Indigenisation is the process of converting imported items to indigenous items through indigenous resources.

Need of Indigenisation in A/c Industry


During 1990, former Soviet Union (USSR) disintegrated. Supply of items from USSR either stopped or delayed. It created a lot of problem to sustain our Soviet origin
aircraft fleet such as MIG-21, MIG-BIS, MIG-27 A/C and MI8, MI17. An urgent need was felt for self-reliance in imported items through indigenisation.

Steps involved in the indigenisation process

Collection of data, arrangement of original

drawings/specifications & original samples to study functional/feasibility aspects and preliminary study of criticality with all relevant parameters. Preparation of Indigenous drawings. Enquiry for development & supply of items to vendors, correspondence on technical issues & obtaining budgetary quote for the items.

Convening LTCC (Sub) meeting to decide


criticality of the items & finalization of testing (for non-critical items only). Issue of records of discussions & decisions taken in the meeting. Request to RCMA(A) to convene LTCC meeting for ratification of decisions taken in LTCC(Sub). Evolving Test Schedule & its approval from RCMA (A) for critical items.

Convening LTCC(Sub) meeting to discuss test


results & obtain recommendation for clearance on successful completion of tests to LTCC. Convene LTCC meeting for clearance of the items. Obtaining LTCC Clearance (for non-critical items) & Provisional Clearance (for critical items) for stipulated use in aircraft from RCMA(A) based on approval by LTCC. Circulation of Clearance to all concerned departments. Updation of compendium of Indigenous Components.

Submission of indigenous drawings to


Documentation Preparation & submission of Type Records of critical items to RCMA(A) office. Obtaining performance feedback report within expiry date of Provisional Clearance & submission to RCMA(A) office.

Local Type Certification Committee (LTCC) Meetings


Local Type Certification Committee is formed based on DDPMAS-2002, to decide criticality, scrutinize the qualification test requirement and to progress type certification activity in regard to items to be certified.

Members of LTCC
LTCC at Accessories Division consists of representatives from RCMA(A), DGAQA, AFLE (user representative), Quality, Indigenisation and Design along with opted members from respective shops & Technology Cell. RD, RCMA(A) as chairman convenes the LTCC meeting

Evolving Drawings by Reverse Engineering

Principles: Wherever Collaborator drawings for fabrication are not available due to license constraints or for some other reason, Indigenisation Department identifies such parts based on production needs and evolves component drawings through reverse engineering. Evolving drawing by reverse engineering needs the following data. Material analysis in a laboratory approved by DGAQA. Dimensional report from an inspector approved by DGAQA After receipt of above basic data, based on effort of developing agency, laboratory and metrology, the drawings are evolved by Indigenisation Department. Drawings are sealed after satisfactory completion of type approval activity.

Evolving Test Schedules:


In addition to specification already existing, additional tests are considered necessary to validate indigenous items. These requirements are stipulated in a document called Test Schedule (TS). TS evolved by Indigenisation Department is approved by RCMA(A) taking into views of DGAQA, Quality & Design.

Test Reports:
The quality of indigenous items are controlled by Quality Assurance Department based on the test Schedule

Testing & Approval:


Non-Critical Items: Testing required for certification of all non-critical items taken up for indigenisation is discussed and decided in LTCC meetings. No separate Test Schedule is evolved for non-critical items. After testing on indigenous samples, test results are discussed in LTCC(Sub) and if test results are found satisfactory, the indigenous item is recommended for approval to LTCC. Subsequently, RCMA(A) issues LTCC Clearance for non-critical items.

Critical Items:
A separate Type Test Schedule is evolved for all critical items taken up for indigenization. After testing on indigenous samples, test report is prepared by Indigenisation Department. Coordination on test report is obtained from Quality, DGAQA & RCMA(A). This test report is submitted to RCMA for consideration and issue of Provisional Clearance. Type Records of all critical items are prepared by Indigenisation Department & submitted to RCMA(A) office within the expiry date of Provisional Clearance for obtaining Type Approval from CEMILAC. Extension of Provisional Clearance is granted from RCMA(A) office.
