MANDATE OF DPWH
Pursuant to E.O. 124, DPWH is
mandated to undertake the planning,
design, construction and maintenance
of infrastructure such as roads and
bridges, flood control, water resources,
development projects and other public
works consistent with the national
goals and objectives.

What is Pavement
Management?
Pavement
management
includes all the activities
Involved
in
planning
&
programming,
design,
construction,
maintenance,
and
rehabilitation
of
the
pavement portion of the road

What is the Pavement

Management System
(PMS)?
An essential tool that supports

the new planning process that is

based on LONG-TERM NETWORK
NEEDS
Helps determine policies and
targets on ASSET PRESERVATION
within the available funds

PMS Objectives
Quantify pavement asset

preservation needs
Provide economic justification
for prioritizing funding for roads
Support the new planning
process

HDM-4 OVERVIEW

Highway Development
Management 4 (HDM-4)
HDM has been improved over a

period of 30 years by the World Bank,

with the first public release of HDM-4
in 2000
HDM-4 is a road investment model
used to investigate economic viability
of road projects and to optimize
economic benefits to road users

Highway Development
Management 4 (HDM4)
OBJECTIVES:
Ensure
the
equitable
distribution of funds based on
long term network needs
Ensure limited budgets are
spent
consistently
and
equitably

Highway Development
Management 4 (HDM-4)
HDM-4 selects/prioritizes asset preservation projects
with the highest net present value/cost (NPV/C)
value based on the following major factors:
Road Roughness
Visual Road Condition
Traffic Volume (AADT)
Road Damage Factor (ESAL derived from axle
load survey)
Pavement Strength
Road User Costs
Improvement/Maintenance Cost

Highway Development
Management 4 (HDM-4)
What is Road Roughness?
It is the combined effect of all the
various defects of the pavement
measured in terms of the International
Roughness Index (IRI)
Ranges of roughness condition:
Good
1 3 IRI
Fair
>3 5 IRI
Poor
>5 7 IRI
Bad
>7 IRI

Highway Development
Management 4 (HDM-4)
What is Visual Road Condition?
It is the visual measurement of the surface

distresses and pavement defects using the

ROCOND methodology (e.g. cracking,
rutting, potholing, edge break, joint
spalling, joint faulting, scaling, etc.) with a
corresponding adjectival condition rating of
good, fair, poor and bad

Highway Development
Management 4 (HDM-4)
Tells what treatment (or what type of

work) would be applied, when and

where if funds are less than ideal
Can
analyze
strategies
and
standards for network improvements
for asset preservation in terms of:
Preventive maintenance
(asphalt
overlay or selective reblocking)
Rehabilitation/Reconstruction

Road Deterioration and Maintenance
