Sustainable Development
Sustainable Development defined as a process of change
in which the exploitation of resources, the direction of
investments, the orientation of technological
development and institutional change are all in
harmony and enhance both current & future potential
to meet human needs and aspirations.
Our present behavior with the environment is no
longer life supporting. To make our relationship with
the environment sustainable, we have to take care of
it by meeting our needs and aspirations of the present
without compromising those of the future.
Sustainable Development
Two thought regarding our attitude towards nature
are:-

1. Frontier mentality and
2. Sustainable society
Thus the development should not endanger the
natural systems that support life on earth natural
Sustainable Development
Frontier mentality:-

It is a human centered view mostly believed by economists
and technocrats that current trend of economics growth &
technological advancement will make the earth a less
crowds and les polluted place. This concepts is based on the
following ideas:-
1. The world has unlimited supply of resources for human use
2. Humans are apart from nature
3. Nature is something to overcome
4. Technology will advance with these ideas but only at te cost
our natural resources which are very limited.

Sustainable Development
Sustainable Development:-

It is a centered around Gandhi's philosophy that earth
provides enough to satisfy every mens need but not any
mans greed. According to environmentalist , the
continuation of the present trend will make the world both
more populated and polluted. In order to prevent an
ecological crisis and for a new sustainable society, the
strategies to be followed are:-

1. Conservation and reduction of excessive use of natural
resources
2. Recycling an reuse of material
3. More use or renewable resources (solar energy) than non-
renewable resources ( oil, coal) for energy
International Agreements/Procedures Related to Environmental Management
Basel Convention is an
international treaty addressing
cleaner production, hazardous
waste minimization and controls
on the movement of these wastes.
Environmental
Management Bureau-

Natural Resources
Ratified on October 21, 1993
Issued Department of Environment
and Natural Resources
Administrative Order 28, Series of
1994: The Interim Guidelines on the
Importation of Recyclable Materials
Containing Hazardous Substances

Montreal Protocol on Substances
that Deplete the Ozone Layer is
an international agreement that
controls the production and
consumption of substances that
can cause ozone depletion.
Environmental
Management Bureau-
Department of
Environment and
Natural Resources
Ratified on July 17, 1991.
Through the Philippine Environment
Code (Presidential Decree No. 1152)
the Philippines expressed its
commitment to improve air quality. It
has set a goal to maintain levels of
air quality in order to protect public
health, to prevent to the greatest
extent practicable, injury and/or
damage to plant and animal life and
property, and to promote social and
economic development of the
country. It provided guidelines for the
phase out of certain Ozone Depleting
Substances.
International Agreements/Procedures Related to Environmental Management
Kyoto Protocol is an agreement made under
the United Nations Framework Convention on
Climate Change (UNFCCC) aims to reduce
the amount of carbon dioxide and other
greenhouse gases.
Environmental Management
Bureau-Department of
Environment and Natural
Resources
Ratified on February 16, 2005.
The Philippines stands to benefit from the Clean
Development Mechanism process under the
Kyoto Protocol. Opportunities for investments in
renewable energy and other carbon dioxide
reducing activities should be harnessed and
promoted with private sector participation. Clean
Development Mechanism process enables
investments at low cost through carbon trading,
and enables the country to cut-back on both local
and global air pollution.
Rotterdam Convention on Prior Informed
Consent (PIC) Procedure for Certain
Hazardous Chemicals and Pesticides in
International Trade
This agreement aims to promote a shared
responsibility between exporting and importing
countries in protecting human health and the
environment from harmful effects of certain
hazardous chemicals that are traded
internationally.
Environmental Management
Bureau-Department of
Environment and Natural
Resources and Fertilizer and
Pesticide Authority-
Department of Agriculture
The prior informed consent procedure aims to
promote shared responsibility between exporting
and importing countries in protecting human
health and the environment from the harmful
effects of trade of certain hazardous chemicals. It
requires exporters trading in a list of hazardous
substances to obtain the prior informed consent of
importers before proceeding with the trade. It
covers 22 pesticides and certain formulations of
others, as well as 5 industrial chemicals.
The Philippines is presently working for the
ratification of the Convention which is now being
undertaken by the Department of Foreign Affairs,
Office of Legal Affairs
