SEVEN SHORT BLASTS Followed by ONE LONG and Continues ring of ship bells alarm system.

Types of Emergency

Vessel in harbour
In case of general emergency alarm on board, all personnel must proceed to the shore muster station.

Only members of the ERT (EMERGENCY RESPONSE TEAMS)as per MUSTER LIST, will proceed to the designated MUSTER STATION on board and turn their T-CARD. When all people will be present, further instructions will be given.

Vessel at sea
When a GENERAL EMERGENCY ALARM SOUND, all personnel must wear warm clothes, safety shoes, immersion suite and proceed quickly to assigned MUSTER STATION where new instructions will be given.

Fire alarm
Two long blasts followed by Continues ring of ship bells alarm system.

B ridg e: - Upon receipt of fire alarm on the fire panel, immediately send personnel to verify if the alarm is true; - If the fire is confirmed, immediately raise General F ire Alarm , mobilise Emergency Response Team and inform Master. - Co-ordinate the E R T. - Relay messages to all personnel on the public address system as instructed by the Master.

Mas ter: Co-ordinate the response of key personnel on board (Ch.Mate, Ch.Engineer etc.)to combat the fire. Assess available information in order to decide whether third parties assistance is necessary. In case of immediate danger for personnel and vessel integrity give the evacuation orders. Ensure that Saipem Control Centre Ashore is duly informed. Alert Support Fleet and requests assistance as necessary.

R adio operator: Remain in the radio room maintaining contact with the Master. Maintain radio contact with Saipem Local Control Centre Ashore and with onshore parties including maritim e authorities and rescue service. Log all calls.

D octor: Provide medical treatment to injured personnel and decide for further actions. Co-ordinate actions of first aiders.

C hief E ng ineer : On hearing the fire alarm, immediately report to the Engine Control Room. Ensure essential service are maintained . Ensures operation of fixed fire fighting equipment. Keep Master informed on the status of equipment and machinery.

S uperintendent : Report to and provide support to the Master. Co-ordinate safe shut down of construction operations. Liases with Client and Sub-contractor Representative.

All pers onnel without em erg ency duties: Upon hearing of fire alarm, cease their activity making safe the own workplace and work tools. Proceed to the assigned Muster Station and turn their own T- card. Follow the instructions of the leader at the Muster Station.

Bridg e: Record MOB position. If the vessel is in navigation, take immediate actions to avoid the possible impact of the MOB with propellers, reduce and stop the vessel motion as fast as possible. Raise the Man Overboard Alarm and summon the Rescue Craft Team. Inform Master and Medic about accident. Collect data for establishing victims direction of drift. Act further as instructed by Master.

Mas ter: Co-ordinate Man Overboard emergency. Order the use of vessels Rescue Craft or support fleet, depending on sea conditions. If the victim has not been recovered within a short time or lost out of sight, notify the local Rescue Coordination Centre, issue a call for assistance from outside and conduct a systematic search of the area in consultation with the RCC. If necessary, in liaison with Medic, organize a MEDEVAC after rescue. Keep informed Saipem Local Control Centre Ashore.

S uperintendent : Reports to Master. Orders stop of construction activities if necessary. In poor light conditions, mobilises extra search lights. Informs Client and Sub-Contractor Representatives.

R escue C raft C rew: The rescue crew should consist of: One coxswain (Mate or Bosun). Two able Seamen or Riggers on duty. Rescue boat crew shall move to rescue boat wearing survival suits, where requested, selfinflatable life jackets and prepare it for launching. According to Masters instructions, man the boat, start the engine and lower it into water. When boat is waterbone call Chief Mate by VHF-UHF for directions to the victim. When rescuing person(s) from water, consideration must be given to injuries which may have been sustained. At all stages, efforts must be made to lift the person in a horizontal position to avoid low blood pressure in brain.

D octor: Report to Master. Provides treatment to recovered personnel. Requests MEDEVAC if necessary.

Vessel abandonment

Master: Activate general emergency alarm and if necessary give order via vessel PA system to abandon ship. Instruct Radio Operator to transmit MAYDAY messages describing the situation. Informed Saipem Local Control Centre Ashore of the evacuation. Instruct, all personnel about specific actions required from them. Notify the support fleet about the situation and forward instructions. In case of divers in saturation and necessity of hyperbaric transfer to a rescue vessel, instruct Crane Operator for necessary actions. In case of Helicopter evacuation inform & instruct the HLO.

Radio operator: Remain in the radio room maintaining contact with the Master. Maintain radio contact with the onshore parties including maritime authorities and rescue service. Transmit status of personnel movements together with their destinations to Saipem Base. Maintain radio contact with evacuated personnel already on board of lifeboats life rafts. Log all calls to and from the vessel. When ordered by the Master, transmit MAYDAY signals with details of the emergency. Notify all vessels/installations as instructed by the Master. When abandoning the radio room, set the emergency transmitter on automatic operation. Ensure availability of emergency portable radio sets to be assigned to muster station. In case of helicopter evacuation shall establish and maintain all necessaries contact with helicopter crew.

Chief Mate: Report to and provide support to the Master. Co-ordinate search for missing persons. Relay messages to all personnel on the public address system as instructed by the Master. Notify all vessels/installations as instructed by the Master (by VHF radio). Ensure evacuation of the vessel is in accordance with Masters instructions. Maintain the record of persons remaining on board and the ones that have left the vessel.

Doctor: Report to Master. Provides treatment to injured or ill personnel. Advise the Master of the number of injured persons requiring assistance for abandonment/evacuation. Supervise transfer of injured persons. Instruct rescue boat coxswain/helicopter pilot of further treatment, for casualties shipped/flown ashore. Issue additional medicines and first aid kits. Co-ordinate actions of first aiders.

Chief Eng ineer: Ensure that essential machinery and electrical power are kept available. Ensure that all technical personnel, when instructed to do so, have left the engine room and associated areas . Keep Master informed of the status of equipment and machinery.

S uperintendent: Report and provide support to the Master. Co-ordinate safe shut down of construction operations. Liaise with Client and Sub-Contractor Representative.

L ifeboat Coxs wain: Check for personnel allocated to respective lifeboat and inform the bridge. Follow the instructions received from Master or from his deputy.

HL O: In case of helicopter evacuation shall control the helicopter operations.

All personnel without emergency duties: Cease their activity making safe their own workplace and work tools. Proceed to the assigned Muster Station and turn their own T- card. Follow the instructions of the lifeboat and/or life raft leader in charge at the Muster Station. Enter the lifeboat/life raft as instructed: i.e.:
