The 2013 Barangay Elections has produced a new corps of
newly-minted barangay officials that need to be capacitated

43% of barangays have an IRA of P 1 M and below

The Program
The BNEO 2013 is a term-based program that
tackles the whole gamut of barangay
governance. It provides guidance in ensuring
smooth transition, conduct of orientation
course, planning, citizenship building,
performance management, specialized courses,
and awards and incentives.

Objectives

1. Facilitate the smooth transition of power and authorities
from the outgoing to the incoming barangay officials;

2. Enhance the competencies of barangay officials in
performing their mandated tasks and responsibilities;

3. Harness the participation of citizens as major partners in
local development;

Part 1: Ensuring Smooth Transition

This is the facilitation of a smooth transition of powers and
authorities from outgoing to the incoming Barangay Officials


This leadership turnover shall be facilitated by the outgoing barangay
officials aided by the local DILG officer.


DILG-NBOO will issue a Memorandum Circular on inventory and
turnover of barangay records and properties (MC 2013-115)


Part 2: Laying the Foundation

Orientation on barangay governance and administration
(duties, powers and functions)

Barangay Governance Performance Management System
(BGPMS) to be used in formulating the Barangay Agenda for
Governance and Development (Barangay AGAD!).

Barangay Agenda for Governance and Development!
(AGAD!) - outlines the priority programs and projects of
the new barangay officials during their term of office. The
BAGAD is classified according to strategic thrust that is
based on the performance areas of the LGPMS, priority
programs and projects, needed legislative measures,
purpose, target date and person or office in charge

Component 2: Looking Forward to Better Governance

Part 1: Enhancing the Barangay Development Plan (BDP)

Integration of Barangay AGAD! in the BDP to ensure budgeting of
priority PPAs of new barangay officials.

CCA-DRRM, gender and peace programs (for conflict-affected
areas) should be mandatory elements in the BDP.

Barangay CapDev Agenda formulation will help in identification
of capacity gaps and needed interventions to implement the BDP

Part 2: Citizenship Building

Aims to strengthen the barangay based institutions by
capacitating the members on its mandates, functions, and
awareness on related national policies and programs,
identification of issues and concerns on the particular sector
including formulation of the BBIs action plan.

Enhance the volunteering spirit at the barangay level by
linking with the volunteer and citizenship desk and
volunteering programs in the locality.

Part 3: Performance Management

Ensure compliance to Performance Measurements and Audits
such as FDP, BGPMS, child friendly barangay, disaster resilient
barangay, among others.

Component 3: Competency Enhancement


Specialized courses will be made available to further
capacitate Barangay officials and functionaries.

These courses will be demand-driven and will focus on areas
like planning, legislation, budgeting, and other programs
based on national priorities

Good Practices in Local Governance Facility for Adaptation
and Replication (GOFAR) will be utilized in Benchmarking
(Study Visits)

Component 4: Enhancing Barangay Performance: Awards
and Incentives

NBOO will compile inventory of awards and incentives
programs

Information campaign and linkage to awards programs
will be conducted

Recognition for outstanding barangays which utilized
innovative and replicable programs.

Target Participants

The program will target all barangay officials nationwide,
specifically:

Component 1: All barangay officials including their barangay
secretary and treasurer

Component 2: All barangay officials including the members
of the BBIs

Component 3: All interested barangay officials

Component 4: All qualified barangay officials

To aid in the delivery of the Programs various components, the
Department has developed various pertinent Knowledge Products
and output templates to aide the participants in their learning
journey:

Provide guidelines for the conduct of the program
Provide technical assistance in the preparation of the
design and conduct of the orientation program

the BNEO Program

Market the program and forge partnership with LGUs, various leagues
and other stakeholders in the implementation of the program
In coordination with the local chapter of the Liga ng mga Barangay,
manage the implementation of the program
Provide assistance in designing the program
Ensure that all training and other capacity building activities shall be
done strictly-on site
Monitor the conduct of the program and submit report to the DILG
Secretary through the Local Government Academy

Provide technical assistance in finalizing the design of the
program
Ensure the participation of new sets of barangay officials
in the program
Forge partnership with the DILG and other development
stakeholders in the implementation of the BNEO Program
Assist DILG Regional/Field Offices in managing the
program at the field level
Market the program
Ensure participation of barangay officials in the program
Ensure the accomplishment of requires outputs
Provide counterpart funding for the over-all implementation
of the BNEO Program
