There are twelve parameter tables in BSS grade.

BSS Parameters

BSS Parameters

MSC ID
Description :Switch ID. Service provider specifies this parameter. The first 16 digits represent Market

ID. The last 8 digits represent the Switch number.


Value Range: 0 ~ 255.

Setting: Network operator maintains this parameter. It is unchangeable at

background.

MS MCC :Mobile Country Code


Value Range: 000~999 Default: 460 Description: It is the first three digits of the International Mobile Station Identity

(IMSI).
China = 460, USA = 310, Canada =302a, Singapore = 525.

BSS Parameters

MS MNC: Mobile Network Code


Value Range: 00~99 Default: 03 Description: part of the IMSI.

Value Range: 00~99 Default: 03 Description: the eleventh and twelfth digits of the IIMSI, when IMSI is 15 digitals
IMSI Structure

in lengthIMSI_11_12 is equal to MNC.

An IMSI that is 15 digits in length is called a class0 IMSI (the NMSI is 12 digits in length); an IMSI that is less than 15 digits in length is called a class 1 IMSI (the NMSI is less than 12 digits in length).

Intercurrent Voice and data supported indicator


Value Range: 0, 1 Default: 0 Description: Indication of BS concurrent service being

supported.

Packet data services zone id (Data service)


Value Range: 0 255 Default: 1 Description: If the base station supports a packet data

service zone, the base station shall set this field to its non-zero packet data services zone identifier. If the base station does not support a packet data service zone, the base station shall set this field to 0.

Soft leg supported number


Value Range: 1~6 Default: 4 Description: If soft leg supported number is too high,

CE resource is wasted, and forward capacity is reduced. If soft leg supported number is too low, useful pilots cannot be added into active set. Service quality declines. Reverse interference increases. But CE resource and forward capacity is saved.

Description: Step length of reverse close loop power control (1 leg, 2

or more legs). In terms of power control bits in power control subchannel, MS adjusts transmission power according to this step length.

Global neighbor cell ID


Value Range: 0~1023 Default: Description: Global neighbor cell Id is generated by background automatically. It is unchangeable.

Global neighbor cell type


Value Range: 0,1

Default: Description: There is or there isnt relationship between BSC of local

cell and BSC of neighbour cell. Not Protocol Filed.

Neighbor cell parameters

CI Discriminator: Neighbor cell discrimination mode.


Value Range: 1,2,5,7

Default: 2
Description: Not Protocol Filed.

Neighbor cell parameters

MarketId: (A unique market identity provided by a service provider )


Value Range: 0~65535 Default: Description: When the CI Discriminator isnt 7,

Location, Market Id and Switch Number are inactivated.

SwitchNumber
Value Range: 0~255 Default: Description: used to uniquely identify a special

switching center in a group of switching centers under the same Market ID. when CI_Discriminator equals to 7, SwitchNumber is valid and used to construct MSCID.

Value Range: 0,1 Default: 1

Description: Indication of 1X hard handoff being

supported. If not support, the MS of RC3 or above are treated as IS-95 MS. This parameter is used in hard handoff with disconnected BSC.

Parameters as Search window are default .


Value Range: 0,1 Default: 0 Description: Indication of set the parameters such as

search window and etc. in default. This parameter is used in hard handoff with disconnected BSC.

BSC Handoff Parameters

SOWD and TOWD include hardware delay


Value Range: 0,1 Default: 1

Description: SOWD and TOWD contain hardware delay

indication. This parameter is used in the hard handoff with disconnected BSC.

Forward power uprise step size(1/2/3 leg)


Value Range: 1 ~ 7. The unit is 0.25dB Default:

Forward power uprise step size(1 leg) = 4 Forward power uprise step size(2 leg) = 2 Forward power uprise step size(3 leg) = 1

Description: Forward power control uprising step length. If the power

control step length is set too high, the forward quick power control response time is short, but the stable state power deviation is high. If the power control step length is set too low, the stable state power

deviation is low, but the forward quick power control response time is
long.

1X Forward Power Control Parameters/Switch Parameters

Forward power down step size(1/2/3 leg)


Value Range: 1 ~ 7. The unit is 0.25dB Default:

Forward power down step size(1 leg) = 4 Forward power down step size(2 leg) = 2 Forward power down step size(3 leg) = 1

Description: Forward power control descending step length. If the

power control step length is set too high, the forward quick power control response time is short, but the stable state power deviation is high. If the power control step length is set too low, the stable state power deviation is low, but the forward quick power control response time is long.

BTS Parameters
The power assigned by BTS to a subscriber.

RCC2 FCH initial power (voice)


Value Range: 163~203. The unit is DGU Default:

Description: RC3/4/5 voice service F-FCH initial transmitting power. If

the initial transmitting power is set too high, F-FCH initial transmitting power is high, and the MS is easier to receive information correctly (Frame Error Rate is low), but the forward capacity is lowered when the channel is established. If the initial transmitting power is set too

low, F-FCH initial transmitting power is low, and the MS may receive
wrong information (Frame Error Rate is high), but the forward power resource is saved.

1X Forward Power Control Parameters/Switch Parameters

Nominal transmit power for voice (1/2/3 leg)


Value Range: 1~255. The unit is DGU Default:

Nominal transmit power for voice (1 leg) = 169 Nominal transmit power for voice (2 leg) = 175 Nominal transmit power for voice (3 leg) = 171

Description: Voice service nominal power.

Power region for voice (1/2/3 leg)


Value Range: 1~255. The unit is DGU Default:

Power region for voice (1 leg) = 80 Power region for voice (2 leg) = 40 Power region for voice (3 leg) = 32

Description: Voice service power variation region.

areas have different LACs.

Registration zone: REG_ZONE


Value Range: 0~4095 Default:0 Description: Register zone refers to the base station group within a specified system/network. The zone for a BS is specified in the REG_ZONE field. One MS can be registered in more than one zone. The unique SID and NID for the zone can be added through a REG_ZONE. In consideration of paging by LAC, the REG_ZONE should correspond to LAC .

Number of registration zones to be retained: TOTAL_ZONES


Value Range: 0~7 Default:2 Description: By sending Total_Zones (the total number of

storable zones in the zone table) field in the system parameter message, a BTS can control the maximum number of registered zones of the registered zone table.

strength measurement message to start the handoff drop process.

Active Set versus Candidate Set comparison threshold: T_COMP


Value range: 0 ~ 15 Default: 5 Unit: 0.5dB Description: be used to control the transfer of pilot signals from the

candidate set to the active set.

Handoff Parameters

Drop timer value: T_TDROP


Value range: 0 ~ 15

Default: 3

Description: If the pilot signal is in the candidate pilot signal set and also if

the time when its strength is less than T_DROP continuously exceeds T_TDROP, the pilot signal will be transferred to the neighbor pilot signal set.

Slope in the inequality criterion for adding or dropping a pilot : SOFT_SLOPE


Value range: 0 ~ 63 Default: 0 Description: Soft handoff slope .

Unit: -

Intercept in the inequality criterion for adding a pilot to Active Set: ADD_INTERCEPT
Value range: 0 ~ 63 Default: 26 Unit: -0.5dB Description: Add soft handoff intercept.

Intercept in the inequality criterion for dropping a pilot from the Active Set: DROP_INTERCEPT
Value range: 0 ~ 63 Default: 30 Unit: -0.5dB Description: Drop soft handoff intercept .

Dynamic Add Threshold: [(SOFT_SLOPE/8) 10 log10(PS1) + ADD_INTERCEPT/2] Dynamic Drop Threshold : [(SOFT_SLOPE/8) 10 log10(PS2) + DROP_INTERCEPT/2]

Description: The equivalent user mode will calculate the

reverse load via converting all reverse service channels into 8 K voice R-FCH under RC1. This set of parameters will convert R-FCH of RC1, RC3 and RC4, different target FERs and coding mode (volume or TURBO) R-SCH into the correction factor for 8 K voice R-FCH under RC1.

Description: The next access probe is transmitted after an additional

backoff delay, RT, from 0 to 1+PROBE_BKOFF slots.

Value Range: 0~15 Default:0 Description: For every access probe sequence, a backoff delay, RS,

from 0 to 1+BKOFF slots is generated pseudorandomly.

Description: Element where the pilot channel is located. The

parameter has influence upon cell coverage.

Pilot channel gain

Unit: (X-255)/4
Value range: 0 ~ 255 Default: 225 Description : Provided by network planning, generally

according to the default value. Suppose the configuration value is X, the corresponding dB value is (x-255)/4. For example, if Pilot_gain is set to 225, the corresponding dB value is (225-255)/4 = -7.5dB.
