AND VALUE ADDED OF ASSESSMENT

Why, what and what for: THE "RATIONALE" (who

requests it, why, for what; why our institutions get
involved, how we convince others to participate)
Explain that assessment is:
a process (protocol of engagement and differentiate tasks
and responsibilities), based on three general principles:
government led, internally and externally coordinated (avoid
duplication and repetition), based on national demand
a tool (how to determine the post disaster requirements and
assist in developing the post disaster strategy and recovery
plan)
