Experiences with Road Safety Management (RSM) in the TIN-countries

Country: ROMANIA

Ing.

Explanation
We would like to know the experiences with Road Safety Management (RSM) in your country.

Therefore you are requested to answer the questions on each slide and to present shortly the results to the next TIN-meeting in Romania. The goals are to exchange experiences and to learn of each other.

Please, take this filled-in Powerpoint file on a USB-stick with you.

- Three databases are needed:

Accidents
Traffic Roads

Database accidents (1)

Do you have central (digital) databases of all accidents, including casualties over more than 3 years?
It is a digital data base for all accidents including serious accidents and slight accidents from 1999. The capacity of the data base is 500 000 accidents.

How has this database been built? Accessibility?

This data base was built in 2004 in a PHARE program .

It is integrated data base which is use only for the use of profesional .
Main administrator is Traffic Police and four institution are responsible for the data which are deliver to the main administrator ; Traffic Police Road traffic accidents National Company for Motorway and National Roads Road network and traffic volume data; Road Romanian Authority Transport Operators data ` Romanian Vehicle Register Vehicles Data All the partners have accessibility to the data base, but are some limitation regarding the protection of the person identity;

Database accidents (2)

What data is included in the database? Which main characteristics?
Data about accident: time, whether information, road number, kilometrical location, number of victims, name of village ,maneuvers, Data about drivers: age, sex, driving experience, purpose of travel, driving hours Data about vehicles: brand car, manufacture date, cplour, mileage, etc

What is the reliability of the data? Reliability of the data is between 70-80%. Is it possible to link the accidents at a (digital) road network? It is possible to link the accidents at a (digital) road network. Result are network maps with traffic accidents.

Road safety Management

Database traffic (1)

Are traffic volumes on all main state or national roads per year
available? Are available only traffic census for 5 year period, only for national for national road. Is also the composition of traffic known? Which composition?
Inside the data base is not possible to see the traffic composition

Are forecasts of traffic volumes available? Are not available forecast of traffic volumes inside the data base.

Database traffic (2)

How have the forecasts been calculated?
N/A How has the (digital) database been built? Are these well accessible? The existing data base Is it possible to link the traffic volumes to the (digital) road network? Traffic volumes are link with the data base, and are confgure on special maps.

Database road
Is a schematic, digital road network available? Which
characteristics?
NO.

Have the intersections and the road sections been subdivided

in homogeneous types? Which characteristics? No

Road safety Management

Black spots (1)

- Definition: an intersection or a road section with a high number of road accidents with or without casualties. - Goal: to find starting points by analyzing accidents for improving the design or use of the infrastructure based on similarities between the accidents.

Road safety Management

Black spots (2)

Does your country apply Black Spot Management? Is it a part of road safety policy? What is the criterion / threshold: number of accidents or casualties per time period? Definition use:10 accidents with 10 casualties in the last 5 five years in a road section of 1 km. Is the criterion for road sections and intersections the same? Length of road section? Usually the criterion is the same,

Black spots (3)

How do you select black spots?
Which method do you use?

Is a manual / method available to analyze accidents systematically?

Road safety Management

12

Black spots (3)

Detailed data about location and type of accidents is very
important. Is this information available? How?

Do you see obstructions (man-power, knowledge, budgets)

to carry out Black Spot analysis and measures on large scale.

The main obstruction are budgets, man-power and

institutional collaboration to apl

High risk sites (2)

Does your country deal with high risk sites? Is it a part of road
safety policy?

What is the criterion / threshold for a high risk site? Number of

accidents? Casualties? Time period? Intersection? Road section?

High risk sites (3)

How do you select high risk sites? Method?
Do you have a manual / method to analyze the accidents

systematically?
Do you see obstructions to carry out analysis and measures

on large scale.

Road safety Management

Network safety management (1)

- Definition: Method to identify and rank locations of the total state network in operation according to the cost-benefit or costeffectiveness ratio.
- Goal: to reduce accidents by targeting remedial treatment to sections of the road network where accident cost reduction potential is highest.

Road safety Management

17

Network Safety Management (2)

Is Network Safety Manage-ment (NSM) dealt with in your
country? What ratio is used: accidents or casualties per million vehicle

kilometers or kilometers of road section?

How are homogeneous road sections compared with each other?

Road safety Management

18

In which way are projects prioritized: cost-benefit or costeffectiveness? Or otherwise? Is harmonization between design, function and intended use a part of

NSM?
Is Road Safety Inspection a part of NSM (differences between desired design and existing lay-out)?
