THE "SHOMER" ORGANIZATION
established during the rule of the Ottoman
Empire
Considered as The first steps in operating
a Hebrew Police System in Israel
Their function was to protect the Jewish
inhabitants from Arab rioters.
THE PERIOD OF THE BRITISH MANDATE
In 1920, The police force was established
The Palestine Police Force was the
organization responsible for policing and
public security in Israel during the British
Mandate.
The police force also contained the
Criminal Investigations Department (CID)
and various Gendarmerie units
It was comprised of two sections: a British
section and Palestinian section.
The majority of the high ranking officers
were British while most of the policemen
were locals Arabs and Jews.

THE ISRAELI POLICE AFTER THE
ESTABLISHMENT OF THE STATE OF ISRAEL
in 1948, Ezeckial Sahar, who later become the
first inspector General, led a team who began
planning the Israeli Police Force.
It started with 1200 men at the disposal of the
Police, in addition to the 700 constables who
had served in the Palestine Police during the
Mandate.
POLICE ACT OF 1926
The law which mandates the translation of
procedures of the British Police Force and the
names of the ranks into Hebrew.
The uniforms, the deployment to police stations,
the structure of the stations and the modi
operandi were also determined by British Police
practice.

RESPONSIBILITIES OF
ISRAEL POLICE
FORCE
PUBLIC SECURITY
Prevention of acts of terror - The police conduct
patrols and raids, and work to increase public
awareness.
Response to calls from citizens requesting
examination of suspicious objects, and dismantling
of explosive devices
Deployment in terrorist incidents - Rescue of
citizens, evacuation of casualties, searching for
additional bombs, distancing of curious bystanders,
directing traffic to alternative routes, arresting of
suspects
Arrangement of security procedures in
cities, towns and rural communities
Organization of volunteers in the context of
the Civil Guard for routine and emergency
functions
MAINTAINING LAW AND ORDER
Response to reports of public disturbances
Response to demonstrations, unlawful
gatherings and delinquency
Responsibility for detainees in detention
centers, escorting of detainees to and from
the courthouse
Implementation of court orders

Responsibility for security and maintenance of
public order in government agencies, public
institutions, foreign embassies and consulates, etc.
Responsibility for security and maintenance of
public order at official ceremonies

including seaports and airports

THE POLICE DISTRICTS
The underlying principle of the operation of
these districts is that of a unified command.
The district commanders are responsible
for Police operations in their districts:
internal security, public order and the war
on crime.
The Israeli Police Force has six territorial
districts:
Northern,
Central,
Tel-Aviv,
Jerusalem,
Southern
Judea and Samaria.

REGIONAL HEADQUARTERS
In over 19 regions spread through out the
country, the regional headquarters were
established to:
coordinate, supervise and control the stations
in their area,
report to the district headquarters they are
directly under.

the basic unit that provides most of the
police services to the citizen.
There are 54 Stations spread out
nationwide
The functions of the Stations include
all the patrol and internal security
assignments in the judicial area of the
Station,
Investigations,
data collection
intelligence information regarding
offences committed in its area
Recruitment process
A candidate for recruitment to a field
job is required to undergo thorough
screening and placement processes,
which take place in three stages:
FIRST STAGE
The recruiting office reviews the incoming
resumes according to the available vacancies,
the candidates background, residence etc.
The recruiting office also performs an initial
assessment of the suitability within the police
databases (such as criminal record searches,
traffic, repossessions, prior attempts at
recruitment etc.).
If the candidate is found to be suitable for
starting the process, then s/he will be
invited to begin the classification process at
the Bat Yam recruiting office (9 Raziel
Street).
The office invites the candidates to a
classification day during which they undergo
aptitude tests, a person-to-person interview and
medical examinations.

The candidate is required to arrive at the recruiting office
on the classification day with all of the following
paperwork:
A) Official IDF certificate of discharge - including the
commanders evaluation and the conduct rating.
B) Original certificates of education, recognized by
the Ministry of Education
(secondary/tertiary/certificate studies).
C) A health certificate, signed by a family doctor and
results of medical checkups provided by the
applicants HMO - including an ECG test or stress test
as detailed in the medical certificate form.

SECOND STAGE
A candidate who has successfully passed the
classification day and has been found suitable to
continue the process, will be invited to an evaluation
center (a mini-team-building exercise) for two days at
the police operational fitness academy in Havatzelet
HaSharon - Neurim.
At the evaluation center the candidates suitability is
tested through simulations, tasks and role plays.
In the course of the team-building exercise the
candidates are required to undergo a physical fitness
test.

THE PHYSICAL FITNESS TEST
Men
Aerobic test - 2000 run, required time for
completion: 11 minutes or less.
Abdominal muscles (sit-ups) - at least 45 sit-
ups.
Arm muscles (push-ups) - at least 30 push-
ups.

Women
Aerobic test - 1000 run, required time for
completion: 6 1/2 minutes or less.
Abdominal muscles (sit-ups) - at least 33 sit-
ups.
Arm muscles (push-ups) - at least 22 push-
ups.
THIRD STAGE
A successful candidate will be invited for the security
officer talk.
Prior to arrival for the talk, the following forms must be
filled out and brought for the day:
- Security questionnaire - a Classified
questionnaire - attached
- A Secret questionnaire - must be filled in over the
computer only:

A candidate who has successfully completed all
of the classification tests, and who will be
contacted to coordinate a recruitment date, will
be required to prepare in advance the pension
forms, provident fund forms and advanced study
fund forms, all signed by an insurance broker
and to transfer them the handling recruitment
office.
