How does this Blueprint intend to

deal with

access

Literacy
Uniform standards for Bahasa Malaysia rolled out at
primary level, with remedial support for students
struggling in Bahasa Malaysia and English language.
Bahasa Malaysia curriculum will be standardized
across National and National type primary
schools.
expand LINUS program beyond basic Bahasa
Malaysia literacy to include basic English language
literacy. (pg. 8-6)

Literacy
Introducing LINUS 2.0 with an expected scope
to address English literacy
LINUS 2.0 will address English literacy as well as
Bahasa Malaysia literacy and numeracy.
Students in Years 1 to 3 will be screened twice a
year to determine if they are progressing in
Bahasa Malaysia and English literacy at an
expected pace. If not, they will receive remedial
coaching until they are able to return to
mainstream curriculum. (pg. E-12)

Literacy
Introduce a standard Bahasa Malaysia
curriculum at the primary level, with intensive
remedial support for struggling students.
National and National type schools will use a
standard Bahasa Malaysia curriculum.
At National type schools, students struggling
with this change will receive remedial afterschool Bahasa Malaysia classes from Years 4 to 6.

Literacy
Equip every parent to support their childs
learning through a parent engagement toolkit
and online access to their childs in school
progress.
Parents will sign home-school agreements that
specify actions they can do at home, including
helping the children build literacy and numeracy
skills at home. (pg. E-22)

Literacy
Ensuring that all teachers and Ministry
officials are ICT literate
Ministry will enhance its existing set of training
programs to ensure that all teachers meet a
minimum level of ICT literacy by the end of 2015.

Ministry will also enquire all English teachers to
undergo the CPT with those who fail the level will
undergo training. (pg. 8 6)

Access
Every child in Malaysia deserves equal access to
an education that will enable that child to
achieve his or her potential. The Ministry thus
aspires to ensure universal access and full
enrolment of all children from preschool
through to upper secondary school level (Form
5) by 2020.

Provide equal access to quality
education of an international standard.

Why it is needed?
Due to todays ever-changing economy,
students(SS) need to be able to:

As an enabler for social mobility,


enabling children born in poor families to
earn higher incomes as adults.

How?
Standards for SS outcomes and learning
practices will be benchmarked and
aligned with high performing education
system.
SS who need more help will be given
access to the right levels of support.
