SPATIAL PLANNING AS A DISASTER MITIGATION APPROACH

Spatial planning
should
accommodate
human activities,
realize the integrity
of human activities
and available space,
and realize the
protection towards
negative impacts of
space utilization,
including: disaster
risk vulnerability

Dilengkapi

(Zoning Regulation)

Spatial Planning Policies based on disaster mitigation are

directly integrated on Spatial Plan Documents (RTRW)

Development Plan

Zoning Regulation agreed by all the stakeholders related to spatial planning should
include acceptable risk level as an integral part of the detailed spatial plan (RRTR)
and stipulated as a legal document that have legal binding

SPATIAL PLANNING AS A DISASTER MITIGATION APPROACH

Identification of physical
condition of the area in the
formulation of RTRW

A. Pre Disaster
1. Identification of the disaster
risk level
2. Identification of land
suitability
3. Direction of suitable land
utilization
4. Limitation of development in
disaster-prone areas which
has low land-suitability level
5. Formulation of space pattern
plan, including the
distribution of conservation
and cultivation areas

Landslide in Manado

SPATIAL PLANNING AS A DISASTER MITIGATION APPROACH

8. Determination of the evacuation zone and

its public and social facilities used as the
service center, in anticipation of the
beginning of disaster crisis era.

Flash flood in Ambon

7. Zoning Regulation consists of: prohibition,

limitation, conditional permit, additional
rules as well as exceptions in accordance
with the classification of the risk level of
each disaster-prone area (high, medium,
and low).

Landslide in Sinabung

6. Space utilization rule for conservation

area as well as cultivation area is
stipulated in the detailed spatial plan
(RRTR), as the basic of the establishment
and implementation of zoning regulation.
