Unemployment characteristics
2/3 of young people live in rural areas.
The youth unemployment rate has increased in rural areas (to 17 per
cent) and decreased in urban areas (to 15 per cent). In addition, 55 per
cent of those registered as unemployed are from rural areas.
The inactivity rate among young people stood at 78.2 per cent in 2005.
Most of the young unemployed have completed secondary education
only.
Unemployment among women stands at 14 per cent while among men it
is 18 per cent. This is because many discouraged women drop out of the
workforce.

Causes of unemployment
Quality and Relevance of Education. Education is not tailored to
the needs of the labour market, so that firms are unable to hire the
skills they need. In 2010, in 25 out of 27 developed countries, the
highest unemployment rate was among people with primary
education or less.
Population Growth.
Economic Crisis.
Discouraged Youth. Discouraged youth gave up looking for work
altogether and are in danger of feeling useless and alienated from
society
Lack of National Comprehensive Policy Framework. only 35
countries have adopted action plans and only 4 countries have
identified a budget in their national employment policies for the
implementation of youth employment priorities.
Deficiencies of Labour Market Institution and Policies.

In 2011, a youth's risk of being unemployed was 3x higher
than that of an adult.
Close to 75 million youth worldwide were unemployed in
2012. Middle East and North Africa (MENA) has the highest
youth unemployment rate, with about one youth in four
without a job.

Germany

Unemployment Rate in Germany decreased to 5.10 % in


December of 2013 from 5.20 % in November of 2013
Youth unemployment fell slightly by 0.1 percentage
points to 7.4 percent.
Unemployment Rate in Germany is reported by the
Deutsche Bundesbank.

United States of America


US unemployment rate hit a new five-year low of 6.6%
in January of 2014.
Unemployment Rate in the United States averaged
5.83% from 1948 until 2014, reaching an all time high
of 10.80 % in December of 1982 and a record low of
2.50 % in May of 1953.

SOUTH AFRICA
Unemployment Rate in South Africa decreased to 24.10%
in the fourth quarter of 2013 from 24.50 % in the third
quarter of 2013.
Youth unemployment Rate is 48.2%
Young people in Africa find work, but not in places that pay
good wages, develop skills or provide a measure of job
security .

Republic of Moldova
Unemployment Rate in Moldova decreased to 3.90 % in
the
third quarter of 2013 from 4.70 % in the second quarter of
2013. Unemployment rate in 2012 was 5,6%,lower than in
2011 , 6,7%.
*Young people in Moldova suffer clear labour market
disadvantage. There is a negative correlation between age
and the risk of being unemployed . The youth unemployment
Rate is 15.4%(73 place)
* Labour market policies are reflected in the National
Development Strategy for 20082011, the National
Employment Strategy 20072015, the draft Strategy for
Vocational Education and Training (20082015), the Labour
Code, the National Youth Strategy (20092015) and the Law
on Youth (adopted in 1999).

Sectors with potential for job creation


Migration is one solution for Moldovan young people
seeking access to work. The number of Moldovans
working abroad increased from 56,000 in 1999 to
340,000 in 2007.
Work is generated by agricultural exports, in particular
wine, spirits, fruits, nuts, dairy and meat products, and
the agro processing sector.
70% of agricultural workers, of whom 73 % are women,
are employed in the informal sector. 67% of employees
in off-farm small enterprises work informally. In total,
the informal economy absorbs 21.6 % of young people
(aged 15-19 years).

Global Solutions
Global campaign an EYE opener. Unemployment affects
developed and developing countries alike. As awareness of and
information on the global impact of youth unemployment are rising, it
is more urgent than ever for global decision-makers to take inspired,
comprehensive, coordinated action to make employment a national
priority.
National employment strategies. More countries around the world
need to implement national employment strategies that demonstrate a
shared vision, clear objectives and metrics for success, supported by
resources that will significantly and tangibly increase employment.
Securing first employment. Programs encouraging companies to
invest in "M&A" (Mentoring and Apprenticeship) support for first-time
hires, and provides concrete tools for this.

Employers generally view employability skills, along with technical


skills, as highly desirable for employees
Employability skills can assist employees gain jobs, perform
effectively at work and win promotions
Employability skills can also lead to success in other domains in
life
