Functions
Executive Functions:
Manages policies
Manages annual budget

Legislative Functions:
Makes proposals for European laws (sent to the
Council and European Parliament for amendment and
approval)
Can initiate legislation

Guardian of the EU treaties:


Ensures that EU laws are implemented by all Member
States
Can institute proceedings against Member States or
organizations that fail to comply with EU laws

International Representation:
Represents EU at international arena
Negotiates on trade issues with non-EU countries
Co-operation agreements EUROPEAN
with non-EU countries

Appointment of Commission

APPOINTMENT OF COMMISSIONERS
The Commissioners are not elected but appointed (art
17-7 TEU)
The procedure of appointment can be explained in 3
points:
Art 17-72 the Council by common accord with the
president-elect of the commission shall adopt a list of
possible commissioners
Art 17-73 the list of commissioners with the field
they will take in charge and the president are submit
at a vote of consent by the parliament

Art 17-73 On the basis of this consent the


European Council will appoint the president and the
members at the qualified majority

Election of European Commissions President
The president of the European Council consults
European Parliament the possible candidates for the
presidency of the Commission
The European Council decides on its proposal for
candidate by qualified majority and taking into
account the elections to the European Parliament.
European Parliament elects President of European
Commission based on simple majority (at least 376
out of 751 votes)

Election of the European Commissions Vice
President/ High representative of the Union for
Foreign Affair & Security Policy

The High Representative is appointed by the


European Council by a qualified majority, with the
approval of the President of the Commission for a
mandate of five years.
The Council may end this mandate following the
same procedure.

The High Representative must tender their


resignation if the President of the European
Commission requests it.

assigned responsibility for specific policy areas by the
President.
Principle of Collective Responsibility (art. 17, TUE)
It ensures:

High quality of the decisions (all of the

Independence of the institutions (no partisan

Sharing of political responsibility by all the

Empowerment Procedure
The Commission authorises the Commissioner to
take measures in their own name in their area of
responsibility.

Set objectives and priorities for action according to
the Commissions Work Programme
Representing the EU internationally
Enforcing European law respect of the European
law by member States
