Over the years, the major concern of the LGU

in the developing countries has been the financial management and performance of local governments. The Local Government Code of 1991 devolved to the local governments the power and authority to create their own sources or revenue and levy taxes, fees and charges, higher rates on existing taxes and they also get a share in the national taxes which are automatically and directly released to them.

The status or level in a certain municipality plays a vital role in determining the living condition of the people in the municipality. Being included in the lower level or class, we have identified the problem as; How to raise the local revenue in the municipality of Libertad.

The municipality of Libertad is a fifth

class municipality located at the northernmost tip of the province of Antique. The municipality has 19 Barangays covering an area of 9,700 hectares with a population of 16,976. The local government units annual income usually ranges only from P1.5M to P2M.

 Business taxes, real property taxes,

.

community taxes, charges from rents and fees against persons and property, income from economic enterprise and mineral shares are the sources of local income in our municipality. Share from the National specifically the BIR collection of taxes or Internal Revenue Allotment (IRA) amounting to 40M is another source of income in the local government. With these incomes, it is clear that the municipality is an IRA dependent.

Where do we want to go?

The increase of municipal revenue is

necessary in order to uplift the present status of the LGU so that it can effectively and efficiently deliver basic quality services to the constituents.

 To give assistance necessary in building

and strengthening the capability of Barangay units in empowering their respective constituency towards productive and responsible use of resources to achieve self-reliance and sufficiency in close coordination with public and private sectors.

What and How can it be done?

Putting up of TESDA Training Center is

one way in order to enhance the living condition of the people, to increase the employment rate and produce conditions for stimulating economic expansion to help create a stable job base.

 Propose a business ventures for LGU like

water system, construction of lodging . houses and lying-in clinic. Creation of terminals, port construction, increases of local taxes, fees and charges in the market. And also promote and improve tourism sites in the municipality of Libertad.

Policies to be proposed
To make this study possible the following

policies should be implemented. Update the Municipal Revenue Ordinance and increase its taxes for adequate internal revenue generation to support the needs of the municipality. Strictly enforce the Advertisement Incentives Code as well as the creation and implementation of Tourism code.

The analysis clearly shows that the

municipality is likely to continue providing services without being extremely dependent on the central government and its agencies.
