SPI is a logical index, which can be either 0 or 1. If an index reaches the threshold, its SPI is 1.
If the index does not reach the threshold, its SPI is 0.
The cell load is calculated as follows:
S_cell = SPI1 + SPI2 + SPI3 + SPI4
Where,
S_cell indicates the cell service load index.
"+" indicates the OR operation, and "" indicates the AND operation.
SPI3 determines whether an HSDPA service is overloaded. The HSDPA service is overloaded
only when SPI3 is 1.
SPI1 and SPI2 determine whether a non-HSDPA downlink service is overloaded. If SPI1 or S
PI2 is 1, the non-HSDPA downlink service is overloaded.
SPI4 determines whether the cell uplink is overloaded. If SPI4 is 1, the cell uplink is overloa
ded.
If S_cell is greater than 0, which indicates that the cell has a heavy service load, load optimi
zation and capacity expansion are required.
A larger S_cell value indicates heavier cell service load. The minimum value of S_cell is 0, an
d its maximum value is 4.

According to the expansion threshold setting shown in previous Tabl
e, we use the expansion decision formula to assess the Node B load
and expansion demand.
S_nodeb_CE = SPI11 + SPI3+ SPI12 + SPI4
SPI11 =1 if UL CE > 70 %
SPI13 =1 if Max ul CE >90%
SPI12 =1 if DL CE > 70%
and SPI14 =1 if MAX DL CE >90%.
If the number of times that the S_nodeb_CE > 0 is equal or more tha
n 10 within one weak , the cell load reaches the expansion threshold.
Greater value of S_nodeb_CE means greater Node B expansion dema
nd. The minimum of S_node_CE is 0 and the maximum can be 4.
