FUNCTIONS OF ZILLA PARISHAD (Sec 192)

Examine and approve the budget of Mandal Parishads Distribute the funds allotted to the districts to Mandals Co-ordinate and consolidate plans prepared in respect of

Mandals in the district

Secure the execution plans, projects, schemes etc., relating to Mandals.

General supervision on the activities of M.P. Establish, maintain or expand secondary, vocational and industrial schools Review of INDIRAMMA programme Publish statistics and other information relating to the activities of the local bodies

Advise the Govt on all matters relating to development activities

Advise Govt on the allocation of work among GPs and MPs

Advise Govt on implementation of any statutory or

NIRMAL GRAM PURASKAR

This is an incentive scheme for fully sanitized and open defecation free Gram Panchayts, Mandal Parishads and Zilla Parishads.

Eligibility for Nirmal Gram Puraskar

G.Ps, M.Ps and Z.Ps which achieve 100% sanitation coverage in terms of

100% sanitation coverage of individual houses

100% school sanitation coverage


Free from open defecation Clean environment maintenance

Nostalgic Time line:


1920 1950 1956 1959 District Boards under Andhra Area Local Boards Act, 1920 Andhra Area Village Panchayats Acts, 1950 Hyderabad Village Panchayats Act, 1956 Panchayat Raj setup was introduced. 22-Zilla Parishads 330-Panchayat Samithis by abolishing the District Boards

1986

Panchayat Raj system was reorganized by repealing the old Act and Zilla Praja Parishads were constituted. 22-Zilla Praja Parishads 1093-Mandal Praja Parishads and 21,808-Gram Panchayats.

73rd Constitutional Amendment

What it meant?

Amended in 1992, with a hope that the institutions of grass roots democracy, Panchayats would contribute to attaining the goals of accelerated growth with social justice.

What it did?

This historic amendment witnessed an unprecedented growth in the number of democratic institutions.

Today we have:

A uniform three tier system 2,33,606 Gram Panchayats

6,094 Intermediary Panchayats


543 District Panchayats 26,78,000 elected representatives at village level 1,58,000 at intermediary level 15,600 at district level

37% of them are women


30% of them belong to socio-historically

disadvantaged sections

What it should do?

Make Panchayats as a bridge linking accelerated growth with inclusive growth. Rajiv Gandhi said, it would take a generation, but still it worth the trial and wait.

73rd Constitutional Amendment Devolution of Powers

Genesis

Govt. of AP enacted AP PR Act 1994 reflecting the spirit of Article 243 G of the Constitution 73rd Amendment Act with effect from 30-05-1994. MoPR, GoI held seven round table conferences for elaborate discussions for effective devolution of powers to PRIs (during 2004 & 2005) GoAP formed a committee of group of ministers to have detailed deliberations and arrive at recommendations for devolution of powers to PRIs

Amendment contemplates:

Transfer of 29 subjects to PRIs Transfer of Functions, Funds & Functionaries ZPPs to plan, approve and implement activities under 29 subjects Line departments to release funds to PRIs Line departments to transfer functionaries to PRIs Mandal Praja Parishads to oversee implementation and coordinate GPs to implement and monitor

But in A.P. only 10 subjects which have large interface with public in rural areas have been identified GoAP have formed a Group of Ministers in G.O. Ms. No. 152 GA(Cabinet) Dept, Dt. 22-06-2004 to deliberate and recommend action on Devolution

GoAP have constituted a taskforce to workout & suggest measures on devolution of powers to PRIs on 10 subjects An MoU has been signed by Honble Chief Minister & Union Minister for PR, GoI in April 2006 to devolve 10 core subjects to PRIs with in a year.

School Education

Supervising the general functioning of schools, daily attendance of staff members, quality of instruction, physical amenities, quality of implementation of mid day meals scheme by a sub committee formed with Sarpanch & Ward Members of the Gram Panchayat. The sub-committee will also inspect the works undertaken for improving the schools, repairs & construction of new buildings and supply of furniture

Ten departments have issued G.O.s devolving powers to PRIs But they have not issued corresponding, detailed executive instructions to the districts and below. The executive staff of certain departments are not aware of the G.O.s The operational guidelines may now be translated into TELUGU and communicated to all the functionaries and PRIs at the districts and sub-district levels Arrangements to be made for capacity building of the officials and non-officials at the Extension Training Centres (ETCs) of APARD on these G.O.s on Devolution of Powers to PRIs

Necessary instructions to go to the Treasury Officials (DTA, DTOs and STOs) for ensuring adjustment of funds whenever released into the PD Accounts of PRIs

District level coordination committee under the Charipersonship of the Collector with District Heads of these 10 departments and CEO, ZPP as the convenor may be constituted which shall meet every month. It may review and monitor the contents of the G.O. get transcribed into action. They shall submit a monthly report to the Government which will enhance the ability of the departments to work in close coordination with the PRIs at all the three levels
