Regional Office (ROs)


1. 2. 3. Serves as Secretariat to the respective Regional Technical Education Skills Development Committees (RTESDC); Provides technical assistance to Regional bodies for effective supervision, coordination and integration of technical education and skills development programs, projects and related activities in their respective jurisdictions; Develops and recommends programs for regional level implementation in accordance with set policies; Orchestrates the conduct of area-based research and other studies in the region that will serve as inputs to the formulation of RTESDPs; Leads in the formulation of the RTESDPs; Manages, monitors and evaluates the implementation of programs at the regional level and provides direction and administrative supervision in the planning, programming and delivery of services of the provincial offices, RTCs and TESDA administered schools; Consolidates, analyzes and synthesizes reports of the provincial offices and TTIs for decision making at the regional level and for submission to the Central Office; Causes regional resource mobilization and ensures prudent utilization of regional budget according to corporate plan; and Performs such other functions as may be authorized.

Regional Director (RD)


Represents the interests and needs of the region in national TESD direction setting generally, and the national TESD plan, specifically Develops a national HRD strategy for the industry-business-enterprise sector assigned to him/her and to ensure that the same is reflected in the NTESDP formulated by TESDA Coordinates the development of an annual regional TESD plan that reflects the agreed national direction and is driven by the unique needs of businesses/ enterprises and learners in each province within the region Coordinates the development of an equitable regional budget that supports the regional TESD plan Ensures the sharing of specialized resources among provinces in the interest of equity and access to TESD Manages and directs results-based Monitoring and Evaluation staff assigned to the regional office to ensure compliance with agreed policies, plans, and procedures Meets with region-based businesses and employer groups to ensure that TESD is meeting their needs Expands the scope of TESD by recruiting new TESD providers in the region or expanding the program offerings of existing providers as is required in the regional TESD plan Coordinates in behalf of the ODDG-TESD & ODDG-PP, the regional component of initiatives from the their respective offices, especially in the social equity and international partnership areas Ensures consistent development and application of the EMIS and LMIS throughout the region

Office of the Regional Director (ORD)

Regional Finance and Administrative Services Division (RFASD)

Provides financial and administrative services to regional operating units and provincial offices; Facilitates financial and administrative transactions including but not limited to procurement, inventory of resources, budget and financial management, personnel action, staff development, employee welfare and benefits, facilities maintenance and security services; Monitors financial performance of regional operating units and provincial offices in accordance with the approved work and financial plan in close coordination with the Regional Operations Division; Analyzes disbursements v. approved budget/ cash allocations and recommends measures to ensure efficiency; Recommends economy measures and ensure optimum use of resources for efficiency and effectiveness of operations; and Perform other functions as may be authorized.

Regional Operations Division (ROD)


1. Provides technical support services to regional operating units inclusive of TVET schools and training centers and provincial offices, including but not limited to program registration and accreditation, labor market information gathering and dissemination, social marketing and advocacy of TESD programs, research and development, assessment and certification; Monitors delivery of services in accordance with the agreed performance measures and targets in the approved work and financial plan in close coordination with FASD; Analyzes performance of operating units/ provincial offices vis--vis planned targets and recommend measures to ensure achievement of targets; Ensures timely submission of accomplishment and other monitoring reports of regional operating units and provincial offices as per agreed timelines; Provides secretarial services to the RTESDC and RCACC; and Perform other functions as may be authorized.

Regional Training Centers (RTCs) / Provincial Training Centers (PTCs)

Provides responsive non-formal TVED programs; Conduct applied research and development programs and provides extension services in coordination with ROs and POs; Conduct outreach programs in coordination with ROs and POs; Invitation resources and income-generation program; and Performs such other functions as may be authorized.

Provincial Director (PD)


Develops a provincial TESD plan that reflects the specific economic priorities of the province within the context of national TESDA priorities Guides the development of institutional training plans (public and private) built on the provincial TESD plan Chairs, or facilitates the work of, the PTESDC Develops a provincial work and financial plan in cooperation with the institutional heads/managers Develops a marketing strategy for TESD in the province Develops partnerships with Enterprises/Businesses, LGUs and Communities in support of institutional development plans Deploys and enforces UTPRAS procedures and requirements in accordance with the TESDA QMS Assists TESD institutional managers in improving the quality of their programs and support the CO-based offices in providing training and technical assistance as required Engages ALS and NGO communities at the provincial level to harmonize overall provincial TESD and to feed them local LMIS data Engages provincial offices of national departments/agencies that provide training in a coordinated listing and promotion activity to better serve the province Supports TESD marketing plan implementation in secondary schools, OFW communities and other population segments in the province Ensures that accessibility and equity targets are reached in training plans Ensures timeliness and reliability of MIS and LMIS data Assists the LGUs in developing a community-based non-formal TVET delivery system Facilitates the increase of amount of provincial and LGU budgets allocated to TESD Provides a seamless province-wide institutional response structure to Enterprise and Community demand for TESD Ensures that the Regional Director is informed of local political shifts that might affect TESD positively of negatively Acts as the provincial spokesperson for TESD in the media

Office of the Provincial Director (OPD)

TESDA Technology Institutions (TTIs)

Provincial Operations Unit
