Road Classification
Flexible/ Back-Top Pavement:
Rigid/ Concrete Pavement
Semi-Rigid Pavement
The roads are again grouped as :
Single lane (3.5 m),
intermediate lane (5.5 m),
Double lane (7m with kerb or 7.5 m without kerb) and
multiple lanes (addl. 3.5 m for each lane) depending upon the width of
Carriageway.
On village roads, the width may be restricted to 3 m.
Roads are broadly classified as Rural Roads and Urban Roads.
Rural Roads - National Highways, SHs, MDRs, ODRs, VRs
To design and construction of the roads, Standards prescribed in Indian Road
Congress (IRC) Specifications and Ministry of Road Transport and Highways
(MORT&H) specification are to be observed. Some of the IRC Specifications
frequently used for road construction are :
IRC 37:2012 Guidelines for the design of Flexible Pavement
IRC: SP-20:2002: Rural Roads Manual
IRC 81:1997 & 81:2001- Guidelines for Strengthening Road pavements using
Benkelman Bean Deflection Technique.
IRC 58:2011 - Guidelines for the Design of Rigid Pavements for Highways
IRC 15:2002- Standard Specification and code of Practices for construction of
concrete roads
IRC 86:1983 Geometric Design Standards for Urban Roads in Plains
IRC 73:1980 Geometric Design Standards for Rural (Non-urban)-Highways
IRC 64:1990 - Guidelines for capacity of Roads in Rural Areas
IRC : SP-20:2002 is to be adopted for formation of road, construction of
culvert and minor bridge in village Roads and ODR having projected traffic
intensity less than 450 commercial vehicle per day (CVPD).
The input and parameter for appropriate design of the pavement is based on
traffic and soil strength.
IRC 37:2012 specification is used for designing flexible pavements which
includes bituminous surfacing, granular base and granular base with sub
base courses conforming to IRC Standards or to Section 500 and 400 of
the Specification for Roads and Bridge Works, Ministry of Road
Transport and Highways.

Schedule of Rates
Latest in series is SOR-2013 issued by Works Dept., Govt. of Odisha
Consists of
Basic Rates of Materials
Rate of Labour
Rates of Conveyance of Materials
Hire Charges of Plants and Machineries.
Basic Rates of materials for 174 items are there in SOR-2013.
Rates are mentioned as per three different RDC Zones i.e. Central, Northern
and Southern.
Rates of items from 92-174 is same for all three RDC Zones.
Conveyance of materials is calculated as follows :-
Upto 1st 5 Km.
Every extra Km. beyond 5 Km. and upto to 50 Km.
Every extra Km. beyond 50 Km.

details
Key map indicating the general layout of the roads, takeoff & terminating point, habitations
to be covered by the proposed road, all obligatory points, the nearest important road,
major & minor river etc.
Road plan indicating curves, takeoff & terminating point, location of CDs, habitations, road
furniture, protection work, drainage, passing place and all obligatory points etc. Survey
may be re-conducted wherever necessary to ascertain the same.
Actual Cross Section and Long Section should be shown as per the actual alignment. The CS
should be measured with high accuracy. A register to this effect also should be maintained
chainage-wise supported by graph sheet duly verified by the Executive Engineer.
Design of culverts & bridges with required drawings of stream/river sections as per RRM.
High Flood Level (HFL), Low Water Level (LWL), Road Top Level (RTL) also need to be
shown clearly in the drawing. Plan & section of all structure like CD, retaining/breast wall,
side drain, bridge etc. should be furnished including reinforcement details of the structure
(wherever applicable).
