A COMMANDER MUST
Ensure that the Command is capacitated in all matters relative to military operations - one of them is to be HR/IHL/RoL-Compliant Manifest adherence to HR/IHL/RoL & observance of ROE during operational planning/coordination Prevent illegal acts from being committed either by acts of commission or omission When an illegal act is committed, reported &/or monitored, conduct investigation/BOI Command Responsibility is at all levels of Command, and not within HHqs only
