Fish Con Week has a theme with KARAGATAN PAGYAMANIN, ISDA PARAMIHIN, BUONG MUNDONG PASIGLAHIN. The activity aims to raise public awareness on the importance of protecting marine resources for sustainable livelihood. It focuses on the challenges and threats brought about by the climate change on aquatic resources that needs to be mitigated with the help of the fisher folks and concerned individuals.

SAVE LAGUNA LAKE


The Laguna Lake has a total basin area of 382,000 hectares which can supply the water requirements of Metro Manila and most of the provinces in CALABARZON. As of 2008, about 13 million peoplecall this lake their home. It is the major source of livelihood for the booming metropolis of the country. Governor Jeorge E.R. Moreover Governor Ejercito and the Mayors of the 25 towns and 5 cities of Laguna have united to pursue the Laguna Lake Rehabilitation Project. The support of the Laguna Mayors was declared during the Provincial Mayors League to formally strengthen their efforts to bring to the national attention the urgent need to rehabilitate Laguna lake. The Governor plans to make a summit call on all LGUs that are part of Laguna de Bay basin to make the necessary changes in their land usage that undermine the sustainability of the lake.

Gov. E.R. Also led the First La Laguna Festival Marathon/ Fun Run, Takbo Para sa Lawa Save Laguna Lake Run 2012 last April 29 for the benefit of the Save Laguna de Bay, Inc. This highly anticipated event and one of the biggest provincial half marathons this year, attracted over a thousand local and international runners as the race course was set through the enchanting and historic towns of Lumban, Pagsanjan, and Sta. Cruz.

His excellency, President Benigno S. Aquino III was welcomes by Laguna Governor Jeorge E.R. Ejercito Estregan together with Pagsanjan Mayor and LMP President Laguna Chapter Maita Girlie Ejercito, during the Presidential Lake seeding activity at the Laguna Lake last May, 2011 at Jala-Jala Rizal. President Aquino led the release of 200,000 Tilapia and Big Head Carp fingerlings off the shores of Laguna Lake. The seeding activity aims to stabilize lake fish propagation to have a bountiful harvest in the region and increase the income of fisher folks especially in the province of Laguna

Ejercito Estregan is aware of the large amount of money needed to jumpstart the lake rehabilitation. Thus, to raise funds for the Save the Laguna Lake projects, the First Governor E.R. Tree Planting and Riverbank Clean up


Governor Jeorge E.R. Ejercito Estregan joins LLDA General Manager Dr. Neric Acosta at LLDAs 2nd Anniversary Tree Planting and Riverbank Clean Up activity last October 21, 2011 along Brgy. Napindan in Taguig City, Metro Manila. The provonce of Laguna is one of the primary stakeholders of the LLDA that extensively participates in all of the plans and programs of the agency for Laguna Lakes rehabilitation. Laguna Lake is the biggest inland lake in the Philippines and is a source of water and fish supply for Metro Manila, Rizal and Laguna.

FIGHT AGAINST ILLEGAL QUARRYING


The provincial government has 10 regular quarry projects. Gov. E.R. Approved & issued four (4) new quarry permits & five (5) renewal of permits form 2010-2012. Meanwhile, the Ejercito administration fully intends to win the fight against illegal quarrying operations who have wreaked havoc on Lagunas fragile ecosystems. FIGHT AGAINST ILLEGAL QUARRYING


Focusing on Illegal quarrying activities for filing materials, gravel and sand and other earth materials (subsistent mining or pala-pala) in the river of Lapad and Balanac . The provincial government implements immediate action to educate illegal operators to perform their duties within the bounds of environmental laws, and become environment friendly operators. Subsistent miners were awarded permits to transport/disposed commercially excavated river materials under the direction and control of Silangan Balanac Aggregates Corporation (SBAC), a quarry permit holder based in the area.

PG ENRO had also conducted mobile checkpoints to identify strategic exit points in the province to intensify the monitoring of illegally transported earth materials. Since July 2010- January 2013, 115 mobile checkpoints were conducted and apprehended 185 illegal transporters/haulers of mineral resources and collected total fine/penalties of Php 257,000. Continous inspections/investigations on illegal quarrying operations in the province are deliberately and regularly done by the agency. With the strict enforcement of the Philippine Mining Act, following three (3) cases jointly filed by the DENR-PENRO and PG-ENRO on Aug, 19 & 23 2011

PG-ENRO and with the support of sanitary inspectors conducted a joint monitoring and inspection of different establishments to make sure that their wastewater is well treated before disposal. They were advised to construct waste water treatment facilites appropriate to the amount and quality of their wastewater. This is also the mandate of Provincial Ordinance No. 3 S-1995, Prohibiting the Disposal, Discharge or Dumping of Garbage and any waste into any river, river banks, & tributaries thereto & the lakes within the Province of Laguna PG-ENRO intensified information campaign on proper waste management & giving posters & other reading materials to

Animal welfare
The offiece of the Provincial Veterinarian (OPV) headed by Dr. Mary Grace Bustamante, has successfully conducted extension activities which includes trainings, technical assistance, and information campaign for farmers. They have led the vaccination of animals against diseases such as Hemorrhagic Septicemia, Hog Cholera, and Rabies, & deworming of livestock etc. OPV has also strictly implemented the regulatory rules and regulations for animals, such as quarantine, issuance of shipping permits for out-going animals and animal products.

Animal welfare
In 2011 they have monitored the 26 slaughterhouse in the province; distributed 20 liters of liquid disinifectants, inspected a total of 1,702 animals & the monitoring of prices of meat and livestock products and production of animals. The slaughterhouse of Sta. Rosa was recognized as the Best Accredited Slaughterhouse while the Los Banos, Slaughterhouse was awarded as the Best Locally Registered Meat Establishment. Animal welfare
The Office of the Provincial Veterinarian is also rigorously increasing public awareness on the Anti-Rabies Program of the Provincial Government. They are fully devoted in bringing down the rabies cases. They have intensified free mobile anti-rabies vaccinations that targets to reach all the municipalities in their province. They also superheading intensified regular conduct of anti-rabies advocacy campaign which focuses on schools and barangay centers.

SOLID WASTE MANAGEMENT

LAGUNA RECYCLE
Solid wastes are the wastes from human and animal activities which are solid & are discarded as useless or unwanted. This inevitably places an enormous strain on our environment and natural resources & seriously challenges efficient and sustainable development. Solid Waste Management Plan Governor ER ensures for the enactment of the Environment Code and Ten Year Solid Waste Mangement Plan as he is cognizant of the constitutional provision of the right of the Lagunenos to a balanced and healthful ecology.

LAGUNA RECYCLE
Governor Ejercito Estregan underscores compliance by the provincial government to Republic Act 9003 or the Philippine Ecological Solid Waste Management Act of 2000. The law mandates all Local Government Units to create a systematic & ecological solid waste management program that will ensure the protection of the citizens health & the environement. The Provincial Government & Natural Resources Office (PG-ENRO) ensure the proper segregation, collection, transport, storage, treatment & disposal of solid wastes through best practices in ecological waste management.

The Ejercito administration saw the new for the strict enforcement of R.A. 9003 along with education and other value-formation measures to free the province and its people from hazardous wastes and provide a healthy environment to the Lagunenos. All cities and municipalities should have an allotment for their own solid waste management program. the PG-ENRO continously provides technical assistance in rehabilitating fornmer and existing open dump sites of respective LGUs. More than 200 establisments were monitored in compliance to the Provincial Ordinance No. 5 S-1997 on the Efficient Management of Solid Waste in the province of Laguna

PG-ENRO strictly implements the Provincial Ordinance No. 5 S-1997 which is the Efficient Management of Solid Waste Management in the Province of Laguna. The agency consistently monitors the compliance of various establisments such as hospitals, clinics, laboratories, funeral parlors, gasoline stations, restaurants, hotels & resorts, food chains in the province.

The Provincial Solid Waste Management Board (PSWMB) was set into motion on July 2012 through Executive Order No. 13 issued and signed by the Governor. The board discussed its plans and programs geared to develop the Provincial Ten Year Solid Waste Mangement Plan. The board unanimously approved two (2) resolutions: a) PSWMB Resolution creating the PSWMB-technical Working Group to develop the Ten Year Solid Waste Management Plan & b) PSWMB Resolution requesting financial assistance in the conduct of Waste Analysis and Characterization Study (WACS) for the clustered municipalities in

The provincial Governement also supports the activities and programs of the Environment & Natural Resources Officers League of Laguna (ENROLL) Inc. ENROLLis an organization composed of Municipal and city environment and natural resources officers (MENROS & CENROS) in the province with common concerns in environmental management and natural resources protection and conservation. This further enable the Provincial Government to collaborate with LGUs the Provincial Governement programs on environmental management & natural resources protection & conservation
