Luis thinks Rosa needs to decrease her salt intake. -Dudo que ella lo haga. I doubt that she will do it. -T vas a ir con l? Are you going with him? -Dudo que pueda ir. I doubt that I can go.

When there is doubt expressed, the subjunctive always follows the verb dudar even if there is no change of subject. When no doubt is expressed, and the speaker is certain of what is said in the subordinate clause, the indicative is used.
Dudo que pueda hacerse socio. I doubt that he can become a member. No dudo que puede hacerse socio. I dont doubt that he can become a member.
