBO will change the way of ATM service delivery. Planning and execution of flight, flow and capacity management, even separation and conflict management will shift to Trajectory Based At late stage of the New Generation ATM System , China will gradually shift to TBO from current operation.

Current Activities
To bring the vision to reality:
China New Generation ATM System Planning Framework is under development. R&D, validation and trail has been carried out for CNS/ATM technologies. Near-term improvement programme, such as implementation of PBN and ADS-B, had already started.

Conclusion
CNAS is the vision of China ATM System development. The planning framework is under development and will follow the guidance of ICAO. CNAS is expected to be fully operational in 2030 and contains five components Planning and deployment of some CNS/ATM technologies such as PBN, ADS-B are in progress and will be integrated into CNAS in future.
