There was the outbreak of the manganese poisoning in the dry
battery manufacturing about 41 workers were killed in 2507.
-

- In 2515 there was a revolution decree 103 dated 16 march 2515


announced the Safety protection regulation for workers health.

-In 2519 the ministry of interior launched many OSH regulations.

- In B.E 2525 the government considered that the accidents form

work were serous then the government cooperative with USAID


and ILO donate the fund to established the office of National
Institute for Improvement of Working Conditions and
Environment to give the technical support on OSH.
- In B.E 2528 the ministry of interior launched the ministerial of
interior required the employer in the enterprises with more than
100 employee shall provide at least 1 safety officer to manage
OSH program for the enterprise.

- In B.E 2536 there was a terrible disaster. It was a huge fire


accident at Cader Industry (Thailand) and Thai JEWFU
international companies. Only 6 hours of accidents 3 buildings were
destroyed and 188 workers were killed while 481workers injured.
- In B.E 2536 set up the Ministry of Labour and Social Welfare and
B.E 2537 launched the Workmen Compensation Act 2537 , 22%
the fund will be transferred to organize the safety protection
program.

Scope of the OSHE Act administered by Ministry of Labour


1. The objectives of this Act.
1.1 Reducing risks at source by requiring all stakeholders to
eliminate or minimize the risks they create.
1.2 Instilling greater ownership of safety and health outcomes by
industry.
1.3 Preventing accidents through higher penalties for poor safety
management.

2. Scope of OSHE ACT.


The OSHE ACT B.E 2554 enforce to all types of enterprises that
having employee one or more.
N.B There are exceptions on this regulation. It does not enforce in
central government services, provincial government services and
local government services.

3. Penalty
The act states that who violates the OSHE Act. management will be the following
1) Fined at 50,000 baht min. to 800,000 baht max. or
2) Imprisoned at 3 months min to 2 years max. or
3) Both

4. Authority of Labour Inspectorate


To enter the workplace, investigate the labour management, interview, take
pictures, request concerned documents, sampling the raw material or product
etc. for OSHE analyze purposed. To stop the working or operation in the area
or machine that caused the accident or harms to the workers

5. Enforcement in case of violation


1) To command employer(s) do not allow the worker(s) to work in those
unsafe areas or machines before renovate or improve those machines or areas
2) To stop the use of unsafe areas or machines partially or the whole.

The Ministerial Regulation, Specification of Occupational Safety, Hygiene


and Environment Management Standards on Radiation B.E.2547.

Aim
To be a guideline for preventing the workers from the danger
of the ionizing radiation in the workplace.

Scope and enforcement


All enterprises that have or produce the source of radiation such as
alpha ray, beta ray, electron particle proton particle and neutron
particle

The details of this regulation


The employer who produces or has the ionizing radiation must be the responsibilities
as follows :
1. The responsibilities on hazard prevention and protection
(1) Report on the amount of ionizing radiation being used to the government.
(2) Area restricted by fence, dike or line and posts the warning sign in Thai language
with dark font on yellow background as beware the radiation, do not enter
(3) Provide the equipment or tools to reduce the radiation at source or path and set
the guide or required time to operate the excess radiation at the workplace
(4) Provide the personal radiation detector for each employee to wear all the time
when working in the restricted area
(5) Record the result of radiation accumulation of each employee and report in the
provided form to government and to exposed employee and keep it for ready to be
inspected by the officer.

(6) Provide at least one employee to work in this area all the time when the radiation
operated. This employee should graduate at lease bachelor degree or equivalent on
science and has background on radiation hazard protection 3 credits or has been trained
and passed on radiation protection course at Office of Atomic Energy for Peace, Ministry
of Science and Technology or other institute that ministry of labour approve.
(7) Submit the name and data of radiation control operators to the government
(8) Provide sink and shower, locker, washing machine for the operators to clean
themselves, their equipments, tools and dresses. And shall provide the specific waste
containers for keeping the radiation contaminated dresses and tools
(9) Establish the emergency plan to protect and control the radiation leak and report
to the government

2. The responsibilities on providing the warning sign, label and alarm signal
(1) Provide the warning sign and install in the opened area that can be seen easily at
area that will exposed to radiation dust or at the radiation material storage. The warning
sign shall be recommend by the government.
(2) Attach the label and warning on each radiation container or packaging follow
the government recommend.
(3) Post the prohibited sign for not handle the contaminated tools or materials out
from working area.
(4) Install the red rotary lamp at the place that can easily see to warn the high
radiation area.
(5) Provide the emergency warning system to warn the employee in case of
emergency to evacuate to the safe place.

3. The responsibilities on the reporting system


(1) In case of the generator, equipment, tools and machine that generate
The ionizing radiation was damage, destroy, broken or lost that will cause the radiation
leakage, pouring, dropping or dispersing, loose; fire, radiation harm or disaster. These
will cause the employee to get an accident, illness or death. In this case the employer
shall report to the government immediately.
(2) In case of death, illness, accident or work related disease from ioninzing
radiation occurs the employers shall report to government within 15 days.
(3) Report the activities of radiation operations to the government every six month .

4. The responsibilities on providing the personal protective equipments and


other duties
(1) Provide the approved personal protective equipments and other duties.
(2) Train the operator who shall work with the radiation to know, understand the
hazard and preventive measure about radiation before starting operation. The course
shall be approved by government.
(3) Set the guideline, procedure, instruction and regulation on radiation safety
in Thai and post it at the employee working place.
(4) Provide medical checkup annually for each operator who exposed to the
radiation and keep the result for inspection by government officers. In case of finding
something mistake or illness from work to the worker, employer shall immediately
give the medication and rotate this operator to the new job temporally upon the doctor
opinion or as the management consideration

The Ministerial Regulation, Specification of Occupational Safety, Health


and Environment Management Standards on Confined Space B.E.2547.
Aim
To protect the employees from hazard in confined area .
Scope and enforcement
The regulation will enforce to all enterprises that have the confined space
working area .The meaning of confines space is the place that have the exit
way limited and have not enough air ventilation to purify the
contamination into good hygiene and safety. Those places are tunnel, cave,
pond, hole, underground room strong room, ferment tank, tank, silo, pipe,
stove, container or the similarly things.

The details of the regulation


1. to request the employer to provide such things to ensure the confined space
working area is safe by :

(1) Installing the warning sign Confined area, danger, not allows to enter at
the front of entrance and install the barrier or cover to protect the person go in or fall down
(2) Having a permission letter for the confined space workers which have the details
follow the government requirement
(3) Providing the report of air monitoring and evaluating in the confined area
before and during the operation in those confined area.
(4) Providing training on confined space safety to all employee who shall work in the
confined space. The training course should follow the government requirement and keep
the record ready for investigation.
(5) Nominating the efficient workers who passed the training in confined space safety
as a leader when working in the confined area.

(6) Providing a trained employee as a buddy with full rescue equipment when work
in confined space.
(7) Providing the personal protective equipment, the proper rescue or assist
equipment follow the government requirement.
(8) Closing, protecting or any action to prevent harmful material from the outside
enter to the confined area while the workers are working.
(9) Providing the suitable walkway or route for entry and exit.
(10) Installing the prohibited sign No smoking at the confined space entrance.
(11) Providing the explosion proof electrical equipment to work in confined area.
(12) Providing the portable fire extinguishers.
(13) Prohibiting the workers to make some heat or flame and use the evaporate
material, toxic substance or flammable substances in the confined area except the safety
measurement provided.

2. Every confined space, should be provided :


(1) A supervisor who passed the confined space safety training.
(2) A buddy or more who passed the confined space safety training.
(3) Confined space workers should have the permit to work and could not work
on many tasks in the confined area in the same time.

The Ministerial Regulation, Specification and methodology of employee


health check up and report to the labor inspectorate B.E.2547.
Aim
- To protect and monitor health problem related to work for employee
Scope and enforcement
- To enforce all risk potential enterprises that employed the worker 1
person or over.
- The risk potential work means the work that expose to radiation
including hazard chemical, toxic micro organism, heat, cold, vibration,
compressed air, light, noise and other harmful working environment that
will be announced

The details of the regulation


1. The employer that request the workers to work in the risk potential areas shall
manage the safety at workplace as the following
1.1 Every employee shall get the health examination by the physician
(1) Who has a certificate of occupational medicine or
(2) Pass the occupational medicine training course
(3) Has a property as required by law
1.2 Provide a medical check up to the employees as the following items
(1) First check up within 30 days since the employee start to work
(2) Annual check up
(3) In case of check up requirement for some task or exposed, the check up should
be provided follow those schedule
(4) In case of job rotation and that job or task is difference from present job or task.
The employer shall provide a check up repeat within 30 days since rotation

1.3 In case of 3 days absent from work because of injured or illness. The employer shall
consult the treatment doctor or enterprise doctor or provide health check up prior sent the
worker back to work.
1.4 Providing a check up record book for each worker follow the government requirement.
This book should be recorded every time when providing the check up activities.
1.5 Keeping the annual check up record of termination employment of each employee at
least 2 years or upon the prosecution on violation of employer or the case of disease or health
problem. The employer shall keep those records until the final sentence of court. And the
employer shall not bring the employee health data to be worth them without suitable reasons.
1.6 Reporting health check up to the workers as the following
(1) Every abnormal case shall be reported to employee within 3 days since known the
result report.
(2) Every normal case shall be reported to employee within 7 days since known the
result report.

1.7 Providing the physical treatment to the abnormal case or sick employees immediately
and investigate the condition that cause the illness or abnormal for protection purposes.
1.8 The employer shall send report of the abnormal or illness case and the result of
treatment, protection measurement to the government follow the requirement with in 30
days since known that abnormal or illness.
1.9 Rotating this employee to another job if employee has medical evidence saying that
they can not work in the present duty.
1.10 The employer shall give the health check up record book of exposed employee back
to them when termination.
2 The responsibilities of doctor after providing a medical check up services.
2.1 Have to record all detail about the result of check up, comment from doctor about
the health of workers that may impact or obstruct to work.
2.2 Have to give a comment and signature on that check up day.

The Ministerial Regulation, Specification and Occupational Safety, Health


and Environment Management Standards on Diving Works B.E.2548.
Aim
To provide safety at work for diving.
Scope and enforcement
This regulation enforces to the employer who has the employee work in diving
job which has the depth from 10 feet to 300 feet.

The details of the regulation


1. The employer shall inform the place to dive following the requirement of
government within 7 days before operation.
2. provide health check up to the diving employees following the regulation.
3. the diving employees should have the age at least 18 years old, good health and
no disease as mention in the law and having the diving knowledge including
experience, The diving employees should pass the diving course that government
requires.
4. All diving operations should have personnel team as the following
(1) Head of diving team
(2) Diving escort
(3) Diving employees
(4) Reserve diving employees ready to dive and The controller of air supply.

The Ministerial Regulation, Specification and Occupational Safety, Health


and Environment Management Standards on Heat, Light and Noise
B.E.2548.
Aim
To protect and prevent the workers from working environment with heat,
light noise and monitor the health hazard in the workplaces.

Scope and enforcement


All enterprise which employ one worker or more.

The details of the regulation


1. The employers shall provide the safety measure for preventing the following
physical hazards.
1.1 Heat
The employer shall control and maintain the heat level in the workplace not over
the standard limits as the following conditions
(1) For the light work, the heat level shall not over the average Wet Bulb
Globe Temperature (WBGT) of 34 degree Celsius.
(2) For the moderate work, the heat level shall not over the average WBGT of
32 degree Celsius.
(3) For the heavy work, the heat level shall not over the average WBGT of 30
degree Celsius.

1.2 Light
The employer shall provide the illumination in the workplace according to the
standard requirement .
(1) The general area in workplace such as walkway, toilet etc, and the standard
Requirement is shown in the table 1
(2) The production area: the standard requirement is shown in the table 2
( 3) The area that employees look at specific point or look at the same point: the
standard requirement is shown in the table 3
(4) The area that employees look at specific point or look at the same point and
has no standard requirement shown in the table 3 shall be follow the standard
shown in the table 4
(5) The surrounding of working areas that employee has to look at specific
point: the standard requirement is shown in the table 5

1.3 Noise

(1) The employer should control the level of noise not over the average
standard at working hour.
(2) The employer shall stop the employee not to work in the area that noise
level is over 140 dB (A).
(3) If there is the average of noise level in workplace in the 8 working hours
in higher than 85 dB (A). The employer should provide the noise conservation
program as the government recommend.
(4) In the working areas that has the over noise level standard, the
employer shall provide the warning sigh to wear the personal protective
equipment.

The Ministerial Regulation, Specification and Occupational Safety,


Health and Environment Management Standards B.E.2549.
Aim
- To establish the responsible person on OSHE activities in the workplace
- To set up the bi-partite OSHE management system
Scope of compulsory
The 14 categories of establishments had been announced by this
regulation.

The details of the regulation


The employers shall
1. Set up the work instruction and safety operation procedure and provide the
educating and training to ensure that the employee will work safely. This is
including the direct sub contactors and indirect sub contactor that work in the
workplace.
2. All new workers and rotated workers to new task that will harm more than
the previous task . The employers should provide the training on OSHE and
instruction and procedure to employees before let them start to work.
3. All safety measures and concerning information at the new workplace should
be inform to the new assigned workers.

4. The employer in the enterprises at the categories 1-5 who employ at least 2
employees and at the categories 6-14 who employ at least 20 employees shall
nominate the employees who are or were the safety officer at supervisory level in
the former law to be trained as the new safety officer at supervisory level within
180 days since appointment to be the supervisor.
5. The employer in the enterprises at the categories 1-5 who employ at least 2
employees and at the categories 6-14 who employ at least 20 employees shall
nominate the employees who are or were the safety officer at executive level in the
former law to be trained as the new safety officer at executive level within 180 days
since appointment to be the executives.
6. The employer in the enterprises at the categories 2-5 who employ 20-49
employees shall nominate the employee who is or was the safety officer at operator
level in the former law to be trained as the new safety officer at technical level
within 180 days since employ the 20 employees up.

7. The employer in the enterprises at the categories 2-5 who employ 50-99
employees shall nominate the employee who graduate at least in the technician
diploma level to be trained as the new safety officer at high technical level within
180 days since employ the 50 employees or more.
8. The employer in the enterprises at the categories 1 who employ 2 employees
and at the categories 2-5 who employ 100 employees shall nominate the employee
who graduate at least in the bachelor degree level or who is or was the safety officer
at professional level in the former law to be trained or who graduate in bachelor
degree on occupational health and safety or equivalent as the new safety officer at
professional level within 180 days since employ the 100 employees up.

9. The employer who has 50 employees or more shall set up the Occupational
Safety, Health and Environment Committee in workplace under the proportion
which require by the regulation within 30 days.
(1) the committee member term is 2 years
(2) the OSHE meeting should conduct once a month
(3) the employer shall provide the OSHE knowledge as the regulation
for OSH member within 60 days after set up the OSHE committee
(4) When any accident occur to the employee or sub contactor such as injuries
organ loose, disability or death. The employer shall conduct the OSH committee
meeting immediately and report the improvement to the employer.
10. The employer at the categories 1 who employ employees more than 2 and at
the categories 2-5 who employ employees more than 200 shall establish the OSH
Working units within 360 days and remain the OSH function even the reduction of
number of employees except the number of employees is less than 100 persons.

11. The OSHE working unit shall direct under the top management of that
enterprise.
12. The head of OSHE function is or was the safety officer at professional level or
safety officer at and level who will be trained as required by regulation.
13. The employer shall report the name of safety officer at all level to the
Government.
14. The employer shall send the report about OSH activities by safety officer at
high technical level or at professional level quarterly within 30 days.
15. reports the accident, illnesses of looses within 15 days.
16. submit the OSH committee name-list and responsibilities to the government
within 15 days.
17. The employer shall keep the report of meeting or other concerns documents
for two years

The following table shown the minimum requirement in number of employee


that enterprise at each category shall appoint the safety officer at each level and
establish the OSH functions.

Piling work

1. Specify the construction area


2. Perform work according to the specification of pile driver, If there is no such

11.The pile driver of inside combustion system, steam system, gas, hydraulic
or diesel hammer system must be done as specified by law
12. Employer must provide workers according to type of work

The Ministerial Regulation on Working with Machines, Derricks


and Boilers B.E.2552 (A.D.2009).
Aim
- To control and prevent hazard to all employees who work with these
equipment.
Scope and enforcement
- To enforce all types of workplace that has one or more employee where
work is operated by these equipment.

Details of the regulation


1. Specified safety issues while working with machine as followed
1.1 All machines that are operated by electricity shall be grounded to
prevent short circuit current
1.2 Electric wire connected machine shall be run underground or from
overhead and shall be encased in the duct
1.3 Manual pressing machine shall have guard or use accessory instead
of hand
1.4 Foot pedal pressing machine shall have foot rest and cover to
protect unintentional stepping on.
1.5 Electrical pressing or cutting machine fed by hand shall have 2
switches

1.5 Electrical pressing or cutting machine fed by hand shall have 2 switches
1.6 Machine transmitting energy by means of shaft, belt, pulley, and fly wheel
shall have a steel colander to cover the moving part and power transmitting part
1.7 Circular saw blade shall have guard for the part of blade that is placed
higher than the level of tables surface
1.8 Cutting sharpening or grinding equipment shall have means to cover
spark or scrap metal during the operation
2. Provide personal protective equipment

Electricity
Aim
- To control any hazard occurred from electricity such as electrical
equipment, electric wring, electricity volume used, life electrical lines,
prevention of over-load electricity, ground line, lighting rod and other
preventive equipment for working with electrical power
Scope of law and its enforcement
- To enforce all types of workplace where there is one or more employee

The details of the regulation


- Electric wiring and electrical equipment must not break down
- Maintain a distance as specified if work in the area where there is a electric power
except
* wear PPE * have insulator * have specific technique to operate work
- Type of electric wire must be suitable for each work and complied with standard
- Safety cut shall be fixed at the point where electric wires are in difference size and
between meter and electric wire in the building
- Soft cable line of portable electrical equipment must not have any connection or
junction
- Install enough sockets for working
- Installation of transformer of over 800 volts shall comply with the law
- Every switch on the panel shall be set in order to access conveniently and sturdy
- All electrical equipment covered with metal shall be grounded
- Have prevention methods for stoke of lighting at chimney
- Provide PPE for employees who work with electric power of over 50 volts

Lift
Aim
- To make safety for workers in constructing and using temporary lift for
transporting materials and to be the good practice in order to comply with
the law
Scope of law and its enforcement
- To enforce the construction and using of temporary lift for transporting
materials

The details of the regulation


1. There are 2 types of temporary lifts-install inside and outside the lifts tower
2. The lift which is higher than 9 m. shall be designed and calculated its construction
by the civil engineer according to the law
3. Supporting base of lift tower, lift tower, body of lift, beam for installing pulley and
base supporting beam must be secure and sturdy enough according to specified standard
4. If the lift is installed in the tower, the wire net or wood plate separately with an
interval not less than 3 cm. and not over 10 cm. shall use to cover around the lift tower
at the height not less than 2 m. from the ground to its top, except its accessing way.
5. If the lift is installed outside tower, it needs to be surrounded by fence
6. Along the corridor between the lift and other constructions shall have safety rail with
the height of at least 90 cm. but not higher than 1.10 m. from ground. Its edge will be not
less than 7 cm. high. The wooden or metal open-close bar will be set across walkway with
the lifting height not less than 90 cm. and not over 1.10 m. from ground far from the lift
not less than 60cm.

7. The lift with no walls must be fenced firmly at every side at the height
not less than 2 meters form ground level. The access way must have open-close
bar lifting height not less than 90 cm. and not over 1.10 m from ground level
8. The lift must be controlled by well-trained person at all time
9. The operational rule shall be posted at the lift and strictly performed
10. Not use the lift that is out of order or unready for use
11. Notify loading capacity of the lift
12. Not allow employees to transport by lift
13. Not hook can or other container to or move along the belt, wire or rope
instead of lift
14. Employer shall provide PPE for employees according to type of work

Scaffolding
Aim
- To control the construction and the use scaffolding safety according to its
standard, constructing method, using of scaffolding including other construction
safety equipment.

Scope of law and its enforcement


- To enforce constructing work

1. Construction of building that is made of wood at the height not over 7m.
2. Repairing and decorating work that requires not more than 2 workers
3. Installing of water supply system, electrical system or others that requires not
mote than 2 workers

The details of the regulation


1. Working at the height over 2 m. must use scaffolding
2. If scaffolding is not set as standard, such scaffolding must be designed and specified by engineer
3. In case of using temporary lift for transporting materials, do not link the lift tower with
scaffolding and it needs to protect any crash to the scaffolding while transporting materials by the
lift
4. Base of scaffolding must be at least 35 cm. wide
5. Protective bar shall be set at 0.40-1.1 m. from base of scaffolding and around such scaffolding
6. There shall have stairs to scaffolding
7. Around the scaffolding must be covered by canvas or other materials
8. Wood or cloth must be covered the walkway below the scaffolding
9. In case of work is done at many floors of building coincidentally, it needs to provide protection
between each floor
10. Not allow workers to use scaffolding when there is a heavy rain
11. The electric wires shall be covered by insulator in the installation of scaffolding is made close
to such electric lines
- 12 .Workers need to wear safety equipment during working

Work relating to Construction Area.


Aim
- To prevent workers and irrelevant person from danger by specifying the
construction and dangerous area.
Scope of law and its enforcement
To enforce general construction work except construction of residential
building whose height is not exceed 7 m.

Details of the regulation


This notification will control on construction area, dangerous area, residential area,
accessing way to construction area and construction building at night time by
1. Fence the constructing area and post the notification indicates the area of
construction
2. Indicate the dangerous area and post the signal of red light at night time
3. Not let irrelevant workers enter into dangerous area
4. Not allow workers reside in constructing area
5. Not allow workers enter into construction area after work hours except being
granted permission from the employers

Crane and Derricks


Aim:
To create safety in installation and maintenance of crane
Scope of law and its enforcement:
- To enforce work that uses crane
Not enforce
1. Central Government
2. Provincial Government
3. Local Government
4. Other business as prescribed by the Ministry of Interior

Details

1.There are 2 types of crane
1.1 stationary crane
1.2 mobile crane
2. Using, assembling, testing, maintenance and inspecting of crane must be done
according to its specification and manual.
3. Loading capacity of crane must be indicated
4. In case of using hand signal, the picture described such signals must be posted at the
crane or some where around working area
5. Inspect crane every 3 months

Aim:

1. Employer must use boiler and its equipment that have international standard or
industrial standard

3. Improve the quality of water that is used with boiler to avoid any corrosion or

improving and rectifying the laws including technical problem of boiler

Details of the regulation


1. Employer shall prevent workers from falling down from high place by setting
up many choices such as setting the bar around the scaffolding, using net or safety
belt, not allow workers working during heavy rain or storm
2. Employer shall not allow workers to work at sloping path over 15-30 degree
and must provide scaffolding or safety belt including any lifesaving and other
equipment. Condition of ladder, tripod or any stool and its using method shall be
provided
3. Set up preventive measures for any deterioration, falling of material from high
place by setting up a slope space, build up a wall , supporting pole, canvas, partitions.
The area to transport objects from high place must be indicated or using a groove,
tunnel and safety method in transporting objects with a strict control of its processes

- To set up the measure in preventing and controlling the fire
1. Set up safety condition to the building by separating the building that may
easily cause explosion from others. Specify type of building and number of
store that workers can work as well as the fire escape. Exit way of each floor
must not less than 2 ways and it shall have a sign to show a fire escape way
with a size not less than 1.5 m. Escape ladder must be fire-proof and can
prevent from smoke. The least exit way must be located at safety point such
as road, or yard.
2. Provide fire extinguisher and water at specified capacity. Size and type,
installation and its distance shall be provided according to the law.
3. Specify details on storage, quantify, handling method and control of
inflammable substances that are kept inside and outside building.

4. Use a metal fire-proof container to keep materials, clean up method,


gathering, eliminating and burning including disposal of ashes
5. Provide fire signal at workplace
6. Prevent the source of any heat such as electricity, friction, engine,
chimney proliferate of heat, electro static, stroke of lightning
7. The workers of each workplace shall be trained to be able to extinguish
fire at least 40% of the working area. Fire extinguish drill shall be made
at least once a year
8. Provide PPE which can protect against such flammable material and
explosive substances

unload except task in the petroleum or gas service station

3. The tasks that related to pathogenic microorganism such as virus, bacteria, fungi
or other organism as the following
3.1 Tasks in the pathogenic diagnosis laboratory
3.2 Task in taking care the communicable disease patients
3.3 Task in cleaning the equipment in treatment or clothes of the patient in the
nursing house
3.4 Task in collecting, carrying, disposing the rubbish or garbage from the
nursing house
4. Tasks that operate the lifting truck or crane either powered by gasoline or

as cyanide materials, carcinogen materials or task having some part consist of
harmful effects or toxic chemical

procedure for the employee
3. The employee shall use the safety tools and equipments that provided by the
employer and operate under the safety procedure
