Chapter XVI Sewage Collection & Disposal, Excreta Disposal and Drainage and its Implementing rules and regulations

Scope of Supervision of the Department of Health : - construction of any approved type of toilet - plans of individual sewage disposal system and the sub-surface absorption system or other treatment devices - location of any toilet or sewage disposal system in relation to a source of water supply

Scope of Supervision of the Department of Health : - plans, designs, data and specifications of a new or existing sewerage system or sewage treatment plant - the discharge of untreated effluent of septic tanks and/or sewage treatment plant to bodies of water

- manufacture of septic tanks


- method of disposal of sludge from septic tanks or other treatment plants

Approved Excreta Disposal Facilities:


1. Flush toilets connected to a community sewer 2. Flush toilets connected to a septic tank and sub-absorption system 3. Sanitary privies 4. Any disposal device approved by the Department

Requirements for Individual Excreta Disposal System


1. Every new house/building shall be provided with plan and specifications for excreta disposal system approved by the local health authority prior to construction.
2. All houses/building without an approved excreta disposal system shall be required to construct such facilities.

Minimum Requirement for Sanitary Privy


Shall consist of an earthen pit, floor covering and a water sealed bowl Shall be completely fly-proof Pit shall at least one square meter Floor shall cover the pit tightly and constructed of concrete or other impervious material With suitable enclosure. Wooden floors and seat risers shall not be used

Tank capacity based on estimated unit flow of sewage Tank proportions first compartment shall have the capacity from 1/2 2/3 of the total required volume or capacity. Liquid drawing depth not less than 1.20 meters. Vertical distance from liquid level to the inside top of the tank at least 20 cm Inspection Manhole 0.36 sq meter

- septic tank shall be located not less than 25 meters from any drinking water sources; not less than 1.5 meter from any service line; and not less than 3.0 meter away from water main.

Maintenance of Septic Tank


1. Septic tanks shall be cleaned before excessive
sludge or scum is allowed to accumulate and seriously reduce the settling efficiency.

2. Septic tank shall be inspected at least once a year and be cleaned when the bottom of the scum is within 3 inches of the bottom of the outlet device or the sludge and scum has reduced the liquid capacity by 50%. 3. A small residual of sludge shall be left in the tank for seeding purposes.

Disposal of Septic Tank Effluents Sub-surface absorption field where applicable or shall be treated with some type of a purification device.

Treated effluent may be discharged into a stream or body of water if it conforms to the quality standard

Individual Sewage Disposal System (1)


1. Installation requirements - when a public sanitary sewer is not available, waste water piping from any building or works shall be provided with individual sewage disposal system - it is considered not available when it is located more than 100 meters from any proposed building

1. Installation requirements - individual sewage disposal system shall not be installed or operated on property accessible to public sanitary sewerage system. - whenever an approved public sanitary sewerage system is accessible, any individual sewage disposal system shall be abandoned and the house sewer shall be directly connected to the public sewer.

2. Owner shall file an application for a Sanitary (Plumbing) Permit prior to construction for approval of the local health authority

- untreated sewage shall not be discharged onto the ground, street, road, body of water - shall apply operational permit to LHA

Sewerage System and Treatment Plant (1)


1. All houses covered by the system shall be connected to the sewer in areas where a sewerage system is available.

2. Plans and specifications of the public sewerage system or treatment plant shall be approved by the Secretary of Health or his duly authorized representative.
3. Effluent from the treatment plants shall meet the standards formulated by the DENR.

4. The sewage treatment plant shall provide laboratory facilities for control tests and other examinations needed. 5. Sludge from septic tanks and sewage treatment plants shall be disposed of in a manner approved by DOH

6. Properly designed grease traps shall be provided for sewers from restaurants or other establishments where the sewage carries a large amount of grease.

7. Forward to the local health authority operating data, control tests and such other reports and information as may be required. 8. Inform the local health authority in case of breakdown or improper functioning of the sewage treatment works.

9. The sewage treatment plant shall be managed by a registered sanitary engineer.

SPECIAL PRECAUTION FOR RADIOACTIVE EXCRETA AND URINE OF HOSPITALIZED PATIENT

Patients given high doses of radioactive isotope for therapy should be given toilet facilities separate from those used by non -radioactive patients Radioactive patients should be instructed to use the same toilet bowl at all times and to flush it at least three times after its use

SCOPE OF APPLICATION

Engaged in the desludging, collection, handling and transport, treatment and disposal of domestic sludge and septage.

DEFINITION OF TERMS
Domestic sludge solid particle of domestic sewage, which settles at the bottom of the sedimentation tank and is digested by anaerobic bacteria, purely from domestic sources. Domestic sewage wastewater composed of raw liquid and solid waste coming from residential and commercial uses. Septage the combination of scum, sludge and liquid from household septic tanks.

DEFINITION OF TERMS
Desludging the process of cleaning or removing the Accumulated domestic sludge or septage.

Operational Service Area


Mobile the area where the operator is allowed to engage in the collection, handling and transport of septage/sludge. Stationary the area where the operator is allowed to engage in treatment and disposal of septage/sludge.

ENVIRONMENTAL SANITATION CLEARANCE

Environmental Sanitation Clearance (ESC) from the Secretary of Health or the Director of the concerned Center for Health Development (CHD) as his duly authorized representative prior to operation.

The notarized ESC application shall be filed with the City/Municipal Health Office and then be forwarded to the CHD for validation. The ESC is a prerequisite to the issuance of Sanitary Permit.

ENVIRONMENTAL SANITATION CLEARANCE


Representatives or agents in the operation of such activities are not required to apply for an ESC but maybe allowed to transact for the owner/operator - MOA between the principal and the agent - An authenticated copy of the ESC

PROJECT DESCRIPTION
In applying for the ESC, a project description (PD) shall be submitted to the host City/Municipal Health Office for initial evaluation. This will be forwarded to the concerned CHD for final validation. PD Contents: operational process, environmental sanitation and site information i.e. the topography, geological conditions, and hydrology.

The collection vehicle should be enclosed with leak proof body and lock to secure the septage and sludge, and can withstand an impact with another vehicle especially under urban motoring conditions.

The transfer of septage and sludge from the original vehicle to another collection vehicle during transport is prohibited. However, when such transfer is unavoidable, transfer techniques including the loading and unloading shall be included in the operational process and submitted to the CHD to ensure the protection of

OCCUPATIONAL HEALTH AND SAFETY PLANS/ PROGRAMS

Manual or a plan/program as guide of their employees in the operation and maintenance of treatment and disposal facilities for septage/domestic sludge, Appropriate personal protective equipment (PPE) at work, Appropriate training regarding domestic sludge and septage handling, treatment, collection and disposal, emergency and disaster response, and Health certificate from the City/Municipal Health Office (CHO/MHO).

POLLUTION CONTROL OFFICER (PCO)

Duly accredited by DENR Responsible in the supervision of sludge treatment and disposal facility
