Based on the report, 4,423 out of 7,433 students (59.5%) fall under the Frustration category, 1,954 (26.29%) under Instructional, 890 (11.97%) independent readers and 169 (2.27%) fall under Non-Reader in the first congressional. This record showed that many students in the said district/congressional encountered difficulty in reading process.

In Frustration level, First Congressional has accumulated more students who had difficulty in the reading process and comprehension than to those of Second Congressional. Though smaller in number than its counterpart, the First Congressional faced challenges in deriving methods to eradicate the number of students under Frustration and Non-Reader.
