This parameter is set per cell. The offset is added to the measured quantity before the UE evaluates whether an even has occurred. The offset can be either positive or negative. The UE receives the cell offsets for each cell in the MEASUREMENT CONTROL message sent from the SRNC to the UE. By applying a positive offset, the UE sends a MEASUREMENT REPORT message back to the SRNC as if the measured value is offset higher than reality. By applying a negative offset, the UE considers the measured value to be offset lower than reality at event evaluation.

indivualOffset Exception process

Below are general guidelines to individualOffset Exception process:

For small sites on the edge of freeways that are primarily designed to cover the roadway (typically 2 sector type) with minimal sector overlap, upto 6 dB (60) of individual offset may be applied. Gradual increasing offset is recommended. For larger, wide area coverage macro sites which also have sectors which cover important freeways, no more than 3 dB maximum offset and we recommend to increase gradually incrementally to assess the impact on performance. If no improvement is observed then the changes will be reverted.
