WHY EVALUATE
To assess whether a programme has achieved its
intended goals
To understand how the programme has achieved its
intended purpose, or why it may not have done so
To identify how efficient the programme was in
converting resources (funded and in-kind) into
activities, objectives and goals
To assess how sustainable and meaningful the
programme was for residents
To inform decision makers about how to build on or
improve a programme.

everything, but about finding the things that

Types of evaluation
Formative Evaluation
Takes place in the lead up to the programme, as well as
during the programme in order to improve the programme
design as it is being implemented (continual improvement).
Formative evaluation often lends itself to qualitative
methods of inquiry.

GOALS-BASED EVALUATION
Evaluation has typically involved measuring
whether predetermined targets have been met.
SMART (Specific, Measurable, Attainable,
Relevant, and Timely) targets. These type of targets
fall under the banner of goals-based evaluation.
Goals-based evaluations have objectively-set
targets usually determined by people responsible
for the funding or implementation of the project.
GOALS-FREE EVALUATION
Goals-free evaluation looks at emergence and
unintended consequences of a project, by looking at the
actual effects without pre-empting what these may be.
This type of evaluation focuses on the change process
within the target group.

Evaluation based on quantitative and qualitative methods
Quantitative involves the presence, participation
and understanding. It will be evaluated by a
COMMITTEE 1 ( CORRECTIONAL OFFICER,
FACILITATOR)
Qualitative involves the understanding and practice.
It will be evaluated by a COMMITTEE 2
(COMMITTEE OF PHASE STAGES - CHAIRMAN OF
COMMITTEE, WELFARE OFFICER, JAKIM OFFICER,
CORRECTIONAL OFFICER, SECURITY OFFICER,
BLOCK INCHARGE, RECORD OFFICE OFICER,
SECRETARIAT
