Background
Republic Act (RA) No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010) granted local government units (LGUs) greater flexibility towards disaster mitigation, preparation, response, rehabilitation and recovery.
The recently approved National Disaster Risk Reduction and Management Plan (NDRRMP) of 2011-2028 shall become the basis in the preparation of Local Disaster Risk Reduction And Management Plans (LDRRMP) to be validated and accustomed to the local needs for the prevention and mitigation, preparedness, response, rehabilitation and recovery.

2. Disaster preparedness
-the knowledge and capacities to effectively anticipate, respond, and recover from the impacts of likely, imminent or current hazard events or conditions
3. Disaster Response
-the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce negative health impacts, ensure public safety and meet the basic needs of the people affected.
UPDATE
The National Disaster Risk Reduction & Management Council (NDRRMC) has reiterated anew its zero casualty target this typhoon season. Together with other government agencies, NDRRMC conducted on June 11, Tuesday, its planning session, geared at mitigation and preparation. Based on the presentation of the agencies, NDRRMC Director Eduardo del Rosario said the country is now ready to face the rainy season. He said typhoon levels 1 and 2 are manageable but levels 3 and 4 will be needing the mobilization of national government efforts. He added local chief executives also have a big role in disaster preparedness, and they are also accountable for any mismanagement. He said LGUs should already be aware of the hazard maps of each region. The local government officials were also tasked to submit their land use plan. -ABS-CBN News
