DOLE Kabuhayan Starter Kit Project

Objectives
to bring about improved socio-economic wellbeing of workers in the informal economy, in groups/sectors with special concerns, and displaced wage workers (local and overseas) and their families
The Project will provide a livelihood starter kit consisting of a package of services that will enable the target beneficiaries to start quickly a livelihood undertaking and become self-employed . It aims to engage them in sustainable selfemployment through easy to learn livelihood undertakings.

Specific Objectives
To enable the target beneficiaries plan, set-up, start and operate a livelihood undertaking by providing them with the aforesaid ready-to-go, quick rollout self-employment package of services, consisting of short-gestation trainings, start-up kits, business counseling and technical and marketing assistance services; and To enable the target beneficiaries access business services/assistance by establishing municipal/city microbusiness incubation centers that will serve as microbusiness development hubs to promote small business formation by conducting training on production skills, entrepreneurship and business management.

Services
Short-period training on production skills with entrepreneurship and business management Self-instructional Learning Reference Materials (Handbook/Workbook) on Production, Entrepreneurship and Business Management Skills Provision of livelihood tools, equipment, materials and inputs Provision of continuing business advisory and consultancy services at the Community MicroBusiness Incubation Center (CMBIC)

Services
The beneficiaries will be required to enroll in Social Protection Services like SSS, Philhealth and other alternative social protection schemes as soon as the business cycle allows it.

Priority Projects
Simple house-to-house service-oriented skills (massage, plumbing, cosmetology, electrical servicing, welding, native snack preparation, car wash, motorcycle repair, cellular phone repair, appliance repair, upholstery repair etc.) Existing skills of beneficiaries acquired through formal training New skills that can be enhanced/improved through short-period training.

Priority Projects
For displaced overseas workers, the Training Cum Production scheme of the National Reintegration Center for OFWs (NRCO) will be adopted. Thus, group projects requiring common service facility may also be funded.

Program Implementors
LGUs and private sector that will be accredited as co-partners (ACPs) DOLE regional/field office through direct administration
TESDA and other government and private training institutions may be tapped to provide the trainings for identified priority skills

Program Implementors
For the overseas workers, the ACPs may be any of the following: Overseas Family Circles (OFCs); Federation of OFCs; and OFW Returnees Association.

Funding
DK Starter Kit Project shall be funded by the regular regional allocation for Capacitybuilding for Specific Groups of Workers directly released by the DBM to the DOLE ROs

The projects of OFWs and occupationally disabled wage workers shall be funded by the respective centrally-managed NRCO and ECC funds.

COMMITMENTS
All Regional Offices

At least one (1) Municipal/City Business Incubation Center per Field Office should have been established; and At least two hundred (200) beneficiaries per regional office should have been provided with DK Starter Kits With NRCO funds, at least three thousand (3,000) OFWs should have been provided with DK Starter Kits
