PART ONE BASIC PROVISIONS

SECTION I THE FORM OF GOVERNMENT

Article 1
1. The form of government of United Empire is that of a
Democracy.
2. Popular sovereignty is the foundation of government.
3. All powers derive from the People and exist for the People
and the Nation; they shall be exercised
as specified by this Constitution.

Article 2
1. Respect, provision and protection of the value of each player
constitute the primary obligations of the leadership at UEMP.

2. UEMP, adhering to the generally recognized rules of

Ikariam, this constitution written pursues the strengthening
of peace and of justice, and the fostering of friendly
relations between alliances and each other as family and
friends.

SECTION II RELATIONS OF CHURCH AND STATE

Article 3 Freedom of Religion - not to impose anything to
anyone’s on faith in the alliance, (for the game per say must
have a priest... or say you must contribute to increase the faith
or else......)
PART TWO INDIVIDUAL AND SOCIAL RIGHTS
Article 4
1. All United Empire Citizens are equal before the law.
2. United Empire Citizens men and women have equal rights and
equal obligations.
3. All persons possessing the qualifications for
citizenship as specified by law are United Empire citizens.
Withdrawal of United Empire citizenship shall be permitted in all
cases without consequence to the individual; some reasons may
include
1) Voluntary leaving the alliance to go to another alliance, or just
wanting to try it on your own
2) undertaking a service to the alliance in the interest of the
alliance
article 5
1) All United Empire Citizens are eligible for public service,
except as otherwise provided by special laws or conditions
due to conflicts with in the alliance.
2. United Empire Citizens can contribute without to the
alliance and make public charges in proportion to their
means.
3. United Empire Citizens capable of bearing arms is
obliged to contribute to the defense of the alliance as
provided by law.
4. Titles of nobility or distinction are recognized in United
Empire.
5. All United Empire Citizens shall have the right to develop
freely their personality and to participate in the social,
economic and political life of the country, but
no so far as they do not infringe the rights of others
or violate the Constitution and the good usages.
6. All persons living within the United Empire alliance
shall enjoy full protection of their life, honor and liberty
irrespective of nationality, race or language and or
religious or political beliefs. Exceptions shall be permitted
only in cases provided by Ikariam rules and standards.
7. Personal liberty is inviolable. No one shall
be prosecuted, and or kicked out of the alliance unless the
act presents itself it and that is the last measure to protect
the dignity and honor of the alliance.
8. Everyone is accountable to each other
9. All civil liberties that a democracy emulates will be enjoyed
by all freedom to vote, freedom from all racial, ethnical,
harassment of any kind

Article 6
1. Every accusation and act to kick a person out of the
alliance must have reasonable judicial warrant which must be
brought up before the senate or such ruling parties in the
leadership to determine the outcome after the judicial parties
have made their determination.
2. a repeated offender of the law of justice could
be kicked out of the alliance for a period of six months times
and to be let back in will be determined
by the council/senate
Article 7
1. There shall be no crime, i.e. pillaging unnecessary of
lower than your account score nor shall punishment be
inflicted unless specified by ikariam law or rules. Alliance
rules about punishment of the act shall be in force prior to
the perpetration of the act, defining the constitutive
elements of the act. In no case shall punishment more
severe than that specified at the time of the perpetration of
the act be inflicted.
2. No act by the governing parties may cause emotional,
downgrading of any kind to the public, that could cause an
uproar in the civility
thereof, all respect to human dignity and honor needs to be
upheld in the constitution.
3. Pillaging of property is permitted if the property is of an
inactive player who is not related to another alliance, all
others contact diplomat United Empires to find out if that is
ok to do.

Article 8
No person shall be deprived of justice and legal
representation and to be heard by an impartial judge

Article 9
1. Every person's home is a sanctuary. The private
and family life of the individual player here at UEMP is to
be respected. No law shall be made that violated an
individual time and controls that person to be playing the
game and forces that person to be in a situation to where
that person time with family at home is being jeopardized.
2. Violators of the preceding provision shall be
punished for violating the home's asylum
and for abuse of power, and shall be liable and punished
according to the laws imposed by the senate and judicial
branch of United Empire.

Article 10
1. Each person, acting on his own or together with others,
shall have the right, observing the laws of the United Empire,
to petition in writing public authorities, who shall be obliged to
take prompt action in accordance with provisions in force,
and to give a written and reasoned reply to the petitioner as
provided by the law.
2. Prosecution of the person who has submitted petition for
punishable acts contained therein shall be permitted only
after notification of the final decision of the authority to
which the petition was addressed has taken place and after
permission of this authority has been obtained.
3. A request for information shall oblige the
competent authority to reply, provided the law thus
stipulates.

Article 11
1. United Empire Citizens shall have the right
to assemble peaceably and respectfully in the forum chat
room.
2. Public security notice for non-alliance members must go
through the diplomat

there is an offense that happens please notify the
diplomat/leader or any one of the administrators/moderators

Article 12
1. United Empire Citizens shall have the right to
form associations to increase trade, comradery, public
relations, and leadership development associations.

2. An association may be dissolved for

violation of the Ikariam rules or laws written by the senate
that have been violated as a substantial provision of its
statutes, by Supreme Court judgment.
Article 13
1. No oath shall be imposed or administered except as
specified by law and in the form determined by law.

Article 14
1. Every person may express and propagate his thoughts
orally, in writing and through the press in compliance with the
laws of the constitution.
2. The press is free. Censorship and all other preventive
measures are prohibited, the misuse of the press is
Strictly forbidden ie (swearing, threatening ect..)
3. All kinds of communication (circulars ect.) is allowed and
encouraged no law shall be formed, verbally to control that.
Unless specified by leadership to prevent confusion and more
activity in the forums.
Article 18
1. There will be a treasurer/ resource manager to help to
keep track of donations to help newer players
2. There will be a minimal donation rate that each player
contributes per town size to prevent needless pillaging from
players that punish other members for doing this

Article 19
Letters and all other forms of free correspondence or
communication during a war shall be bound by national
security and using the circulars may not be the best area to
divulge attacks, resources ect... that gives the enemy an
advantage
Article 20
1. Every person shall be entitled to receive legal protection by
the courts and may plead before them his views concerning
his rights or interests, as specified by law.
2. The right of a person to a prior
hearing also applies in any administrative action or
measure adopted at the expense of his rights or interests.

Article 21
1. Forming Family and close knit friends is the cornerstone
and preservation and the advancement of United Empires,
and is highly encouraged.

Article 22
1. The government shall provide adequate resources to help
developing communities become stronger
2) Mines shall be worked and size and determination of what to
do in the area of resources a state worker will be assigned in
the alliance to handle those questions and or counsels
3) All vacation of the individual player. the player must inform
the alliance when it will happen so the leadership will know
everyone is important and if there is something going on it is
nice to know
if there is anything the government can do to assist while the
player is not there
4) vacation rules for the people in Ikariam need to understand
how long they can go before they go inactive
Article 23
1) All rules in Ikariam must be followed, violations
of the rules will result in a warning first than swift action if
agreed on by the president and senate and judicial branch to
remove that player till that player has stopped the action that
violated the rules in Ikariam.
2) Leadership will provide a location where the Ikariam rules
are posted on the forum so that everyone knows the policies
that govern our actions in Ikariam.
3) Every member must be fully aware of all rules and if there
is a question of the rules, that player is liable to ask that
question and get an answer.
4) Every member is be governed not only by the rules in
Ikariam that are posted and follow the constitution here at
UEMP but adhere to the Terms and Condition of Ikariam ((the
Terms and Conditions along with the rules are on the bottom
