1 Citation and commencement.


These regulations may be cited as the Education
(School Associations) Regulations 1998 and shall
come into force on 21 May 1998.
2 Application.
These Regulations applies to government and
government-aided schools.

3 Interpretation.
In these Regulations
"adviser" means a teacher appointed by the head
teacher or principal to give advice to a school
association;
"committee" means a group of persons appointed or
elected to carry out the duties of a school association;

3. Interpretation/...
"head teacher" or "principal" means an officer in the
Education Service appointed by the Director General of
Education to manage a school;
"school association" means any club or association of
pupils and teachers of a school.

4. Establishment of school associations.


The head teacher or principal, after receiving a written
application, shall establish the following categories of
school associations:
(a) subjects taught in school as specified in the
Education (National Curriculum) Regulations 1997;
(b) hobbies and recreations;
(c) sports and games;
(d) uniformed body; or
(e) any other association approved by the Registrar.

5. Reports.
(1) The committee of every school association shall
furnish in writing to the head teacher or
principal, a complete report of the following:
(a) the constitution and regulation of the
association;
(b) the list of members of the committee
and association; and
(c) the list of the association's main
activities.

5. Reports/..
(2) The reports shall be furnished within fourteen
days of the coming into force of these Regulations
or in the case of an association formed after the
coming into force of these Regulations, within
fourteen days of the first meeting of the
association.

(3) The constitution and regulations of the school
association shall be approved by the head
teacher or principal.

6. Changes in the constitution and regulations of


school association.
(1) The committee of every school association shall
furnish in writing to the head teacher or
principal, a complete report of any change in the
constitution, regulations, committee members
of the association.

(2) Such reports must be furnished within fourteen
days from the date upon which the change to
which the related report took place
and shall be verified by the signature of the
chairman and secretary of the school association
concerned.

(2) The head teacher or principal may, accept or
refuse to accept the changes mentioned in subregulation (1)

7. School association's record.

The head teacher or principal shall keep or cause to


be kept a record concerning members of the school
association within thirty days after the coming into
force of these Regulations and shall be made
available for inspection by the Registrar.

8. Adviser.

The head teacher or principal shall appoint a teacher


or teachers to act as an adviser or advisers to each
school association and the head teacher or principal
shall keep or cause to be kept a written record of
such information and shall be made available for
inspection by the Registrar.

9. Accounts.
(1) The accounts of every school associations shall
be under the control of the head teacher or
principal or of an adviser.
(2) The head teacher or principal shall keep or cause
to be kept proper accounts and shall retain it in
his custody for a period of not less than six
months after the end of each financial year and
shall he made available for inspection by the
Registrar.

(3) Any sponsorship or collection for each school
association must get the approval of the head
teacher or principal.

10. Meetings.
Every meeting of a school association or of its
committee shall be attended by the adviser and any
other teacher appointed for that purpose by the head
teacher or principal.

11. Compliance of school associations managements,


etc.

The Registrar, head teacher or principal may, direct


that any school association comply with such
conditions as to its management, activities,
membership or otherwise in respect of that
association.

12. Dissolution of school associations.
(1) The Registrar, head teacher or principal may, in
writing order that any school association be dissolved if
he is satisfied that such association is likely to be used
for the purpose
(a) which does not benefit the pupils or teachers;
(b) of political propaganda which is prejudicial to the
interests of Malaysia or of the public;
(c) which is prejudicial to the interest of the pupils; or
(d) which contravenes any of the provisions of these
Regulations.

12. Dissolution of school associations.
(2) Every order made under sub-regulation (1) or regulation
10 shall be published by affixing a copy upon the school
notice board or in a conspicuous place on the school
premises.
13. Repeal.
The Regulations Under Section 92 of the Education
Ordinance 1952 is repealed.
