Planning tasks and network
Pre-planning activities are high especially when operator is
Greenfield or deploying a new technology
Main focus in existing operators are in coverage and capacity
as well as configuration planning
Optimisation is main task in overall network planning and it is
always recommended to be done and kept as a very
important task of network operation

1. Make sure that there is enough coverage
Low drop call rate with good quality
2. Put sites close to the users
No blocking if all cells collect some traffic
low Interference if UEs are near to the cell
3. Avoid unnecessary overlapping between the cells
low interference level
High throughput for PS data
Low Soft handover overhead

Radio dimensioning process Basics
Dimensioning process can be split in high level steps:
Input data
Cell Plan
Network Plan UTRAN
Final Network
Input data has big influence on whole result
Cell Planning needs to follow customer input and system performance
Network plan needs to follow customer requirements and also detailed
mapping to planned network conditions
Final Network is the result from the iterative analysis of inputs,
performance values and also area and requirement mapping

Input Data
Input data includes for example
Traffic model and capacity requirements
Coverage Requirements
Quality Requirements
Similarly customer might have special requirements (e.g.
road, train coverage)
When number of sites is fixed the traffic model,
capacity/coverage and quality requirements are not as an
input
More as an output of estimation (i.e. what can be achieved with X
number of sites)

Coverage and capacity dimensioning
Dimensioning process has two main parts:
Coverage dimensioning which is handled mainly in Link Budget
Capacity dimensioning
Mainly calculation are for shared DCH + HSPA carrier, but more and more
focusing also on dedicated carriers and multi-carriers
Link budget and Capacity dimensioning are connected to each other in
order to model coverage and capacity iteration and impact on both parts

Capacity and equipment calculation
Among R99 limitation, where one is the total number of sites available
HSDPA capacity is also tied on signal condition, thus impacted by interference
HSDPA has commonly lower priority than R99 CS services, thus available condition
might change
HSDPA features impact on capacity as well as needed amount of HW.

HSUPA brings somewhat new challenges on dimensioning
HSUPA is sharing capacity between other UL services
HSUPA equipment dimensioning differs from R99 and HSDPA
When network HSPA services are increasing commonly
additional carrier is needed to support higher demand of
HSPA.

Summary
Planning process can be divided to three main phases
Pre-planning
Detailed planning
Optimisation
Successful dimensioning depends on sufficient and
accurate input data
Even best dimensioning results provides only an estimate
