Development Plan and

Vision
The basic objective of
development is to improve
the quality of life of the
people

Malaysia inherited from her colonial


past economic and social structures
that were both complex and deeprooted
Poverty, backwardness between
areas and economic sectors and the
distribution of population along
communal lines and specific
locations were realities that could not
be denied

These circumstances clamour for a


comprehensive development policy
that is implemented with care,
particularly because Malaysia is a
country with a plural society
The national development plan is
prepared once in five years and
named the Five Year Plans, each of
them has main policies and also
specific strategies to achieve the the

objectives, guided by previous


success and in line with current and
future challenges
A quick glance does not reveal any
obvious difference in fundamental
policies between one Five Year Plan
and another except for additions or
improvement of strategies ,
clarification of target groups and new
objectives

The Main Objectives of the New


Economic Policy (NEP)
1. To reduce and eradicate poverty regardless of
race/ethnicity
The NEP target group was the poor, regardless
of age, generation or settlement location
Poverty would be abolished
2. To restructure the society so as to eliminate
community identification through economic
sectors
The identification of race according to
economic functions would no longer exist

The NEP extends over a period of 20


years (1971-1990) from MP2 to MP5
The strategies to eradicate poverty:
Modernize the living conditions of
the lower income group both in
urban and rural areas
Increasing further the provision of
basic facilities
Education such as books and
scholarship

Expand employment opportunities


for all Malaysian citizens regardless
of race
Encourage participation in sectors of
high potential and high productive
capacity such as business, industries
and services
Improve further the productivity of
the poor, thereby increasing their
income

The strategies to restructure society:


Raise the peoples ownership in the
private sector
Build a business society among the
bumiputeras
Develop areas that have remained
backward but high in potential
Enhance education opportunities within
and outside the country

The purpose of the first strategy was


to increase the ownership of
bumiputeras by at least 30% of the
total equity in the private business
sectors
This does not mean discriminating
against the non-bumiputeras
because the NEP also stipulated that
their involvement can reach a level
of 40% in the same period

The efforts to remove poverty through


regional development and land
development were intensified
Other support packages with the purpose
of eradicating poverty and following that,
the ability to restructure the Malaysian
society, were through the National
Agricultural Policy by increased manifold
the roles of existing agricultural
development agencies, besides

establishing new agencies such as


FELDA, FELCRA, SALCRA (for
Sarawak), RISDA, MARDI, PORIM,
FAMA , together with the Green Book
Plan
UDA, PERNAS and MARA were
established to facilitate business and
industrial development

Vision 2020
A crusade slogan or motto picked by
the government to empower citizens
to transform Malaysia into a
developed nation which includes the
well-being of the society in all
aspects of life through 9 challenges
1. Challenge of creating a Malaysian
nation that is united and with a
common objective

2. Challenge of creating a society that is


free, peaceful and advanced, confident of
its own capabilities, successfully proud
and strong in facing problems
3. Challenge of creating and developing a
democratic society that is matured and
practises a shared philosophy
4. Challenge of creating a moral and ethical
society with strong religions and spiritual
values

5. Challenge of creating a society that is


tolerant and liberal and free to practise its
own customs
6. Challenge of creating a scientific and
progressive society that is forward-looking
and farsighted and is thus able to
contribute to improving civilisation based
on science and technology
7. Challenge of creating a caring society and
practice a caring culture

8. Challenge of creating a society that


is fair in the distribution of national
wealth regardless of race
9. Challenge of creating a prosperous
society with a competitive economy
