Living Lab
Three possible roles
Vertical tool for promoting user driven RDI in a given sector (such as e.g. eHealth, Domotics, or eInclusion), thus attracting investments and talents (or simply tourists) into a region and contributing to the actualisation of Smart Specialisation in the territory; Orchestration agent between individual users and the other PPPP (or Quadruple Helix) stakeholders. Therefore, playing a more encompassing and systemic role in structuring and providing meaning to user engagement in RDI processes within the broader context of territorial innovation policy; Territorial innovation or Smart Region model, including guidelines for a proactive behaviour of public administration, grounded on a successful mixture of technological, social and organisational RDI activities, to valorise local intellectual capital and increase knowledge for development.

The S3 concept
Inward-looking
Focus policy support and public investments on key national/regional priorities, challenges and needs for development Build interventions on the country's/regions strengths, competitive advantages and potential for excellence Support technological innovation as well as practice-based (e.g. ecological and organisational) innovation Get local stakeholders fully involved and encourage private sector investment and pilot experimentation Develop evidence-based policies with sound monitoring and evaluation systems.
Outward-looking
Search integration and coordination of the nations / regions potential for excellence and comparative advantage within the international division of work Prioritize interventions on the countrys / regions most connected industries, so that they are best enabled to learn from the outside world Promote technological diversification of existing local industries in related and emerging domains Align human capital endowments and qualifications to the current and prospective needs of the key enterprise sector(s) Enhance the framework conditions for greater business expenditure in R&D and (open, social) innovation

Why go cross-border?
1. To realise a Smart Specialisation process at regional level 2. To attain a critical mass of population and demand on the marketplace 3. To integrate the respective economic and social systems at the two sides of the border 4. To exchange best practice on development policy 5. To develop pan-European products and services

Conclusions
The Territorial Living Lab Model does have potential for policy, not only product/service, innovation Complementarities are evident with the RIS3 process and should be taken seriously More evidence is required, as well as embedment (institutionalisation) of success stories in the normal practice of public administration However what we have gained so far is unequivocal and convergent

The NeSTI initiative (Budapest Manifesto) has good potential and should be further disseminated in Europe Ongoing RIS3 efforts in CEE are promising lead markets for LL-driven policy innovation:
With RDI as the guiding principle, but also improving democratic governance Capturing the potential of increasing civic participation together with Future Internet Re-framing the role of the public sector in a demand-driven and needs oriented perspective
