Description
Participatory monitoring and evaluation is an umbrella term for a set of new approaches that stress the importance of taking local peoples perspectives into account and giving them a greater say in planning and managing the evaluation process.

Local people, community organisations, NGOs and other stakeholder agencies decide together how to measure results and what actions should follow once this information has been collected and analysed. The emphasis on participatory goes beyond the choice of particular methods and techniques to wider consideration of who initiates and undertakes the evaluation process and who learns or benefits from the findings. Principles
Participation - opening up the design of the process to include those most directly affected and giving the intended beneficiaries the chance to speak out about local impacts. Negotiation between the different stakeholders to reach agreement about what will be monitored and evaluated, how and when data will be collected and analysed, what the data actually means, and how findings will be shared, and action taken.

Learning - a focus on cumulative learning by all the participants as the basis for subsequent improvement and sustained action. This action includes local institution building or strengthening, thus increasing the capacity of people to initiate action on their own. Flexibility in adapting the evaluation to the wider external environment and to the set of local conditions and actors, as these factors change over time.

Purposes
Participatory monitoring and evaluation can be viewed as a process than occurs throughout the evaluation as well as a bundle of techniques. At a process level, a participatory approach serves a number of important purposes : It build trust, rapport and understanding between the stakeholders and keeps the evaluator open to multiple perspectives, knowledges and influences. It ensures that the perspectives and realities of the intended beneficiaries of the programme are accurately reflected in the evaluation.

It allows the different stakeholders, and especially those whose voice may be marginalised, to articulate and present their needs, interests and expectations, to work through differences with others, and to develop longer term strategies. Through actively engaging local people in the evaluation, it fosters ownership of evaluation findings and increases the prospects for sustainability of project activities.

At the level of techniques, participatory evaluation and monitoring serves to : increase the authenticity of evaluation findings that are locally relevant. widen the criteria and indicators for assessing programme effects and impacts through the more creative, interactive modes of dialogue and reflection. add depth to the analysis of programme achievements through thick descriptions of complex reality that capture peoples personal perspectives and experiences.
